They have to pay a fee, they have to pay a renewal fee, et cetera, et cetera. But there are many companies, such as Groupon and others, who don't ever really touch anybody's money. All they do is do a couple of electronic blips on a screen. They never hold anybody else's money. All they do is electronically transfer it, so there's no way for them to defraud anybody. There's no way for them to steal it. They don't have their hands on the purchaser's money, someone who is purchasing a good or service. And therefore, this is a negotiated Bill to deal with that issue, to exempt payment system operators like TechAmerica from this Act. That’s all the Bill does. This is a little different than what we've attempted in the past in regards to crime-free housing. This legislation is a result of many years of working and narrowing down crime-free housing. So, if you look at the legislation, you will see where it states that on three occasions, three or more separate occasions within a 60-day period where an arrest was made or a citation was issued for the commission of an act. So, what that says, just think about what we're talking about here. We're talking about an offender who three times within 60 days commits an act that would be described under offensive use of property. Now, either a citation or an arrest would be issued on each separate occasion. That would then allow the landlord to proceed with a termination of the lease. Now, what we've included… what we've included in this is a right to cure. Now, that's important because what that says, in the event that this offender has committed three acts within 60 days and goes before the court, they will be given one more opportunity to cure. So, for example, in committee it had come up that if you have a chronic barking dog. Would a chronic barking dog be justified as something that a citation could be issued and ultimately jeopardize the lease? Well, under this legislation it would give that tenant the opportunity to correct the problem before… before an eviction would take place. So, this legislation, is a culmination of what we worked on for many years. And I would be happy to answer any questions. And I ask for your 'yes' vote."

So, this gets to where we're just talking about creating an environment that is safe and peaceful. That… you have to be extremely disruptive to fall into this category, to actually have the police come out and issue an arrest or a citation three times in 60 days, you're doing something… you're doing something wrong."
