Thank you, Mr. President and Members of the Body. House Amendment No. 3 makes the following changes to Senate Bill 9 as passed the Senate: Changes the implementation of the income tax 3  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 7/4/2017 to July 1st, instead of January 1st, 2017; removes cable, satellite and services taxes; creates the uniform State Tax Lien Registration Act; changes the Unclaimed Property Act; removes the sales tax discount for gas and extends the discount for majority blended ethanol until 12/31/23; increases the earned income tax credit from ten percent to fourteen percent in 2017, and eighteen percent in 2018 and on; rolls the graphic arts exemption into the manufacturing (and) assembling machinery and equipment exemption, instead of the manufacturing purchase credit; removes the creation of a Rainy Day Fund. This is the amendment that was sent to us - - over by the House. We have talked ad nauseam about what's at stake here. I'll briefly outline that. What happens if we hit junk status? It increases the amount the State will have to borrow, for money for things such as building roads or refinancing existing debt. The current interest rate on overdue bills is one percent a month in some cases, so for those who have been held over for a year, that is twelve percent. What happens if we do not act today? The State will be downgraded, Medicaid payments will skyrocket due to a court order on Friday ordering Illinois to pay five hundred and eighty-six million a month to Medicaid providers who have not been receiving timely payments. This will impact pension payments, payroll, et cetera. The loss of twenty- three thousand jobs due to an IDOT shutdown. Thirteen thousand of these jobs are in the road building construction industry. Economic activity in the State will decrease by 1.77 billion, as all economic sectors suffer due to the loss of middle-class construction jobs. The potential closure of Illinois universities, who have already had their credit downgraded to junk status. This budget package provides the ability to pay eight 4  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 7/4/2017 billion in old bills and we'll hear more about that as we move through these next three bills. We know where we're at. I'm happy to ask and -- I'm happy to answer any questions and I urge an Aye vote.

Yes, Senator Althoff. I think the one thing I want to iterate is that we do stand ready to continue working on all the things that we -- that are left undone. And it is no surprise to anyone 5  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 7/4/2017 who follows Springfield legislation that there are very many times we have to come back with trailers to do other things, whether it's cleanup language or incorporate ideas that didn't make it to the final passage. It's part of the ongoing nature of what it is we do here. So, yes, I can provide some assurances that we -- we stand ready to keep working.

We don't have any more time. We know -- we know we don't and we can argue forever on the ideological divides that divide our parties, divide our regions, 'cause some of these issues are not Democrat versus Republican, some of them are very regional. We can continue along a path of denial for what our choice is in this moment, at this time, right now, today. So the choice isn't about 7  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 7/4/2017 whether or not we will continue working on property tax relief, because we will, and we have very different ideas about what that means. And it's not that we have denied the fact that we'll continue working on workers' compensation, because we will. But those things aren't at stake today. Our colleges and universities are at stake today, our childcare centers, our mental health institutions, contracts and work that -- that are happening, that are due to shutdown literally momentarily. So I know that there are some people who believe -- that those things are what they're thinking about today as they decide whether to vote Yes or No, Yea or Nay. But what a No means today is our road work will shut down. What a No means today is that the people who buy junk bonds, distressed debt investors, typically large institutional investors who have access to sophisticated risk management resources, such as hedge funds and private equity firms and units of investment banks, they win big with a No vote. I am not standing here as anything other than a public servant who serves in a Body of people who I know care deeply about this State, and I've said this over and over again, as I know who you are and I know where you come from and I know when you got married, or how -- grandbabies are born, or who just got diagnosed with cancer, who -- when I know those things, because I've built relationships with you, then I cannot stand up and call you a liar and un-American for disagreeing with the way I feel about this. And I recognize that if I'm allowed to helve deeply held political ideological beliefs, then so are you, which is why I would argue that that's not the choice today. A veto on this package - veto means I forbid - it would mean we forbid universities to try to save themselves from losing their accreditation status and all of the consequences that happen 8  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 7/4/2017 in the surrounding community when institutions fail. It means we forbid people all across, primarily, the southern region of this State, who are dying on the vine, because we still want to have time to fight about our political, ideological divides. That is not the choice today. This package doesn't have everything I want in it. I actually study what the other side of the aisle says about government and finance and taxation policy, and one of the roots of conservative policy was always broaden the base, so you can lower the rates. This doesn't do that. I don't think that this sets us up to a situation where we -- we careen off into sunset with all of our problems fixed. That's never been the case; it never will be the case. That is not the choice today. We are in a moment in time. We are faced today with the fierce urgency of now - the fierce urgency of now. We don't have any more time and too late is not good enough. Our choice today is rather simple. And the fights and the ideological things that happen on the field when we're campaigning are to be expected. That's how our system is designed. This package is not the culmination of two weeks of work or three months of work; this package is the -- this is what's happened after two years of a lot of rank-and-file conversations, a lot of bipartisan talks, a lot of give-and-take. It's a -- it's the product of what happens when, especially, this Chamber that I'm so proud to serve in listen to each other. And we could not get as far as you wanted us to go. I understand that. In some areas, we did way more than we wanted to do. We'd like you to understand that. Right now, in this moment, in this time, on this day, the choice is simple, either we live to fight another day or we watch the State crash. And in the words of Representative David Harris, I didn't get elected to preside over the destruction 9  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 7/4/2017 of this State, none of us did. It is time to be the independent Legislature that our framers demanded, the independent Legislature, a coequal branch of government. When we don't work, nothing works. Today is not that choice. So we urge, we beg, we plead. We thank those brave fifteen who voted in the House to save their schools. Today we urge an Aye vote to save our State.

Thank you, Mr. President, Members of the Senate. This is the second piece of the legislative package here to balance -- present a balanced budget, finally, for the State of Illinois. It's a product of years of bipartisan negotiations. I have been at the 10  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 7/4/2017 table, truly, for years with many folks in this room from both sides of the aisle to bring us to this point. There are cuts and savings in here that, quite frankly, Republicans brought to the table and convinced us to include. Without your input, the budget would look very differently. There's items in here, quite frankly, that I don't agree with, as I'm sure there's many items in here that you don't agree with. But I really appreciate the fact that we worked together to put forward this solution. It has been a joint venture in this Chamber from day one and I truly appreciate that fact. Now I'm going to hope that you will join me in voting for the appropriation, the spending side of the budget. I -- I know it's a negotiated compromise. We don't all agree, but the challenges that face the State in each one of our districts, we all feel tremendously. I know we're hearing from people in our districts, every single one of us in this room, about the pain that we've incurred because of the State's lack of a budget on a daily basis. Can more be done? Absolutely. I look forward to continuing to work with folks in this Chamber to do more. We need that. But this set of bills provides a balanced budget. It's thirty-six billion dollars in total general revenue spending, well below what the Governor had introduced at 37.3 billion. It provides sweeps, interfund borrowing, and authorization to bond up to six billion dollars in this set of packages {sic}, so that we can in fact pay down bills that we owe our social services agencies, our higher education institutions, and our small businesses throughout the State that have been, quite frankly, funding our lack of a budget. And most importantly, it provides fiscal stability and certainty to the State that sorely needs it and I certainly hope it provides the beginning of a sense of 11  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 7/4/2017 restoring confidence in State government in Illinois. I know this budget impasse has gone on far too long. I think everybody in this room shares that view. Let's put it to an end right now. Look forward to answering any questions you may have.

Senator Steans, for the purposes of legislative intent, is it your understanding that the State Board of Education would be unable to submit vouchers for payment of general State aid to K through twelve public school districts because this amendment instead funds an evidence-based model, which is different than our current distribution model, which has yet to be enacted?

Yes, under this amendment, it would be necessary for an evidence-based model to be established under Section 18-8.16 of the School Code in order for ISBE, the State Board of Education, to submit vouchers for school funding to be processed for payment.

Thank you very much, Mr. President, Members of the Senate. You know, like most important things that we do in -- in our lives, the work isn't complete until we do the paperwork. This is the paperwork to -- to enact all of the things that we've just voted on in the coming year and the coming years, going forward. It authorizes the rate increase for the following categories of providers: Community Care Programs {sic} (Program), Departmental {sic} (Developmental) Disabilities, Home Service Programs {sic} (Services Program), Mental Health Providers, Drug/Substance Abuse Providers, Supportive Living Facilities and Specialized Mental Health Rehabilitation Facilities. It reauthorizes Medicaid rate enhancements to hospitals and freestanding chronic dialysis centers that have been in place since 7/1/13, ending 6/30/15. It creates a Community Care Program (Services) Task Force to look into reducing costs without diminishing services. It has a fund transfer, a direct deposit of receipts of forty-two million dollars going to the Audit Expense Fund for reimbursement of the Auditor General. It modifies the annual GRF transfer to the University of Illinois Hospital Services (Fund) from a fixed forty-five million to a range of twenty to forty-five million at the direction of 14  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 7/4/2017 HFS. HFS reimbursements of {sic} the U of I hospital have been declining to -- through -- since FY'16 due to the ongoing shift in Medicaid enrollment to a managed care payment structure. It authorize direct deposits of tax receipts to go into LGDF, PTF, and DPTF and, for FY'18 only, it decreases the deposits by ten percent. It allows IDOT to pay fifty-two million dollars in Amtrak subsidies from the Road Fund. It allows, in FY'18 only, one hundred million dollars to be transferred from the Road Fund to RTA in lieu of GRF. The RTA will continue to receive its statutory amount from sales taxes, but a -- one hundred million dollars will be from the Road Fund. It reduces the annual GRF transfer into the Metropolitan Exposition, Auditorium and Office Building Fund by ten million dollars. It stops the FY'18 transfers of the following funds: The Agricultural Premium Fund, Fair and Exposition Fund, and the Illinois Standardbred Breeders Fund. It transfers a total of five hundred thousand from GRF to the Grant Accountability and Transparency Fund to provide for working capital for GOMB's GATA unit. It transfers 11.3 other State funds into the Secretary of State's Identification Security and Theft Prevention Fund. And it creates a direct deposit of hotel tax revenues into the Tourism Promotion Fund. On bonding and debt issuance: It authorizes interfund borrowing up to 1.2 billion. The funds must be borrowed through the end of 2018 and be repaid with level principal payments within twenty-four months. It authorizes three hundred million in fund sweeps. It authorizes an additional six billion in GO bond authorization to pay down bills and to be paid back within twelve years. It increases bond authorization for the Metropolitan Pier and Exposition by two hundred and ninety-three million to restructure existing debt and 15  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 7/4/2017 to pay remaining deficiency amounts. It allows for the Road Funds {sic} (Fund) to make transfers into the GOBRI Fund for debt service on transportation Series D Bonds, instead of General Revenue Fund. It allows an additional two billion dollars in GO bonds and Build Illinois Bonds to be resold in FY'18, even if debt service exceeds seven percent of appropriations from general funds. On pensions: It extends -- FY'18 the existing practice that all general revenue funds to SERS to be made in line item to SERS, instead through appropriations through individual agencies. It extends through 2018 the existing practice directly for the State Pension Fund contributions which -- comprise a portion of the State's required contribution to SURS. This will allow the State to avoid a hundred and fifty-five million in GRF spending. It provides a five-year actuarial assumption that affects GARS, JRS, SERS and SURS, TRS, and identical to the House Republican plan and similar to the Governor's proposed; estimated savings of 892.1 million dollars. It contains a limited cost shift for high salaried employees under SURS and TRS. Employees {sic} (Employers) will contribute to -- amount for the normal cost portions to {sic} exceed the Governor's salary. It contains a change to the Chicago Municipal and Labors pension reform proposal. It is nearly identical to SB 14, with an updated date change. It provides language that is meant to clarify that all members of the Chicago Fireman's Annuity and Benefit Fund born in or after 1955 through 1965 are entitled to a simple three percent COLA, as required by statute. It implements a 3 Tier {sic} (Tier 3) defined benefit and defined contribution pension plan for current Tier 2 members and future hires within SERS, SURS, and TRS. The normal cost of the benefits are shifted to the local school districts, community colleges and universities. The State 16  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 7/4/2017 will make an additional two percent contribution of Tier 3 payment {sic} (payroll) to the systems. On budgetary items: It allows Executive Branch agencies to transfer four percent across appropriation lines, which is two percent above current rates. It allows the Governor to reserve up to five percent of other State funds, excluding those from the State LIHEAP, appropriations for reserves. It allows for the PPRT Fund to be used to fund ICCB community colleges base operating grants and the Department of Public Health local health protection grants. Sets the rates of deposits into the Income Tax Refund (Fund) at 9.8 percent for personal and 17.5 for corporate. Expands the "general funds" definition to include the Common School Fund, General Revenue Common School Special Account Fund, the Education Assistance Fund, the Fund for -- for the Advancement of Education, the Commitment to the Human Services Fund, and the Budget Stabilization Fund. As a result of the past stopgap budgets, these funds are being used interchangeably with GRF. Miscellaneous provisions: It establishes for -- a Maintenance of Effort for special education for school districts for both FY'17 and FY'18. It allows the Department of Revenue to retain two percent of collections for its administrative costs. It extends the sunset of the Lottery's Internet Pilot Program to 7/1/18. It allows HFS to use the Drug Rebate Fund to manage -- to go to managed care organization. The fund is currently limited to making fee-for-service drug and pharmacy payments, but managed care organizations make those -- those payments at this time. For FY'17 only, it extends the lapse period by a month to include September of this year. It inserts the provisions of Senate Bill 41, which passed both Chambers, which allows home rule municipalities to assign revenues to a separate 17  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 7/4/2017 legal entity to serve as revenue source for bonds issued by separate entities. It merges two DOIT funds and names it the Technology Management Revolving Fund. It allows up to 1.3 million in School Infrastructure transfer -- Fund to be used to pay expenses at ISBE, GOMB, and CDB in administering programs under the School Construction (Law). It allows a three-year transfer holiday from the School -- Structural {sic} (Infrastructure) Fund to the GOBRI Fund. There is currently a backlog of four hundred and seventy-one million in transfers. And Social Service -- it also -- and essentially that is the bill. And I can go on and on. If there's any questions, I'm available to answer.

Thank you very much. There has been -- and -- and I was just reminded that on our debt restructuring, there has been some questions between GOMB and LRB. Those discussions are -- and there -- it was talked about level principal payments through the twelve- year cycle. There are no exemptions to do anything other than that for the next twelve years. Our bond counsel is also involved in those discussions. So, again, with that -- you know, I was just thinking of -- of the discussions earlier and what we've been doing all year, and I -- I saw that on June 16 in 1858, here in the great State of -- of Illinois, they had the Republican Convention and it was the -- the speech of -- the House Divided Speech of then candidate Abraham Lincoln. He explained that a house divided against itself cannot stand. And he -- was asked about the appropriateness and he said, well, the deal is, that 18  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 7/4/2017 proposition is undeniably true, and it was true then and it is true now. So -- 'cause he closed that speech and he -- before he went too much further, he said he wanted to use a universally known figure, one that expressed a simple -- in a simple language a universally known entity. It may strike home to the minds of men in order to -- to rouse them to the perils of our times. And he closed with of strange -- he said, with of strange, discordant, and even, hostile elements, we gather from the four winds, and formed and fought the battles through, under constant hot fire of a disciplined, proud, and pampered enemy. Did we brave all that -- then to fall to now? - when that same enemy is wavering, disservice {sic} (dissevered) and belligerent? The result is not doubtful. We shall not fail -- fail - if we stand firm. And I ask for an Aye vote.

He was elected to -- to represent Illinois in the United States Senate in 2004 with over seventy percent of the vote. As President, he was a progressive leader on a -- on numerous issues, including domestic policy, the LGBTQ rights, women rights, healthcare, economic policy, environmental policy, energy, gun control, Internet policy, and foreign policy. House Joint Resolution 46 designates the portion of Roosevelt Road from Cicero Avenue to the Austin Avenue in Chicago as the "Muhammad Ali Road". This is a initiative of State Representative Ford that -- he and I share a part of our district. Muhammad Ali was well known to travel to this area and he does 22  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 7/4/2017 have family here. He was an American boxer and activist. He was born in Louisville, Kentucky on January 17th of 1942. Muhammad Ali became an Olympic gold medalist in 1960 and the world heavyweight boxing champion in 1964. Following his suspension from {sic} (for) refusing military service, Ali reclaimed the heavyweight title two more times during the 1970s, winning famed bouts against Joe Frazier and George Foreman along the way. Muhammad Ali was diagnosed with Parkinson's disease in 1984. Ali devoted much of his time to philanthropy, earning the Presidential Medal of Freedom in 2005. He died on June 3rd of 2016 in Phoenix, Arizona. His family -- two of his daughters attended Western Illinois University when I was a student there, so they are actually Leathernecks from one of our very own universities. And his family is looking forward to joining in on this celebration. I'd be happy to answer questions and I ask for an Aye vote.

Thank you, Mr. President. This bill has several changes of the Township Code dealing with rates charged to users of waterworks and sewer systems. The amendment -- House amendment made it -- the change is only to the township of a population of thirty-one thousand and thirty-two thousand {sic} (between thirty-one thousand five hundred and thirty-two thousand). It's the only township in the State that faces this problem. There is no -- no known opposition to this, because of this - it being the only township. And it passed with seventy-five votes in the House.

But we will continue to try to enact and put on the Governor's desk many of the reforms that he's asked for. And I'm certainly disappointed that he vetoed a balanced budget, but I'm glad that we were able to override him.
