In the President's Gallery, I have the honor to introduce to the General Assembly St. Sabina Academy - this is a school not only in my district, but it is also in my parish - and the students, eighth grade students and a few seventh graders. They are joined by their chaperones and teachers: Sylvester Johnson, Tamara Jordan, and Paula Gee. Of the members in the gallery, two young men have won an essay for Do the Write Thing - w-r-i-t-e - when they wrote essays dealing with how to deal with gun violence and its impact on youth. Their names are Zamarion Barber and Willieellis Taylor. Please welcome these young, budding students, scholars, to the Illinois General Assembly.

Those in the Central Illinois area certainly are familiar with Chanute Air Force Base, which was the Air -- Air Force's largest United States base basically from First World War until the early 1990s, when it closed. Certainly left a -- a large hole in the district, but was still an important part of our heritage, and for that reason, the Octave Chanute Air -- Aerospace Museum was opened to house its exhibits. This museum was funded in part by a special United States Air Force license plate issued by the Secretary of State. Unfortunately, when that museum closed its doors in December 2015 that money just continues to pool up. We would like to -- we've amended this law to allow those moneys to go specifically now to any museum that has the exhibits from the Chanute Air Force Base. I would ask for an Aye vote.

Thank you, again, Mr. President, Members of the Chamber. 634 attempts to deal with the -- one -- one of many victims from the budget impasse, that being the dentists of the State of Illinois. If you are a State employee, your insurance is -- is not being -- basically, you're paying the premiums, but that's not being passed on to the dentists, and for that reason, they are owed, at this point, hundreds of millions of dollars. This is a very significant issue in areas where there's a high concentration of State employees, such as Springfield and Champaign-Urbana. What this bill does after amendments - and we've worked on this a lot; I appreciate the work of those on the committee - simply would allow a vendor assistance program to be created. It may be created by 16  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 43rd Legislative Day 5/11/2017 the Central Management Services under the newest amendment. Currently, while other vendors can have their debt essentially bought out by vendor assistance programs, dentists cannot because of the -- the third party nature of those relationships. This allows a change in that and hopefully will keep more Illinois dentists in business while we work out the budget. I'd ask for an Aye vote.

Yes. So, as I was saying, this is creating new three -- three new classifications of e-bikes. It also makes sure that local governments can differentiate between the higher speed and lower speed bikes when they're making decisions on where the bikes can be ridden. I don't know of any opposition. It's following new similar laws that are getting enacted, model legislation in various states around the country on standardizing electric bikes and how they're getting regulated.

I'll never do these three young men the justice that Senator Haine would have done if he was to present this on the Floor, but this resolution designates the portion of Illinois Route 143 from the Phoebe Goldberg Overpass to 27  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 43rd Legislative Day 5/11/2017 Sixth Street as the "Lance Corporal Chris Totora Memorial Highway". It designates a portion of Illinois Route 143 from Sixth Street to East Edwardsville Road as the "(USMC) Lance Corporal Richard Bennett Memorial Highway". And it designates the portion of Route 143 from East Edwardsville Road to the 1-255 overpass as the "Private First Class Jim Stassi Memorial Highway". Just a brief background on these three young gentlemen. Lance Corporal Bennett was born in 1947. After graduating from East Alton-Wood River High School, he enlisted in the Marine Corps. He passed away on August 10th from injuries sustained during combat from an enemy explosion while on water -- detail in Vietnam in Thua Thien. Lance Corporal Totora passed away on October 25th, 1967, in the Danang Providence {sic} in -- from injuries sustained after an explosion while on patrol in the Quang Nam Province. Private Stassi attended East Alton-Wood River Community High School as well and he enlisted in the Marines following his graduation in 1965 and he was killed on June 27th, 1967 in South Vietnam when he suffered injuries from an enemy landmine. He was nineteen years old. Senator Haine wanted me to convey that all three of these gentlemen were friends from high school. They all enlisted in service after graduating from high school. And unfortunately, the Alton community have suffered the loss of three young men, who had unlimited potential throughout their life, but they chose to gave -- to give their service in support of their country in Vietnam. Senator Haine wanted to designate these roads together, contiguously, because they were all friends and they all died in combat. And for that, Mr. President, I ask for the approval of this resolution.
