And I have to be honest, I met her family down in my office just a few minutes ago, I gave her a hug and told her I've been wanting to do that since I was fourteen, hug a county fair queen, until I was about twenty-two, but -- and she said that wasn't too creepy, so that was nice. But, she's from my area, Annawan, great town. Henry County is where she did 4 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day 3/30/2017 her competition and -- for the 107th Illinois Association of Agricultural Fairs Convention - that was in January. As the 58th Queen, Miss VanOpdorp will be the official hostess for the Illinois and DuQuoin State Fair, and that's going to be great, and will also travel throughout the State through the summer to promote county fairs. She's the daughter of Tony and Juliet VanOpdorp, who are over here, and attends the University of Illinois and plans to become a dentist. Just a wonderful young lady. Mr. President, Members of the Senate, I'd like to welcome a few people to the Illinois Senate this afternoon. I've had the pleasure and the distinction of being the adopted Senator for the Franklin County Farm Bureau for the last sixteen years. Throughout those last sixteen years, I've had a chance to visit on numerous occasions and have also have had the opportunity to bring young folks and farmers from Franklin County to the southwest side of Chicago and -- to visit places like La Villita on 26th Street in Chicago. I've become so part of the fabric of -- they've received me so well and -- become so part of the fabric of -- of the county and in the -- the community of Benton that actually when I travel now to Franklin County on my yearly visits, I don't even stay in hotel rooms, I stay in people's homes, and -- and that's the kind of hospitality people down south have for us city slicker Senators from Chicago. I have -- because of that, I've had the privilege of meeting a lot of great people. One of 'em has been a great leader of Ag in Franklin County and Illinois, a -- a gentleman by the name of Larry Miller, that's sitting somewhere in the -- in the crowd. But I want to recognize his grandson, who is my Page for the Day, who is a junior at Benton High School in Franklin County. They work in all areas of society, including government, schools, universities, social service agencies, and the military. Social workers are often deployed across the world to help people overcome the effects of natural disasters and war. One example of their dedication is, recently - I'm going to tell a quick story that was 8 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day 3/30/2017 published in the Daily Herald - Thomas McCann, an employee of 7 Hills Healthcare Center in East Dundee, recently used his experience and training to de-escalate a dangerous situation for him and one of his clients. During a behavioral training session, Mr. McCann and his patient were held up at gunpoint. McCann, using his social work experience, de-escalated the situation and was able to convince the individual {sic} attempting to rob them to return his car keys and reconsider their actions, which they ultimately did. Mr. McCann's action is one of many examples of the dedication social workers have to our communities. With over six hundred and fifty thousand members nationwide and twenty thousand social workers in Illinois, please supporting {sic} this month with an Aye vote. Thank you.

Thank you, Mr. President. This is an annual event. Equal Pay Day, this year, is April 4th, 2017. In Illinois, the median annual pay for a woman who holds a full-time, year-round job is forty thousand eight hundred and ninety-eight dollars, while the median annual pay for a man who holds a full-time, year-round job 41 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day 3/30/2017 is fifty-one thousand six hundred and fifty-two. This means that women in Illinois are paid seventy-nine cents for every dollar paid to men, amounting to an annual wage gap of ten thousand seven hundred and fifty-four. The wage gap can be even larger for women of color. Among Illinois women who hold full-time, year-round jobs, African American women are paid sixty-four cents, Latinas are paid forty-eight cents, and Asian women are paid eighty-six cents for every dollar paid to white, non-Hispanic men. The gender wage gap in Illinois spans the State. In all eighteen Illinois congressional districts, the median yearly pay for women who work full-time, year-round is less than the median yearly pay for men who do. This means that a -- a combined total of nearly twenty billion dollars every year is due to the wage gap. I appreciate your support. We do this every year. This day will be on April 4th. Thank you.

Thank you, Mr. President. Senate Resolution 270 designates April 2nd, 2017, as Autism Awareness Day. As we all know, the Autism Spectrum Disorders affect a growing number of Illinois 42 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day 3/30/2017 residents and their families in every one of the districts that we serve. The prevalence of ASDs has increased from one in one hundred and fifty children in 2002 to one in sixty-eight children today. And based on these figures, more than forty thousand school-age children have ASD. In 2003, this Senate passed Public Act 93-395, which increased the funding for TAP. TAP, of course, brings much-needed resources to children across the State. So we thought it would be a good idea just to designate a day - again, April 2nd of this year - as Autism Awareness Day in Illinois. Thank you, Mr. President.

Another budget story. The Center for Prevention of Abuse assists around five thousand women, children, and men every year who are victims of violence and abuse in the Greater Peoria area. The non-profit organization's been serving the Peoria community since 1975, when a Rape Crisis Hotline was established to -- to serve survivors of sexual assault. The Center provides comprehensive services for survivors, including counseling, helping filling out orders for protection, emotional support, and emergency cell phones, as well as preventative education to thirty- three thousand area schoolchildren annually. All of these -- 45 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day 3/30/2017 services help survivors who are in crisis and who need to get out of abusive situations immediately. The State owes 12.4 billion dollars in overdue bills to vendors, small organizations like the Center for Prevention of Abuse. Last Tuesday, the Center launched an online fundraiser in hopes of being able to continue to offer services to survivors since State funding has been unreliable at best. From Executive Director Carol Merna, "It's been very erratic. But funding has pretty much stopped at this point once the stopgap expired." It's another day. It's another story. Some more cost of chaos.

Ladies and Gentlemen of the Chamber -- Ladies and Gentlemen of the Chamber, today, there is a memorial service in the Capitol for a colleague and a good friend of ours, Steve Schnorf. Steve is a constituent of mine and a friend. I -- I would like to ask that this Body, after Senator Trotter says a few words, take a moment of silence in his memory.

Thank you very much, Mr. President, Members of the Senate. Senator Brady is absolutely correct, Steve Schnorf was a friend. He was a friend of all of us. One, he's one of those individuals 46 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day 3/30/2017 that we sometimes -- well, in Steve's case, hard to overlook, because he was just a big giant bear of a man. But he was one of those consummate staff individuals, those individuals that actually really make a difference down here where we work, that make us look good. He was a doer, he was a thinker, he was a strategist. I worked hundreds of hours with him, basically one on one and as a team, as Appropriation Chairman, and Steve was "the guy", the guy who -- who understood that this is all of our State. He wasn't just a Republican, wasn't just a Democrat - he was truly a son of Illinois. And if I can make the comparison, he was a -- a -- a true gladiator, because he fought to ensure that all of us participated in -- in the good and the wealth that this State had. I mean, there were different times - this was back in the nineties - and Steve Schnorf and -- we had Leaders, much like today, that didn't always get along and couldn't work together. We -- we had stalemates over here, impasses in the House, and Governor was certainly a good man, but it was Steve who brought us all together and made us work together. Down in Room 212 today, we'll be having a memorial service for Steve, but it's not just for Steve, it's - - it's for those that we -- we sometimes look past. It's for all our staffers, because he was certainly someone that they need to emulate, someone that we as Members need to appreciate. And, again, I wish everyone could come downstairs and -- and listen to the memorial services. Former Governor Jim Edgar is invited to speak, to talk about the years he was with him, I understand. Unfortunately, Governor Ryan couldn't come for personal reasons. But there's going to be some -- some great stories about this great man. And I, too, stand in reverence to the work that he's done.
