They're concerned that they won't be able to fix the potholes that are already out there. Some of them testified that pothole filing comes from proceeds from the Motor Fuel Tax, not from other sources. So Amendment 1 would say that the one-third basically, about a third… three months worth of the amount that would be available we believe was available last year to municipalities from the Motor Fuel Tax would be appropriated now to the tune of $145,625,100. Let me remind th… the group that this is not General Revenue money, this is Motor Fuel Tax money. And in the Governor's proposed budget as well as in the budget that we sent the Governor but he vetoed, this allocation looks identical to what I'm offering in Amendment 1. You heard the testimony. All of you have mayors, all of you have managers. All of you understand the importance of giving the roads the fix they need to get through not only the summer, but the winter months ahead. So a three-month provision… and I asked if you'd talked to anyone about what's in the account and… and you haven't. And then I also asked, hey, aren't we supposed to match allocations with actual distributions. And you think it's prospective that it can just pay for things that they want to pay for down the line. The mechanics of this matter, what IDOT's supposed to do and how they go about their business matters. And a good prudent practice would have been to engage the department and actually have them come in, talk to them and decide how this could work. This is a snapshot of a previous year or years. The people who spoke to us today made it clear that they need the money now if they're going to be able to fix the summer potholes and if they're going to be able to buy the salt they need to keep the roads clear in the coming winter months. This is not General Revenue money; it is Motor Fuel Tax money, nothing to do with the overall general funds budget. It would be, I think, churlish, inappropriate and unfair to the needs of our local communities if we do not vote to support Amendment 1 to House Bill 4149. I urge your 'aye' vote."

I think it is a good idea to support programs that keep Illinois people on the job, that keep our workers working and keep our small businesses able to keep their doors open, their workers afloat. I don't think we need more people coming along and cluttering up the Unemployment Compensation Fund, the parents who can't work because there is no child care as well as the daycare workers who no longer have jobs because their programs have shut up shop. So this Amendment would provide comparable to what we spent last year, three months' worth of funding so that there is the possibility that should the Governor rescind the rules or should we require him to, that we can continue providing adequate services to the peop… the people in Illinois who today are at work and are able to be sure that their children are safe and secure, they're not on the streets. You don't have 8-year-olds minding the 3-year- old crowd, but you are keeping people on the job. I would appreciate your support. I'm happy to answer your questions."
