The Bureau of Labor Statistics estimate that 89.3 million Americans live in federally designated Mental Health Professional Shortage area where there is little to no access to mental health or behavioral health services. A total of 64… 64.2 percent of inmates in the local jail satisfy this criteria for mental health needs and health care services that are… they are not being addressed once they leave the system. I urge you to discuss this issue of behavioral health, mental health, and developmentally challenged issue in a forum… a community forum that promotes the awareness of mental health services, mental health issues, access to mental health, access to behavioral health, and identifies developmental challenges with individuals. I encourage all school districts in the Illinois to implement mental health screenings and discussions that properly identifies the mental health, behavioral health, and developmental challenges for children, and youth, and students throughout our great state. It's an initiative of our Recorder of Deeds Office to try to deal with vacant properties and a lot of recordings which makes it very difficult to move vacant properties. The Amendment was… was one that was requested by the Contractor's Association 'cause working through this pilot program we wanted to make sure that the real legitimate liens were not excluded but just looking for a way to kind of start to move these vacant properties. What the Senate Amendment codi… it does is codifies into statute the administrative rules to try and satisfy some concerns that the environmental groups and the Sierra Club has. The department will do a survey over the whole state to determine the areas where there are a problem, meaning killing of livestock, companion animals like dogs and cats, and small game such as quail and pheasant. I read an article this week that they've overestimated what they think the population's going to be in District 112 and they may not need to come close to that much amount of money. So I… I unfortunately can't support the Bill because of District 112. I, in no way, want to speak out against the good Sponsor's Bill. My suggestion would be that we continue trying to work this out. Maybe cut out District 112 and continue this discussion when we're back next Thursday. But I just wanted everyone to know why I'm going to be voting 'no' on it and it certainly has nothing to do with Representative Cavaletto's issue with his district. They want the money, my understanding is they need the money. But unfortunately, the process here on District 112's side would really be new precedent which would be to approve the bonds before the voters have approved them."

So evidently through, I guess… they're predators themselves and unless we had bigger animals to predator on them, which we don’t, that I don't think that's going to happen." Coyotes come in, they are very vicious. The bobcats that are there, if you haven’t seen one, I mean, it'll… they will take you by surprise to see one run across our property. They move like lightning. This is not a cat. And they can take down a small deer, a pet. The farms next to me; they can take down those animals and it's not uncommon to come down and, like I said, find a carcass that's there. Whether it's coyote, whether it's bobcat, it is still a predator and there has to be a way that we can go ahead and control those populations for not only disease control but also to keep the… the farms and the basis of our economy safe.
