Tom Pancione is standing here to my right. Tom has been an intern in our office and today he's serving as our Page for a Day. He's a senior at Hinsdale Central. Next year, he'll be attending North Central College. And so I just wanted to introduce him to you. I wanted to thank him for all the help that he's offered us over the years. He's been quite a strong addition to our office. Thank you. I promised every day that I would read an impact of the State budget cuts and I wanted to make sure that this was in the record. And so today I'm going to be talking about the Child Care Assistance Program. Cuts to the Child Care Assistance Program have left thousands of working families across the State without access to safe and affordable child care. Many people know that I was a part of negotiations to raise the rate from the slashing to fifty percent of the -- I'm sorry, fifty percent of the federal poverty level to a hundred and sixty-two percent, with the understanding that this would go back to a hundred and eighty- five percent once we had a budget. We still do not have a budget. And there are thirty thousand children that are still not receiving care today - thirty thousand children. And we don't know their names and we don't know all their families and we don't know all their family situations, but we do know that for parents who work late night hours or odd schedules, for people who use at-home care centers, and they usually are the poorest children with parents 5 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 20th Legislative Day 3/8/2017 who work evening and overnight hours, there are twenty-five percent fewer children being served in -- in home care settings due to the cuts to CCAP that we've been dealing with for the last two years. So, today, emphasis on the budget cuts is the child care program and how desperately critical it is to be able to work or go to school and do everything that we ask people to do when we say we want them to be full productive members of our community. He's -- he's fourteen years old, in the eighth grade, from Vandalia, which is -- which is where my district -- my -- my district office is, the -- the first Capitol, the old Capitol, and my office is right across the street from that. But Brody's -- he's in eighth grade in the junior high and he's a football player, you can tell - he's fourteen years old and as big as me. And so he's -- he's picked the right sport. But his mother and father, Matt and Tara, are up here to my left. And Tara is my legislative assistant in my office there and does a fabulous job for me. And she's got a -- they've got a fine young man as a son as well. We welcome -- welcome them today.
