Point of personal privilege, Mr. President.
PRESIDING OFFICER: (SENATOR LINK) State your point.
Thank you. If I could have the attention of the Members. Thank you very much. So, employees of the Illinois Department of Children and Family Services are in the front line of defense in protecting children from abuse and neglect. In this important work, DCFS employees often encounter families in crisis related to substance abuse, mental illness, domestic violence, and other challenges. DCFS workers insert themselves into these stressful, often dangerous situations in order to keep kids safe. Unfortunately, as a result, employees themselves often face threats, harassment, and violence on the job. DCFS workers have been threatened with guns, shoved, choked, and severely beaten. Although no comprehensive list of assaults is available, the Chicago Tribune recently reported that at least a dozen DCFS employees have been attacked or seriously threatened since 2013, with several employees hospitalized due to their injuries. Just such an assault occurred last September 29. It was a Friday evening when DCFS Child Protection Specialist Pamela Knight of Sterling, Illinois, was sent to take custody of a two-year-old whose father had attacked another child and other members of the family. Pam was fifty-nine years old and an eleven-year employee of DCFS, a member of AFSCME Local 448, who was previously -- she 21 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day 2/13/2018 previously served the public in law enforcement and as a foster mother. That evening, when she arrived at the home to protect this small child, the father assaulted Pam as she was getting out of her car. He kicked her repeatedly in the face - so savagely that she was caused serious injury to her brain stem. Pam was rushed to the hospital and into emergency surgery, the first of many she underwent in Sterling, Rockford, and Chicago. Sadly, she was never expected to fully recover or to be able to care for herself, and ultimately succumbed to an infection. On February 8th, 2018, Pamela Knight passed away. Pam Knight died in the service of our State, her community, and to protect a small child who could not protect himself. We have a responsibility to do everything we can to ensure that a tragedy like this doesn't happen again. DCFS must take steps to improve workplace safety so that no other family member has to live through such a -- tragedy. We mourn Pam's passing and extend our deepest condolences to her family, friends, coworkers in the Department of Children and Family Services in Sterling -- in the Sterling office, and all who knew and loved her. I would just ask for a moment of silence for Pam.
PRESIDING OFFICER: (SENATOR LINK) Will we please stand for a moment of silence? (Moment of silence observed) Mr. Secretary, Introduction of Senate Bills.
