Since the turn of the new century, two Presidents of China, President Jiang Zemin and President Hu Jintao visited Illinois respectively in 2002 and 2011. Our financial ties in areas of trade and economic cooperation, education and culture have grown closer with the passage of time. Director Grau renewed the Illinois State Police efforts in investigation of cold cases. Under his leadership, one of the oldest cold cases in American history, the 1957 murder of Maria Ridulph was solved. In addition, the Illinois State Police eliminated the backlog of old Section 20 sexual assault cases. Prior to becoming the director of the Illinois State Police, Director Grau was Deputy Chief of the Cook County Sheriff's… Attorney's Office of investigations bureau, where he oversaw the narcotics special and municipal investigations division. He has spent his entire career in law enforcement, 28 of those years with the Chicago Police Department. Ladies and Gentlemen, I have gotten to personally know Director Grau on several of the things that we were trying to work on down here, and he is a man of integrity; he's a man of honor. He brought the State Police into a new direction and we thank you very much for your service. We thank your men and women of the Illinois State Police for all they do. Before taking the police exam and beginning an exemplary career, Hiram knows a thing or two about rights after spending nearly 30 years in law enforcement. Before his appointment to the Illinois State Police director, Hiram served as Deputy Chief of Investigations for Cook County State's Attorney. Previously, he served 27 years in the Chicago Police Department working his way from beat cop to Deputy Superintendent of the Bureau of Investigation Services. In addition to receiving numerous law enforcement commendations and management training certifications, Hiram served in Vietnam as a member of the famed Army 101st Airborne Division. As a commander, he did an excellent job in working with the police officers under his command. You see, folks, it takes a special individual to be a leader, especially a police commander. You have to really get to know your troops. You have to really get to… to like you and work long… side by side with them. And Hiram was that… that kind of an individual. He led his troops by example. As Representative Phelps announced just a little bit ago, he had a sheriff that served 40 years and while our sheriff of Boone County is at 36 years, we tried to encourage him to maybe go for a couple more terms. He's up in the Speaker's Gallery with us. And as you could tell, he doesn't look a day over 50, so he definitely had a couple more years left in him. But I can just tell you very briefly, while he's the second longest serving sheriff in the state, he began in 1971 which is just a handful of years before I was born. And to a testament to his ability and how well he ran his department, even though we have lost an unbelievable civil servant and somebody who dedicated many years to our county, the folks and the gentleman the ladies that have succeeded him and the new sheriff, are of excellent caliber. He left the department in impeccable shape with excellent individuals there to run it for our county. And it's just a testament to how well he did in forming a team and running an organization. When he first got elected, his office started at 12 full-time deputies and it ended up with just over 30. We're asking for the full House to consider these programs, which are really very important priority programs, for the people of Illinois and each and every one of us really has… should have an opportunity to express our support or lack thereof for supports for people with disabilities."
"Well, there always is that opportunity through the traditional process. Do you anticipate, other than the other five or so Amendments coming on HB4141, do you anticipate other aspects of the budget going through this process?" Harris, G.: "These are the only ones I have right now."

Plus, people just prefer to live in their own homes, live in the community, stay active and involved and have a much higher quality of life." Davis, W.: "So, can you speak to what possibly range… what some of the increased costs will be if we don't pass a piece of legislation like this?" Harris, G.: "In this case, we would find ourselves in violation of the Ligas Consent Decree from moving people out of state institutions. And it also allows 10 thousand people to function, go about their work, raise their families and they would lose those supports and I'm not sure what their options would be if we did not pass this Amendment." Davis, W.: "Since your Approp. Committee has been meeting, how many times would you say an issue like this has been discussed?" Harris, G.: "We've spent hours and hours over sever occasions discussing this and, you know, all the items that we'll have on the board today." But we know it's a serious issue. And this is why I just object to the process, the way we're doing it because last week, almost all the other meetings, we've spent a lot of time with advocates but not a lot of times going over priorities in the budget. Just a few weeks ago, Mr. Speaker, on the House Floor, we heard testimony regarding the atrocities committed against the Armenian people. A few weeks before that, we honored the survivors of a genocide perpetrated by the Nazis in Europe, the Middle East and Northern Africa. Not long ago, we addressed the inhumane and brutal treatment of black and colored South African people by the apartheid regime. That conflict is very personal to me, Mr. Speaker, because my father was born and raised in the apartheid system in Sharpeville, South Africa. Now, Mr. Speaker, if you were to ask the Turks about the Armenian conflict, they would give you their perspective. If you were to ask the people that reside in the largest economy in the EU about Adolph Hitler and what happened in the late '30s and in the '40s in Middle Eastern Europe, as well as Northern Africa, you would hear their perspective. But finally, for me, if I were to ask the Boers or the Afrikaners as to why, in my father's birth town in Sharpeville, a massacre at the hands of the South African Police took the lives of 69 black South Africans, I would hear their perspective. But the goal in 2015, Mr. Speaker, and moving forward, has to be world peace. And as a component of world peace is world economic harmony. A few days, ago on this very floor, I listened to the debate from the Gentleman from the Quad Cities as he discussed Illinois' role as a major international trade player. During that debate, I also recall the Lady from DuPage asking whether or not our actions were contrary to U.S. federal trade policy including Free Trade Agreements. Members should note that there is a current bilateral trade agreement with Australia. That deal was ratified in 2005, moreover, Australia is actually our current trading partner in current TPP negotiations involving Pacific Rim countries. Now, if I understood the Lady from Cicero correctly during that same debate, she addressed concerns that the United States of Mexico was expressly excluded from discussions regarding auto buying and leasing with the State of Illinois. That action could clearly have ramifications under our current Free Trade Agreement with Mexico and Canada which is NAFTA. I do understand that both labor and business are not pleased with certain aspects of NAFTA, but that deal still remains a significant part and component of U.S. trade policy. It should also be noted that Mexico and Australia are members of the World Trade Organization, further complicating the issue. Nevertheless, soon, on this very floor, the Illinois House will declare its Illinois global trading policy. Once again, we'll be taking a position on anti-boycott laws. Anti-boycott laws are firmly entrenched in U.S. trade policy as they were first enacted in the 1970s following certain actions taken by the Arab League against the relatively new State of Israel. In fact, just a few days ago, in House Resolution 173, we affirmed our close relationship with Israel. And finally, we are sticking up for our labor folks who all support this Resolution at this time. By supporting House Resolution 11, we are supporting those entities that keep Illinois in the upper echelon of global trading and investment partnerships and deals. All of these Illinois citizens and businesses want the opportunity to grow and prosper in this global economy. Free Trade Agreements like T-TIP, which is the subject of this Resolution, give them that opportunity.
