And part of his point in being here, for this whole coming week, is to work closely with Tim Evans, the Chief Justice of the Court of Cook County and with the state's attorneys, with members of bar associations with opportunities, again, to learn more about best practices and how our judicial system can work more closely with the judicial system in Poland. House Bill 4731 includes, as persons protected by the State Employee Identification Act, Individuals who contract with the Office of State's Attorneys Appellate Prosecutor to provide legal services, but only when performing duties with the scope of the office prosecutorial activities. Currently, the state does not insure prosecutors hired on contractual basis against claims or prosecutorial misconduct. And this would allow the state to do it. It's already done it in other departments: in the Department of Human Services, Department of Military Affairs, and the Department of Labor. And this just gives an opportunity. "Absolutely. The… the language… actually, House Amendment #1 becomes the Bill. And the language removes the charter's ability to appeal a decision. So, the local school board… the local school board can be denied or revoked any other… any charter. So, what it is, is the local control and the community in which the school wants to exist, if the school board either denies a charter for coming in or accepts a charter for coming in, the citizens who actually pay school property tax have the ability to… to revoke that with running a referendum of only five percent of their community. So, there's a couple communities in the State of Illinois, and actually, this would be good for them to engage charters in because school boards might not like them, but also, it has the other adverse ref… consequence if the school board wants a charter and the citizens within that electorate do not want one, they have the ability to go to referendum. In fact, they have the ability to do that right now, but this codifies that; that they have the ability to run a referendum to allow the charter to exist if the school board doesn't want it, or to not allow a charter school to exist if the citizens there don't want it. So, it actually has… it gives a positioning on both sides. I'll take any questions."

"No. And INCS's never come talk to me. Stan's never going to talk to me. Definitely INC is… I mean… Illinois Policy Institute? And what this gets to is when communities have identified the need for an alternative educational opportunity they have… they usually work together to open up charter schools, right? The… the states that have had these longer than us, we brought in a specialist from Minnesota, where charter schools started throughout the United States, and what you find is a segregation that starts to happen. Whether it's kids in ELL or Special Ed. The way charter schools were initially put together, as a business plan, had some room for fixing, but no one ever did anything. So, they only receive a certain portion of the hundred percent GSA, if you call it a hundred percent. Now, the news is that when we hear the people applauding all the charter schools are so much better, they're so great, it doesn’t prove by research to be true. Now, the Bill of our… of the committee chairman, is not to get rid of charter schools, not to deny local decision- making, but is to strengthen the educational opportunity of those who choose the charter school route. In Chicago, they have turned around schools they say that are low performing. They have hardly turned around any low performing charter schools, even though they're performing lower than the public schools. They have hardly closed any charter schools, even though they're performing lower than the Chicago Public Schools. Well, as a member of the Education Committee, as a member of the Chicago… city, and as a Member of this Body, that troubles me. And I want to applaud Linda Chapa LaVia for attempting to shape the rules and regulations at the local levels that we can support to make charter schools better. I urge an 'aye' vote."

They don't get enough signatures, but they can appeal to a board to say, well, I didn't get quite what I needed, but give me the chance to get on the ballot and that board could grant that opportunity. That's not appropriate nor is it appropriate in situations where a charter appeals to a local jurisdiction, and they get denied, that a board should have the ability to put them back in play. It should solely be left up to the local jurisdiction to do so and that's what I think the young Lady is trying to do with her Bill. For those of you who support charter schools, I think you should be in favor of this Bill because presumably your local jurisdictions are the ones who will have the choice to bring a charter school into the district. And if they happen to not want it, they should be given the opportunity to deny it as well without then having to be circumvented by a board of people who are not from those communities, who don't have that community's best interest at heart, who, for what could be financial reasons, may want to bring that charter school online. Let's be clear on what we are attempting to do here, Ladies and Gentlemen. Again, this is not an effort to hijack charter schools. So, I am looking for there to be an appeal process, because in order for this charter school to happen within my district, and this is in a suburban area, I don't quite trust it to go to the local or to the voter. Why, because the history within my district has revealed that there is a control vote, and it would not work within my district. It can result in relapse of symptoms, time away from work, or time in the hospital. This Bill says that insurance companies must respond to a prior authorization request within 72 hours of receipt of the prescription. There's currently no time frame enforced and the process could take weeks. If I had a hospital bill that was astronomical, I could file bankruptcy. If I purchase a home or car that I could not afford, I could file bankruptcy. But oh, no. How dare I try to get an education so I can afford these things, so I can pay for them and not file bankruptcy? So, what we're doing, Ladies and Gentlemen, we are limiting ourselves, we are limiting our future. If we want to better ourselves, better our future and help our children, let's help them get rid of this debt that a lot of you guys did not have to carry because, for those of you who went to college in the '80s, you know that you went to school for maybe 2 thousand, 3 thousand. You may have had at the most $10 thousand to pay in debt. It was affordable. It was attainable. Nowadays, Ladies and Gentlemen, education is not affordable and nor is it attainable. And so, the low-wage jobs is what we are pushing our young people into. A mind is a terrible thing to waste. Let's not waste their mind. Let the children be educated. I think the Lady answered her own question. Why should these loans not be treated the same way as all the loans? Very simply, because all of the other loans have some security behind them. There is no security behind these loans when they are made. Banks or anyone else, they don't lend money because you're a nice guy. They lend you money because there's some security behind that loaning of the money. There's some expectation that they're going to get their money back. And if they don't, there will be some security such as a house, a car or whatever to claim in the event of nonpayment. Otherwise, it's nothing more than a promissory note that, eh, pay me back when you whenever you want to pay me back. So, I think that's the issue. There's no security, that’s why they're not… they're not discharged in the event of bankruptcy or they… they cannot be discharged because the lender has no security and they need some security that they are going to be paid.
