"Mr. Speaker and Ladies and Gentlemen of the House, this Resolution is concerned with the appointment of Frank Mautino as the Auditor General. And before we begin, I would like to introduce some of the members of the Mautino family who have joined us in the Speaker's Gallery. First, Frank's mother, Joan. Joan, I hope you're there. Frank's wife, Lena. Frank's sister, Julia. Frank's brother, Rich. Frank's daughter, Luciana and Frank's two sons, Peter and James. House Resolution 100 would provide for the appointment of Frank Mautino as the third Auditor General of Illinois and the first Member of the General Assembly to hold this position. The office of Auditor General was created by the Constitution of 1970. It's an office of the Legislature. The occupant of the office is selected by the Legislature without any involvements of the Executive Department. The office serves as a check and balance on all three branches of the government including… including the Legislature. Bill Holland has served as our Auditor General for the last 23 years. I want to compliment and commend Bill for an excellent performance as the Auditor General, always providing independent evaluation and oversight of State Government. I first met Frank Mautino at the funeral of his father, Dick in 1991. Frank was not as poised then as he is now, but under great stress, he delivered 09900083.docx 10  STATE OF ILLINOIS 99th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 83rd Legislative Day 10/20/2015 a beautiful eulogy of the father that he loved so much. Later, Frank was appointed to replace his father, Dick, as the local State Representative. Frank has now served in the House of Representatives for 25 years. During those 25 years he has participated in bipartisan negotiations on issues such as unemployment insurance, fire arm owner rights, business expansion permitting. As the chairman of the House Insurance Committee, Frank negotiated the implementation of the Federal Oxley-Sarbanes Act which provided financial regulatory modernization for insurance and securities in Illinois. As a Member of the Appropriations and Revenue Committees, Frank developed budgets for the state. He carried and passed the legislation to fund the Auditor General's Office. He carried and passed the legislation funding the transfer Bill which allows for the conduct of audits within the agency for the past 10 years. As a Member of the Revenue Committee, the Appropriations Committee and the Economic & Fiscal Commission, Frank developed a profound understanding of the complexity of State Government, budget management and interagency operations. Frank has served for 18 years as a member of the Legislative Audit Commission, 12 of those years as the chairman. During those 18 years on the Audit Commission, Frank worked with four different Governors; some Democrat, some Republican. During those 18 years, the Commission reviewed and interpreted over two thousand audits resulting in more than eight thousand findings. As the chair of the Audit Commission, Frank authorized and approved the audits which were used in the investigation and the eventual impeachment of former Governor Rod Blagojevich. For the foregoing reasons and based on my personal experience with Frank as a Member of the House where he has consistently and always demonstrated intelligence, perseverance, integrity and honesty, I strongly recommend the adoption of House Resolution 100 and I move for its adoption."

As a cochair of the Legislative Audit Commission, as it was just stated, we went through numerous applications, résumés, interviews, and there's one thing that stuck out with Frank Mautino; his unique qualifications for this position and the knowledge of State Government as we move forward. We did this on a bipartisan approach as we went through each interview, each application. As we came to the conclusion, one of the duties of the Audit Commission is to make a recommendation to this Body. And we recommended on a bipartisan approach one Member, one person to fill the Auditor General spot, and that's why I'm in strong support of Frank Mautino being the next Auditor General."

"Thank you, Mr. Speaker. I first got elected in 1990 and took office in 1991. At that time, Dick Mautino served in the Illinois House of Representatives, Frank's father. And I recall the first spring… it was an overtime Session, in the first spring of my first Legislative Session. Frank's father and I made our way to the OTB and I know it shocks you, but there was gambling going on there. We made our way to the OTB and we actually hit a trifecta. From that point forward, Dick Mautino called me Mr. Lucky. Well, let me tell you, I've been lucky because I've been lucky to serve with Frank Mautino. He's been a friend of mine since that point. He was a friend of mine before that at Illinois State University. I can promise you something. He will serve us as the Auditor General the same way he has served in the Illinois General Assembly in a bipartisan approach. He will be nonpartisan in his dealings as the Auditor General. He will serve us with honor, with integrity; he will be a man that we will be able to respect in that position the same as we have respected Bill Holland. I can only say that I'm unlucky today because he's going to be leaving us, but I'm lucky 'cause he's going to serve us as the next Auditor General. Congratulations, Frank."

"Leader Mautino's qualifications as a Legislator and professionally are without question. His qualifications as a human being are without equal. The way that he has faced health problems, the way that he has stood at his post through trial and tribulation, the example he's set as a father, as a husband, as a son and brother for all of us. Frank Mautino is a mentor. Frank Mautino is a friend. And in this time of bitterness and fighting when people ask you is there something we can agree on, well, the answer is clear. We can agree on Frank Mautino. This will be the first time in 40 years there hasn't been a Mautino in this Body. But it's a really good day for the State of Illinois as Frank becomes the next Auditor General because he will bring that wisdom, that leadership and that experience to that role. But more importantly, no matter how busy you were or, you know, how important your assignments were, you always had time to sit down with somebody like me who was a new guy and say let me explain what's going on here. Let me just walk you through this. Let me tell you what's about to happen. I mean, you are such a great teacher not only as a Representative and as a Leader in this House, but you know, obviously, as a human as you've gone through what you've gone through in the last several months. Okay, you've set such a high bar that the rest of us can, you know, hope one day will meet. You know, as Elaine said, it's sad to lose you here, but it will be great to see you on the other side of the bar now testifying as our next Auditor General. Good luck, Frank."

"Thank you, Mr. Speaker, Ladies and Gentlemen, and to the family, thank you for being here today with us. It’s a wonderful day for you and for Frank. First, let me say that the job of Auditor General is a very serious job. Those who have been around here for a long time know how important that job is, know the important role it plays, and I think it takes someone of Frank's wonderful character and hard work ethic to follow in the steps of Bill Holland. Bill Holland became the Auditor General after he was a staff person in the Senate and became one of the most outstanding public officials I have served with here in Springfield over the years, and I know Frank will follow that very well and even expand the role in an appropriate way. I heard the Speaker say that Frank will be the first Member of the House or Senate to be appointed to this position and that's significant. In a time when we can be very partisan, in a time when we don't agree on much for all of us to agree on one person to take on this important role speaks volumes about who it is we choose. Frank Mautino has a wonderful working knowledge of the history of the General Assembly; the inner workings of State Government, and to do the job of Auditor General well these are required tools. You can't just simply pick these up. You have to be around to know where the bones are buried, what's behind the closet doors. Frank knows that. He has a deep understanding of State Government. He knows what works in State Government, what doesn't work in State Government and a real strong knowledge about how to fix what's wrong with State Government. In his years on the Audit Commission, he developed a wonderful 09900083.docx 19  STATE OF ILLINOIS 99th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 83rd Legislative Day 10/20/2015 background of how that body works and is perfectly suited to pick up the role of Auditor General, because he's worked with Bill Holland for so many years and knows exactly what that office is all about. We've talked on the floor today about Frank's bipartisan and nonpartisan nature, and he's a problem solver. We know that when he gets this position he will still be our friend, but he will be honest, he will be talented, he will be fair and he will also be courageous. He will not hesitate to speak truth to power. He will not hesitate to write a report that needs to be written to tell people exactly what they're doing wrong with the taxpayers' dollars. For all of us this is a bittersweet moment. We don't want to lose a friend on the House Floor, but we're not going to lose a friend. He'll still be around, but the talents that Frank has bought… brought to this floor and to the General Assembly and for… here for the citizens of Illinois cannot go unnoticed, and I'm proud that it hasn't today. Frank will be a loss here, but his work as Auditor General, we all know, will be stellar. We all know will raise the bar additionally for the efforts of State Government to be more ethical, to be more honest, to be good stewards of the taxpayers' dollars. And so, Mr. Speaker, I'm proud to stand to support this Resolution. And to Frank, we're sorry to see you go. Don't disappear, my friend. To us, you're all a big loss on this floor, but we salute you for your new effort and look forward to working with you. Thank you, Mr. Speaker."

One of them is I'd like to thank my colleagues… Mr. Speaker, just for a second if we can have attention of our colleagues on the passing of my mother just a few weeks ago. I want to thank the chamber, its Members, certainly, our constituents for the acknowledgement, their well wishes and prayers on the sudden passing of my mother. And now that I know that I'm only here because of her, I will continue to really represent the legacy. "I did ask just for a second point. We have, in this House, seen all day the representation of student leaders from all over the state. And I would be remiss if I did not say a few words to, not only acknowledge the students from the University of Illinois who are here behind me in the gallery, I want to thank them, every student who has come here today. I want to thank you because as the great Congressman John Lewis told us last night and his colleagues that were with him, what was he doing at the age of 20 years old? He was fighting for equity and justice for you and me so that we would live out the creed of this country. And so I'll say in closing that expanding not contracting resources for higher education, soaring tuition costs are pricing more and more students out of opportunities of higher education, and in 2012 federal student loan debt surpassed all other debt in this country. And as a result of that, our students have come here today to really highlight the need for us to pass a budget that includes MAP funding. This budget impasse, Mr. Speaker, is casting a terrible shadow over our campuses. It is pricing people out who want to go to school. I wanted to say thank you to my mom, my brother, Rich, sister, Julie and of course my wife Lena, son Peter, with John and James who are joining us today. And they grew up… my children grew up on the House Floor here, 25 years. And it's kind of funny that, you know, I think back on those days when the doormen had to keep them from running out, they knew all the candy in the place, Mr. Mapes had to stop me from changing my son, Peter's diapers on the floor. The chamber is… is full of amazing people, and I've been blessed these last 25 years to serve with you. Speaker Madigan, everyone knows here when you reach your third term that’s… you have to go and see the Speaker or the Minority Leader about your chairmanships and Minority Spokesman position. So after my fourth year here, I got called to the Speaker's Office. And he said Representative Mautino, what would you like to do for your career in the General Assembly? And I said, well, Speaker, I've been here four years and it seems like the best job here is Speaker. And he said, Representative Mautino, that one's not available. Leader Durkin, I wanted to also thank. We've been friends for 20 years and worked together on… on many projects. We have had a lot of fun. There's a great bond between us and Jim, three years ago, when I was still on the podium, you asked me a question, and I have not been back on the podium since then. I don't know whether it was because of your question or not, but I believe the answer is it's under review. To the Members of the General Assembly, thank you for your vote of confidence today and for the help and support that you've given me when I needed something in my district or with the projects that I was working on. You are all here for the right reasons. You are a tremendous group of people and I want to thank you for the confidence that you've expressed in me today. I want to thank also… this Body, we've become a family. I look over at David Leitch, who is going to be leaving us and retiring, and that's a loss to the State of Illinois, but he's the first person that I met when I became a Representative. Eight days after my father passed away, I had to speak at a Chamber of Commerce dinner in Kewanee-Wethersfield at the golf course, and I came up there and I was 28 and single and terrified in my beer distributor truck driving shirt. Just stopped over there and David, basically, took me under his wing and said, hey, this is Dick Mautino's kid and that meeting went a lot better than what I thought it would on there. And since then he… when I came down he introduced me to all of the Republicans, which 09900083.docx 24  STATE OF ILLINOIS 99th GENERAL ASSEMBLY HOUSE OF REPRESENTATIVES TRANSCRIPTION DEBATE 83rd Legislative Day 10/20/2015 was really cool, so I've had great friendship on that side of the aisle. Art Turner, where's Representative Turner? His father… so at that same time I had to go to… I had been appointed in later in that week. I took my Miller Beer truck to Joliet Junior College, and I walked in in my Miller shirt and jeans and I hid in the back of the room. I wanted to see a committee that they had placed me on, the Housing subcommittee that your father ran. And so I hid in the back of the room of these 500 people who were inside there listening to a Bill and your dad said our newest Representative, Representative Mautino's here. Please come to the front and I was dressed in my work clothes. I walked up and sat down at the table next to a wonderful Republican lady by the name of Janie Barnes. She was older. Toughest woman in the General Assembly. And so I sat down and I said why are so many people here? They said they’re here for your Bill, Representative Mautino. And I said, oh, great. He said, no, they’re here against your Bill. Welcome to the General Assembly. We’ve made great friendships and great strides here. We have worked together. I am proud of each and every one of you. As the next Auditor General, with the confidence that you have shown in me, I promise that I will work with the… basically, take on the legacy of Bill Holland, and I want to thank him for his service as well to the Senate, to the… and as President… Phil Rock's Chief of Staff and then the 23 years that he gave to the people of Illinois. And his office had received state and national accolades, but he's set a standard of excellence that's unmatched and it's to be admired and emulated. For 40 years, a Mautino has represented Spring Valley, and we're losing that, and the people of Spring Valley are losing that and it's great to have Frank as the new Auditor General. And I should tell you there's about six people left in the chamber who actually served with his dad of which I am one which tells my age. You know, it's so good to be back. I've missed you all for the past month. I've missed this kind of stuff. I've missed Representative Bradley's Amendment that he puts up there that we know is not going to go anywhere. What's happened in the last month, my friends? What's happened? Well, let's… just a couple of things. We know that the Comptroller has said, I don't have enough money to make a $560 million pension payment. Well, how'd we get into the pension problem of $108 billion of unfunded liability in the first place? We didn't make the pension payment. There's an organization known as Choose Chicago. They do a great job marketing the City of Chicago around the world. They just laid off 28 people. They just closed two international offices. They just closed their international visitors' center, and they're going to shut down their winter visiting program. The Gentleman who is the Chairman of the General Services Appropriations Committee will tell you tourism is one of the bright spots in Illinois and guess what? We're closing down the efforts of Choose Chicago. And then lastly, just as a highlight, Fitch Credit Rating Agency, one of the big three credit rating agencies in the United States and it's based in Chicago lowered the state's credit rating to triple B- a notch… a notch or two above junk. Barely investment grade, and if it's not investment grade guess what? Those houses can't buy our paper. We can't sell our bonds except at higher rates. Isn't it fun to know that while we've been gone for the past month all this stuff has happened? No, it's not fun to know that. How do we get out of this mess, Ladies and Gentlemen? We don't get out of this mess with Bills like that are up on the board right now. It doesn't solve the problem. I renew my call and some of the Members here, by the way, and I respect them, they call for a Special Session. That we should come down here, Special Session, sit down here and get the issues resolved. But it's bad all around, and we should not be adding to those problems. I don't know if anybody watched the Republican debates, but I thought they were very entertaining. Yesterday, former Governor Thompson said very similar things. These statements should give us all pause and our inability to get a budget agreement with Governor Rauner is destabilizing our ability to govern effectively and long-term damage is done. Representative Harris just alluded to the fact that Fitch yesterday downgraded us. I expect that Moody's will do the same. Last Thursday, the Comptroller indicated that she was not going to make the payments for our pensions. Now, understand, Ladies and Gentlemen, four years ago we passed a law. A law that stated that we had to pay our pensions first and the Governor shall determine available revenue, deduct the cost of essential government services including but not limited to pension payments and debt service, and then assign a percentage of the remaining revenue to each statewide prioritized goal. Many of you on that side of the aisle voted for that Bill and even sponsored that Bill, but now what we're seeing is a Comptroller who is determined not to follow the law. And the reason we passed that law was because we knew we couldn’t control ourselves, and we were going to be spending too much money and that we had to pat our pensions first. And the thing that got us in the problem that we're having now with our structural issues are because of our pension issues, and now we have a Comptroller who says she doesn't want to pay those. Well, I don't think it's up to her whether she wants to or not. The law's very clear. She must make those payments otherwise our debt is going to continue to blossom. I don't know why people are not voting for this Bill… why they're not voting for this Amendment. We need to move this forward. What we're seeing is intransience. It's just stuck and we're stuck in the morass of partisanship that's never going to change unless we change it. So what I would suggest is that we look at each Bill on its own face individually and see where it stands, and if it's something you can support vote for it, regardless of whether it's a Republican idea or a Democratic idea, but don't vote en masse against something 'cause you just want to stay entrenched and watch people that we say that we really care about suffer. Because, let me tell you something, both sides suffer from the delusion that it's okay for citizens to be harmed as long as the other side gets blamed for it. Enough is enough of this madness. We need to stop it. We need to come together, and if we don't want to have a Special Session perhaps we should just… we should have our Leaders call us back here regardless. But I can tell you that we're not going to get anything done if we don't meet. So, I'd encourage us to remain here. I'd encourage everyone to vote for Mr. Bradley's Bill. Let's move the ball forward and let's save the State of Illinois. Let's save it from us."

It provides the opportunity for St. Mary's Hospital in Streator, Illinois, to convert to a Freestanding Emergency Center pending approval from the Health Facilities Review Board. Streator's a town of 13,700 and the hospital has been bought up and so… by OSF, and they’re looking at discontinuing inpatient services January 1. This would leave one of my largest cities without a hospital. Now, OSF and the Hospital Association have worked together to create a Freestanding Emergency Center for Streator, which would save about half of the unemployments. It would result in about a $12 million investment, but most importantly, the people of Streator, Illinois, will have access for critical care right inside their hometown. And so I want to thank Representative Verschoore for allowing me to use his Bill in order to solve a problem affecting the people of Streator and the surrounding townships. If you include Otter Creek and Livingston County, there's about 18 thousand people whose lives are affected. With that, I would ask for adoption of the Amendment, be happy to answer any questions. The constituents of my community want this freestanding emergency care facility. I have private investors who's willing to come to my community to invest 20 to 30 million dollars on the west side of Chicago where there are currently no jobs, services are being constantly cut and… but we are told that we can't have it in our community. This is a frustrating process, and I'm tired of it. I support your Bill, Representative, because it is the right thing to do, but as the previous Representative said, we shouldn't be selecting which communities are entitled to it based on someone's position or someone's status. Yes, I'm new to this Assembly, but my constituents have every right to the same quality of health care as everyone else's community deserves. So I continue… I intend to continue to keep fighting this issue. I don't care how many times I'm told no."

The bilingual education program in the State of Illinois is one size fits all and as… and I think you voted on it. In committee, I acknowledged the fact that if they're doing something right we should work with ISBE to give them the tools to do it right. We're going to be working with them so they don't find themselves in a… between a rock and a hard place and be penalized. I told Representative Conroy that we'll be working on a piece of legislation in January and maybe what we do is we go in, review what they're doing, put little tweaks into it and maybe do a pilot program, but this stands… as it is right now, they're being denied because they didn't put in a certain amount of curriculum into what ISBE asked them to do. So what we need to do, and that's why I did the task force, is that what we do find is throughout the State of Illinois there's certain school districts that have taken upon their initiative to implement certain programs to make those numbers exceed the state's standards or exceed the state's average on the testing in that category. So I'm willing to work with that group. At this present time though, we have denied it. I have spoken to Representative Conroy. We are going to be working on and I'd like to work with Representative Pritchard as well and ISBE and our staff to come up with a solution on how we look at this district a little bit differently. And maybe we put a Bill in in January so we can have a pilot program and monitor their results 'cause they are getting better results, but that doesn’t mean that we can go ahead and allow them to do it if it doesn't fall within the guidelines of ISBE. So we do have to create legislation."

"Correct. But in this case… in Representative Conroy's case, that would be going against state statute because of the way they developed that. So we'd like to work with them on creating something that's… they're within the lines. So, thank you."

Once we take dollars for that category and we put forth the plan, then we need to follow through with the plan that we put in place. I had one of my schools come and testify in committee today about the new evaluation program, and their concern is they have a program that works. Is there a way we're going to work with schools that are succeeding and allow them to continue along the road they're already on or are we going to force them to use this new type of program in order to evaluate their system?"

We've heard compelling testimony this afternoon about the need to make sure that there is fire training going on across the State of Illinois and that equipment already bought by MABAS and other fire departments that the money is paid for and the insurance liabilities are covered. So this measure would initially provide money for those firefighter grants in the Illinois Fire Service Institute. None of the money is General Revenue Fund money, and it is critical that we make sure that our local fire personnel are prepared, in fact, well prepared and that their equipment, whether it's an ATV or a ventilator, is up to the task. Second, the Bill would provide short-term funding for breast and cervical cancer screening. It is these screenings that find disease in low-income women. That finding enables those women also to achieve health care benefits with help from the state. And then… and then third, but not… last but not least is money for Sudden Infant Death Syndrome, help for parents and also education. We had compelling testimony today from Nancy, Jodi, Kimberly and Arleen. They are still with us in the Speaker's Gallery. They are sitting right here and they ask you, they implore you to put the $84 thousand, that is all that is appropriated in this Amendment, put that money forward so that these programs can proceed. You heard how important they are to the parents and grandparents and to those people whose infants might be at risk without appropriate information and education. I would be happy to answer your questions. In his original budget he decided to cut the… reduce the budget for breast and cervical cancer programs by over 70 percent, but we need to ensure that this budget… that this appropriation is passed so we can ensure that the services right now because of the budget impasse is not reduced. He went on to say in his proclamation that last year they served over 19,944 women on this program, and this year it’s estimated that only 13 thousand women are going to be able to be served, and that's a direct result of the budget impasse and being unable to pass anything. So, this would go a long ways in ensuring that more women will be able to be protected and get early detection because that is the key for survival, and that's why I stand in strong support of this Amendment.
