This Bill came to me as a constituent request. This young woman had had too much to drink and was rendered unconscious. Scared of being arrested, her friends left her there and didn't seek any help. Luckily, another person had the courage to call 9-1-1 and got the young woman the assistance she needed just as any of us would do for any of our loved ones. This Good Samaritan's reward was a citation for underage drinking. We want to encourage people to seek medical assistance for those who need it especially our children. House Bill 1336 and Senate Amendment #1 provides that encouragement while containing necessary safeguards to make sure that the law's not abused. The person needs to first call law enforcement. They can't just be upon the scene and they have to cooperate fully. It's important to know that this Bill is supported by the Lake County Chiefs of Police, the Illinois Chiefs of Police Association, the Illinois College of Emergency Physicians, and the Illinois State Bar Association. Over 20 states have passed this good public policy law. And I think that we should pass it as well. I ask for a Concurrence in Senate Amendment #1."

And it passed this chamber. Unfortunately, the Senate didn't see it our way. I do not want the veterans to suffer because the Senate didn't agree on the FOID card issue, so I'm making this a Motion to recede from these Amendments. And we'll get back to this issue later in the year or in the next Session. I would ask your support for receding from these Amendments."
