And now with the Affordable Care Act closing, they pointed out that we have over 400 thousand people going on to Medicaid because of the Medicaid expansion. But the backlog of 200 thousand people that aren't sure whether they are really registered for Medicaid or not. I don’t know if some of you have people calling your offices, but there are a lot of people that have not heard back from HFS for two or three months and now are wondering whether they really have insurance under Medicaid or not. So I am just asking all of you to ask that your people, who are signed up for Medicaid, make sure whether they know that that has gone through and that they are properly insured. Thank you."

We have a very… quite a few members of his family and colleagues from Hancock County with us today. Jim Drozdz was an extraordinary individual. In his short life, which was all too short, he lived many different lifetime's that only few of us could ever experience or imagine. He grew up and went to high school in Palos Heights, went to Western Illinois University, where he obtained a law enforcement degree, went on to become a State Trooper went on to receive his Juris Doctorate degree and practice law, and service as Hancock County State's Attorney. He also was very active in his church and community. He served as a paramedic in Hancock County and he also served as a volunteer fireman in Hancock County. He learned to play the bagpipes, so that he could play the bagpipes at funerals and events recognizing his fellow colleagues in the State Police and law enforcement. When I saw him last in December, he told me he had a new passion and it was over-the-road truck driving. And he did this on his part-time… when he was away from his job as Hancock County State's Attorney. He touched so many lives and when I went to… to his visitation it was amazing, the amount of outpouring from law enforcement, from EMS, from paramedics, from volunteer fire departments. He was so loved and so instrumental and such a valuable public servant dedicated so very much to his family, his community, his church, anything possible he could do to make the State of Illinois better. He also went on to receive a PhD and taught at Western Illinois University. He did so many things, and he talked to me that he'd also like to go to medical school. We're very pleased to have with us today the Consul General from Mexico for the Midwest of the United States. Carlos Jimenez Macias was designated Consul General of Mexico in Chicago by the President of Mexico and ratified by the Mexican Senate on April 25, 2013. He assumed his office on June 17, 2013. Mr. Jimenez Macias has devoted his life to public service. He was elected three times to represent his state as a Federal Congressmen and twice as a Federal Senator. As a Federal Senator, he served as the president of the Foreign Relations: Asia Pacific Committee, secretary of the Foreign Relations: European Committee, and member of the Foreign Relations in Social Development Commissions. During his tenure as Congressman, he actively participated in the activities of the Inter-Parliamentary Union group. In 2010, he was named president of the Latin American and Caribbean Inter- Parliamentary group. I think we're all very familiar with the very active relationship between Illinois and Mexico, between the citizens of Illinois and the citizens of Mexico. We know of the increasing amount of trade between our state and the Country of Mexico. And so for those reasons, why, we feel very privileged to have with us today the Consul General for Mexico."

And in response to that claim, there was a lawsuit, or at least the board's decision, there was a lawsuit that ensued. And the judge simply said you need to do a little bit more in terms of providing information on your decisions. So, I don't think the case was overturned, necessarily, but the judge remanded the case back and said we need more information, we need clarity and among the things I've written, which is why they're just simply trying to respond to what the judge asked and asked me to file this Bill to respond to the judge."

That person's name was Cesar Chavez and I'd like to tell you a little bit about him. Cesar Estrada… Estrada Chavez was born March 31, 19… 1927, April 23 to 1983. He was a Mexican-American labor leader who used nonviolent methods to fight for the rights of the immigrant farmers in the Southwestern U.S.A. Migrant farmworkers are people who do farm labor, moving from one farm and farm, and from town to town as their work is needed. It is difficult work and pays very little, can be dangerous due to the use of pesticides. Pesticides are the chemical that kills the bugs but made people sick. Chavez founded a group that advocates for the rights of the farmworkers, acting to increase wages and improve the working conditions and safety of farmworkers. The family lost the farm when Cesar was 10 years old during the Great Depression. He became a migrant farmerworker. As a youth, Cesar worked part- time in the farm fields and his fa… with his family in Arizona and California. As they moved from farm to farm, they were harvesting the fields. After graduating from eighth grade, Cesar started working full-time in the fields to help support his family. This was necessary because his father had been injured in a car accident. Cesar served in the U.S. Navy during World War II. When Cesar Chavez returned from the war, he labored as a farmworker in California. Chavez then went on to marry Helena Fabela in 1948. They eventually had 8 children and 31 grandchildren. Chavez and his wife taught Mexican migrants… immigrants to read and organized voting registration drives to new U.S. citizens. Chavez was greatly influenced by the peaceful philosophy of St. Francis of Assisi and Gandhi. He joined a community service organization, an organization that worked for the rights of farmworkers. The NFWA organized huelgas, which is 'strikes' in Spanish. There are many… there were many bitter, violent fights between the grape growers and the workers. Chavez and many union people were jailed in the struggle. Some agreements were eventually made between the farmworkers union and the growers. In order to force growers to further improve farmer conditions, Chavez organized a statewide… a nationwide lettuce boycott. In 1968, Chavez organized a five year grape boycott. A movement that urged people to stop buying grapes, California grapes, until farmworkers had contracts, ensuring better pay and safer working conditions. The name of the union was called the United Farm Workers, also UFW. In 1974, when some of the workers' demands were met, the boycotts of lettuce, grapes were lifted. When asked by an individual, why did you do it? Cesar told him, it was never about the grapes, it was always about the people. Cesar was the very first leader who came up with the motto 'sí, se puede', 'yes we can', and that motto is used by many today. And he proved this to be true. His work for fair treatment to farmworkers changed the lives of millions of people for the better. After a lifetime working for social justice, Chavez died of natural causes at the age of 66 in 1993. In 1974, Chavez wore… was awarded the Presidential Medal of Freedom, after his death. To this day, the UFW and Chavez' children and grandchildren continue his fight for social justice. And this sort of measure cuts with a broad brush; it cuts with a hatchet and it punishes those that have gone out and have made the attempts to be responsible. And since we've elected people to run the townships, it seems reasonable to allow them to decide what their budgets ought to be, what their levies ought to be, how they will control their own destiny. We want all coaches to be certified. And so, to not have any have that be entirely at their own will, I think doesn’t serve the purpose of getting all the coaches educated. The high schools don't take issue with it, there's not an additional cost to them. And I think this helps get the word out and the education about this matter."

This is not about winning football games and you heard… you started off by saying we're the laughing stock of other states with how they do football. This is nothing to do with that. This is about protecting our children. I don't think 16-year-old boys make very good decisions. And when they get hit in the head, they want to get back into the game. That's what they do. That being, first of all, the Good Samaritan exemption that would permit anyone to administer to a victim of cardiac arrest with an AED and also the performance of CPR. These initiatives are very important but certainly not complete when we could require an AED to be on premise and then discover, very tragically, that there was no one to operate the device. As in the case of Laura… Laura Lamen, she collapsed, a AED was discovered on premise, brought to her side, and no one was able to administer to this victim, this young girl, who had a tremendous life ahead of her. The family has been in desperate circumstances after her loss, and as something that would be rather cathartic, hoped that this Body would consider the importance of people who are able to use an AED and perform CPR in our society. I wished everyone on the floor could have heard the testimony in committee where the parents told us about the situation and how they really believe that an AED, if it had been used, could have saved the life of their daughter. So, it's not every day you get a chance as a Legislator to save lives in the future, make such a difference, today is one of those. I met with a school board last night just on the general Session, back in my district. I brought this up because we'd been talking about mandates and unfunded mandates. And I said before I go here, you haven't raised a question on this one but I'm going to support a mandate and I told them about this Bill. And the response in that school district was thank you for doing that; we have AEDs and we do work hard to keep people trained. Several teachers said thank you for pursuing this. It's very much needed. "We had little debate in committee. It's very difficult to debate an issue like this when you have parents who have suffered the most significant loss that a parent can suffer. And we truly wish that we could legislate for every loss and prevent it, but I have a variety of concerns. One was just shared by Representative Sandack, is that we're training students but we are not training the adults in the building. Resources, time, I did call my local firefighters. They said, indeed, this is a problem. They don't necessarily have the resources to supply their schools, and they can set up a time to come into those classrooms. If they're called away for a fire, they have to address that first. So, I think that this is well-intended but overreaching because, again, it is an unfunded mandate, and unfunded in the amount of time that it takes. Many of the Legislators here were available to take a course about a year and a half ago on this exact kind of training, AED training and CPR. I don't know how much of us remember it. The AED training, we're told, a 6-year-old who can listen to the directions can follow that. The CPR obviously is a little bit more complicated. And unlike most Representatives, when you get letters outside of your district, you probably don't have the time to read them because you get so many inside of your district, however that particular letter really touched me. The fact that there was no one available and that this child would be alive today had someone had this training. As a former school board member and dealing with all the children that come through and all the subjects, we're offering this through health education class. We're talking about a four- hour class that can be actually cut down to two hours, life- saving time. We spend more time than that teaching our children how to have sex. I would have to suggest to you, we do not have the statistics, but I would, from my involvement in this issue since 1997, I can tell you that probably the majority of schools in our state are engaged in some form of AED/CPR training currently. And I've never heard a complaint from anyone with respect to the cost or the time that it would take to train these kids. We have an opportunity here, Ladies and Gentlemen, today, to potentially save thousands of lives. When the previous speaker talked about, well, I forgot the class that I took. Even if it was subliminal, even if you saw something on AEDs on a television commercial, there's a chance that you might remember. At least take the chance to try to come to somebody's aid when they desperately need it. If you don't intervene, they're dead. This is an opportunity in this state to say we can be among 13 others in this country that provide that students in high school will be trained in AED use and the CPR. I would strongly encourage you, think of yourself, think of your family. One of the most tragic ironies about this one circumstances with Lauren Laman is the fact that her father is a paramedic. Can you imagine his rage, his disappointment, his horror, to know that his own daughter wasn't attended to on that gym floor when, for his entire adult career, he's been saving lives every day?
