Just to very quickly recapitulate: This creates a small donor matching program to remove the pernicious influence of big money in our politics to allow the voices of ordinary citizens to be heard properly in our system. I've made a change that's consistent with the request of many people during the course of our previous debate on this discussion. And I would certainly appreciate your support.

I would suggest to you that your constituents back home, when confronted with the fact that you voted to spend their money, up to fifty million dollars, on the campaigns and the trash that we see on TV and in the mailboxes these days, are going to wonder what you're doing. Why are the City of Chicago's tenants not being protected by this?

Well, they certainly didn't come to me. That's number one. So I can't answer without knowing the particulars. They didn't come to us and say they were opposed to the bill. And I guess secondly, what this is really about, even if there's a thirty-day time that someone is -- you know, has an agreement with a tenant that they are correcting the problem, this is really about our -- people that run these facilities don't address the issues, you know, and there's just no recourse for the people that live there, Senator. And I think most of us that have, we'll call them mobile home parks, you can call them manufactured home facility -- areas, think most of us know that. So there's a problem we're trying to fix. And this bill will continue to be worked on once it goes over to the House. The simple fact is, the tenants in that park in the City of Chicago -- if we're going to do this, if we are going from -- go to -- from Springfield say, you can't do these things unless you cure these deficiencies, if we're going to do that from Springfield and not give the municipalities the chance to deal with these issues and protect these tenants on their own, I'm not sure why we're giving the City of Chicago a pass. This is not unusual, for anyone who's been in this Chamber longer than six weeks, for the City of Chicago to come and say, you know what, we really don't need to be part of the regulatory structure that you folks decide needs to be put in place for the rest of the thirteen million inhabitants in the State. Maybe we should send a message to the City, and help Senator Bush out here, by voting this down and she can say, hey, you know what, I can't pass this bill without putting the City in it. What this legislation does is allow those truck stops that deal with interstate trucking to have additional gaming terminals. And so I appreciate the support of the -- of the Municipal League and the -- our friends in labor who have supported this legislation and -- and others that have worked towards this -- this very narrowly drafted legislation. That's a good question. And this came to us when we met with and talked to some of the interstate truck stops when they raised the issue of, currently, the interstate truck stops are limited to just five machines, and when you have a -- a hundred truckers that are there for hours at a time, it became a problem, where there are literally lines for people to use it, and these truckers aren't allowed to leave that facility, so they had to stay there. So when it -- that's when the idea came to us and said these are out- of-state truckers, they can't leave and go to other locations, and so why not capture those dollars. So this would go from five to up to ten, if they wanted to, at those interstate -- or at those truck stops. And they would have to meet the criteria that we set in the bill for what a truck stop is. So it's not for gas stations; it's going to be the truck stops that are near the interstates. They have to have gallonage requirements. There's also acreage requirements that are with that as well.
PRESIDING OFFICER: (SENATOR LINK) Senator McCarter. SENATOR McCARTER: Okay. I'll ask you again. How many -- how many terminals will this increase? How -- if this is narrowly crafted, we should know where they're going to be and how many will -- added. I think there are somewhere in the neighborhood of one hundred or so interstate truck stops throughout Illinois. I don't know how many of those would want or request to have the additional machines. They have to pay for those with the State obviously. So I don't know how many will take up that offer to do that. We've talked to a number of the, again, the interstate truck stops, who have said they would like to have this. But, again, we don't know what that number's going to be until it's done. But it wouldn't be any more than the total number of interstate truck stops that we have in Illinois right now.

You know, we're in a -- in the situation we're in, trying to balance this budget, I personally believe this is a comment on our State that we can't implement fiscal discipline to balance our budget and then we go to look towards increased revenues like this because of our situation. To the previous speaker's question: This is a unique way to generate revenue from out-of-state truckers that are passing through our State, that have to stay at those truck stops, and they're there and it's a chance for us to raise revenue. This is not revenue that's going to fix the State's budget; this is revenue that's going to the Capital Fund. This is revenue that's going to help build things in Illinois, so it goes to the Capital Fund, and as well as it helps those local governments increase their share at a time when local governments are struggling. So, this is a way to raise revenue, paid for by out-of-staters, not in-staters. It's revenue that would not be going to other gaming operations. These are people that cannot go 35 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 46th Legislative Day 5/16/2017 to casinos, they cannot go to bars or clubs because they have to stay at those interstate truck stops. I'm proud to say that we're going to start with our version of Jake Arrieta, Senator Jim Oberweis, on the mound. And our closer, the heater himself, "Johnny Baseball" Johnny Mulroe, to close. I just ask that we all have maximum participation. If you want a jersey, stop by my office tomorrow at noon. We'll have your size. First come, first serve.
