Not only is this team a collective effort between four different high schools, this is a team that is also co-ed and sets a great example to what can happen when everybody works together. After an undefeated season, on March 17th the Renegades captured the State Championship and won their first State title in the Illinois State {sic} (High School) Hockey League. The team has shown dedication and discipline to become the best at their sport. They have the talent but also an excellent coach and an excellent team president. Thank you to Matt Benton and Amy Newling for their dedication and effort they put into not only coaching the team, but all the hours of coordinating and planning. And last, but not least, John Curran. John has just retired from the Tinley Park-Park District over decades of service to our community. It amends language in the definition of "(the) practice of audiology" and "the practice of speech-language pathology". It adds audio -- audiologists and speech pathologists may perform basic health screening. It creates standards for the remote practice of audiology and speech-language pathology. It adds ethic training requirements for the continuing education. It amends educational requirements for licensure. And it -- and it grants exclusive title rights to licensed audiologists and speech-language pathologists in advertising. And I'll be happy to answer any questions.

Previously, Senate Bill 889 also prohibited juror discrimination on the basis of marital status, order of protection status, sexual orientation, and this was -- made it -- this made it much simpler and only mirrored the federal statute that's already in place. So we're just codifying the way federal cases handle their jury selection today.

This bill establishes the Installment Sales Contract (Act), which implements required terms and conditions, disclosures, and mandates to regulate the use of installment contracts for residential real 26 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 38th Legislative Day 5/3/2017 estate. It does the same thing as a person would in applying for a mortgage. There's a three-day cooling-off period. There's informational disclosure. There's an amortization schedule. There's a recording of the contract. The buyer has thirty days to cure defaults, and then expands eligibility for foreclosure protections and prohibits prepay payments -- penalty payments. This is still a work in progress. I've recently met with the opponents of this bill, who is the Illinois -- Rental Property Owners Association. They -- we talked about six items that they had concerns about. I met with the proponents and there's certainly four areas where we can, I think, come to some agreement. There's probably two other areas that just need to be clarified. So my commitment is to follow this into the House. The sponsor is going to be Representative Jehan Gordon-Booth, who shares Peoria with me, and we will work to make this an agreed-upon bill. Happy to answer any questions.

It was our understanding in committee that the amendment would be held and an agreement would be reached in the Senate. So we're a little confused by that and the sponsor may want to address that. But I also want to -- it - 27 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 38th Legislative Day 5/3/2017 - so I appreciate what you're -- hope to do if -- if this moves to the House, but we did have a different understanding of what would be resolved here in the Senate. As this legislation sits before us today, this is a significant shift in policy for the way these installment contracts may be utilized. I think there's a lot of concern that it may, in effect, terminate the ability for people to utilize these contracts. Again, a significant shift. We're - - I'm urging a -- a No vote at this time. Regardless if this does move over to the House, I do hope that you'll work with the opponents to resolve the -- the issues. Thank you.

Thank you. I have major concern, as well, if this bill does not proceed to the House. And I would like to share a little bit of a historical background of what -- contract buyers and the predatory nature of contracts dealing with contract sellers. Today, contract sellers are causing three additional types of damage. One, these contracts are designed to fail. Two, homes are being abandoned, cost -- contributing to neighborhood deterioration. And, three, sellers are leaving municipalities with the cost of cleanup and/or demolition. The historical framework: Between 1940 and 1970, at least thirty thousand African American families in Chicago alone paid five hundred million more to own their homes than those would have paid if they were white, 28 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 38th Legislative Day 5/3/2017 based on the contract buyers' predatory lending practices. In other words, five hundred million was legally stolen from Chicago African American families. Hardly anybody knew that this was happening. Fifty years ago, much was made of injustices to African American renters and through the years there has been significant legislation across the country to protect poor and oppressed renters, but since so few Americans had knowledge about predatory residential contract selling until recently, legislation has not been enacted to protect contract buyers. I think now is the time to protect African American, Latino, Asian, and poor white contract buyers from the predatory components of predatory contract selling. The reason that contract buyers were put into the mainstream of home ownership is we've -- because of the redline practices of the banks, which have carved out a whole community where average, hardworking African American, Latino families cannot receive mortgages. So that is the sordid past history of contract buyers. Thank you.

That what I said in the committee is that -- just what I said here is that we have a list of concerns that we've -- I've talked to both the opponents and the proponents. I'm convinced that we can get to a -- a -- a place of agreement on this. Just to -- in -- in closing let me say that this is a area that I spent a lot of time working in. When I first came to Illinois - my wife and I came to Peoria about forty years ago - I worked for a social service agency 29 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 38th Legislative Day 5/3/2017 and I did a lot of work with tenant-landlord issues. Alls we're trying to do here is we're trying to mimic what is -- are the requirements of going in for a mortgage. A -- a -- a contract buyer and a contract seller is -- just as Senator Collins has -- has explained, is -- is when somebody is not bankable, they cannot apply for a loan, then that exchange has to happen between the seller and the buyer. This just puts into place the same protections that we expect when we go to a bank and get a mortgage. And, again, I'm assured that -- that we can get to agreement. This will come back for concurrence and so I'd ask you to give us a chance to work on this in the House and give me an Aye vote. Thank you.

There are currently about two hundred cases pending in front of the Board and the Sheriff believes the streamlining measures in this bill will help address that problem. I do want to state on the record for the purposes of legislative intent that no provision of this legislation is intended to violate or otherwise alter the rights and responsibilities of any party under a collective bargaining agreement or applicable State law, like the Illinois Public Labor Relations Act. It requires the Department of Public Health to promote awareness and programs for cancer screenings of veterans. The program applies to the uninsured and underinsured veterans and entities providing assistance to those groups. It is subject to appropriations and the entities funded by the program will be required to coordinate with local providers. Administrative costs shall not exceed ten percent of costs allocated by the program. This is a wonderful piece of legislation that allows the State to move to the place where we acknowledge that students need and deserve to be challenged more and that they have more accelerated policies put in place. Pediatric acute-onset neuropsychiatric syndrome and pediatric autoimmune neuropsychiatric disorder associated with strep infection creates the sudden onset of -- of obsessive-compulsive disorder in children, causing previously healthy children and emotionally well-adjusted children to experience severe anxiety/emotional disturbances. Some of the following symptoms are tics, abnormal movements, severe separation anxiety, irritability, aggression, ADHD, deterioration in learning and school performance, developmental regression, and -- including deterioration in handwriting. We passed this bill two years ago to designate this same day in 2015 -- or in 2015 and 2016, so I would ask for an Aye vote to approve it for '17 and '18 as well.
