I can say that personally because I lost three dear friends. One worked with myself and Senator Munoz in the same unit, Donny Marquez, serving the warrant was knocking in through the door, was shot dead in the head. Another one, Mr. Alex Valdez. An officer called to shots… shots fired. He was a fraternity brother of my sons and a good friend of our family's. He was shot by two gang members who did a drive by. Imagine that, folks. A drive by on two police men who were on duty. Another one was Ben Perez. He worked in the same district that I did. Actually, my brother was on du… my younger brother was on duty at the time. He was doing surveillances on the top of a railroad track. Unfortunately, the train came too fast, and he was hit by that train. You don't want to know the horror of getting that call officer down and having to pick up body parts of a friend, a brother, or a sister because that's what we are in the Chicago Police Department. So ple… please folks, take the time to give them a little respect and honor. And this is the… this is a prayer I used to keep in my locker in the police department. Policemen saw the man running westbound with a gun in his right hand. Policemen gave chase. The man went into a house and the police officer followed him in. He saw the man run to the right, he sees that the man's back is to him. The man turns around the gun is in his right hand still. But right now, the counties may administratively adjudicate code violations and then the violator may appeal the final decision once the violator has exhausted judicial review procedures or the certain amounts of times have passed. This will streamline it and save folks a lot of money."

"Thank you, Mr. Speaker, Members of the chamber. Senate Bill 818 addresses a loophole in the Mental Health Privacy Laws. Our state has very strong laws protecting the privacy of mental health records, but some recent Supreme Court decisions have exposed a loophole that protections only apply to what's called the ‘therapeutic relationship’. So for instance, if you went to a pharmacist to receive medication for a mental health or developmental disabilities, that interaction would not be protected by our current law. This law simply… this Bill simply would close that loophole. It's agreed language. I know of no opposition. And I urge an 'aye' vote."
