IMSA's operations are 80 percent state-funded and we do not… have not been… we've been without a budget since the beginning of the fiscal year. Unlike universities, IMSA does not charge tuition, room or board. As a state agency, we cannot issue bonds or utilize other mechanisms that school districts would. Thanks… thanks to the General Assembly's action through Senate Bill 2039, on December 2015 we are now able to utilize our academic- generated IMSA Income Fund which consists of limited revenues. We have remained open thus far. The Comptroller continues to pay salaries, and we have been unable to support operations by accumulated unpaid invoices. As of January 28, 2016, IMSA owes 2,197,895 in unpaid invoices. Of these, 1,494,700 are 60 days over and which 1,223,600 are 90 days overdue, a figure we are now forced to track. These invoices include $701,200 for food service and feed our students and 914,500 for facilities operations. The crux of the letter is that they are going out of business. They owe money on their bills and they're asking us to come up with a solution. These 650 children are not just residents of Aroura. They're residents of your community and you should care about them. Please tell me what we need to do to make sure we get the bil… the funds available. Thank you."

I tell you for me I was watching some of the faces of our… of my colleagues and it was uplifting to have a person come to our chamber who was one of our own to talk about a better politics and what we can achieve if we work together. I needed that shot in the arm, honestly. It was inspiring to me. I've been really depressed about what's been going on in our state. And I was meeting with some of my friends on the other side of the aisle yesterday having lunch, you know, we talked about how the Titanic when down and 15 hundred people perished. But here in Illinois we've hit an iceberg too. And our problem is we take down 13 million people unless we embrace the President's charge of a better politics, in working together, and to compromise. And compromise does not mean you're weak as we heard yesterday. There's much more that we agree on, than that we disagree on. It's… you know, in the midst of all of the tough times and tension down here it was really nice to see that there's still a great deal of love for your colleagues and Members. So, I really appreciate that the support for my family and support for myself through all this. So, thank you very much, Members. My second point is, this is the month of February and the month of February is one that brings a lot of things to mind. From filling our hearts with love on Valentine's Day to honoring Abraham Lincoln and his accomplishments, many of which occurred walking distance from the place we are now so. I'm talking about Black History Month. We got to take a moment to recognize the celebration of soul that occurs all month long, because Black History is American History. Since the genesis of this nation, the inventions, spirit, and talent of African Americans have help lay the structure for where we are today. We have helped lay the brick and mortar for our buildings that stand strong. We tilled the land, planted the seeds, and collected the harvest for this fruitful nation. You literally can't look into history and not… in any of the fields and not see the fingerprints and footsteps of black ideas, black culture, black inventions, and black infrastructure. We literally made the hands on the clock tic. The American clock, of course, being invented by Benjamin Banneker, an African-American man. We drove here today on roads controlled by traffic lights. Lights invented by Garrett Morgan in 1923. Maybe we passed the many corn fields that grow fuel and food for an entire country. Those crops were planted with devices invented by Henry Blair, who's the first African-American man to receive a U.S. patent and credit for his work. Our journey here may have been stopped by one of those pesky trains in the City of Springfield. These trains move goods from one place to another. They make business happen and boost the economy. Their cars would not be able to move without the connectors invented by Andrew Beard or the valves for the steam engines invented by Frank J. Ferrell in the 1890s. Every day we wake up, whether we recognize it or not, we are immersed in black culture. Every day we wake up, whether we recognize it or not, we are immersed in black culture. And although we celebrate this culture on the shortest month of the year, nothing about Black History falls short of greatness. We celebrate because Black History is American History. I guess that kind of demonstrates our age, but the Speaker, the Majority Leader, the Deputy Majority Leader, Representative Flowers, Representative Monique Davis, Representative Leitch, if I missed any one I apologize. But it was a real pleasure to serve with somebody like Phil Rock. He served as President of the Senate for 14 years, for 7 terms. And it said, despite the fact that he had 7 terms as Senate President, he says, his tenure was marked by a strong but quiet civility and a knowledge of when to push partisanship and when to help broker compromise during times of divided political government… governance. And I have to tell you that having worked with Phil Rock, you could not find a better… a better friend, a better politician, a better statesman. He was a man of his word, he was a man of… of compassion, he was a man who understood what was important for the people of the State of Illinois. And one of the most, in my mind, one of the most amazing things about Phil is that, and not taking anything away from President Cullerton, unlike President Cullerton who has 39 votes in the Senate, Phil Rock ran the Senate with 30 votes, 30 votes, the bear minimum he needed to have a Majority and he got things done. And he got things done because he was a person who was willing to work both sides of the aisle, he was willing to work with the Governor, he was will to get things done because he knew it was important for the State of Illinois. That was amazing to me, 30 votes and he did it. He was a great guy. He will be missed. He was a true statesman, and on top of it all, all you had to do was tap him on the shoulder and he'd belt out a great ren… rendition of Oh Danny Boy. He will be missed. He was a great, great, politician. And God rest his soul. Thank you."

The form, circulation, and manner of filing a recall petition shall comply with the requirements provided by law for a statewide advisory public question, except for the deadlines set forth in this Section.
