He also enjoys video games, which I told him he needs to convince my son to play fewer of, and is a member of the Scholastic Bowl team. It's with great sadness today that I have to relinquish a very special award I was given in 2013. When I was elected, I was thirty-two years old and I was the youngest Member of the Illinois General -- or the Illinois Senate at the time, so I was awarded with this nice trophy of a baby Senator, who's wearing a diaper, and the trophy was made in -- it was made in 1940. And it's a 6 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 96th Legislative Day 2/21/2018 very historical trophy. And if you look at some of the names on here, whether it's from Dan Rostenkowski, Peter Fitzgerald, James Clayborne, Kim Lightford, Mike Frerichs -- I know you probably never saw it, because it was broken for a majority of the last ten years. But we actually -- in the district, there's a company called Evon's Trophies that the -- the husband and wife own the business and they were able to repair the trophy. And with LRU, we were able to research the trophy back to 1907. So every youngest Senator is on there from 1907 forward, because they didn't have the historical perspective. The one significant part of this trophy is that I'm handing it off to a millennial. And, you know, the sad part about millennials is that they always got to be recognized for the just the littlest things they do. And so Omar was being a little baby about it and he was, like, "I need my trophy. I need my trophy. I need my trophy." But I just wanted to say that it -- you know, in the last six years of being here, it's been an honor to be the baby Senator, although I'm a large Senator at the same time. And -- but I just wanted to hand it off formally to our twenty-seven-year-old - at the time when he got elected, twenty-seven years old - Senator Omar Aquino. So, Omar, if you wouldn't mind coming over here and we can hand it off to you.

Just want to talk about…

Thank you, Mr. President. Want to talk about guns today. A week ago in Florida, a gunman walked into a -- a high school and shot and killed seventeen young people, seventeen children. When we think about gun violence -- I often think about gun violence, what goes on in Chicago and how six people over the weekend were killed. Sixty people this year have been killed by gun violence. So we have a serious issue with guns in our country, in our State, and in our city. I can think about back in 1988, May 20th, four 8 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 96th Legislative Day 2/21/2018 days after my tenth birthday. I can remember my mother picking me up early from school and she had tears in her eyes, and the only thing she could do was just hug and kiss me. Back then, a woman by the name of Laurie Dann went into a school in Winnetka, Illinois, and shot up kids. I will never forget that name, 'cause I will never forget my mother picking me up from school like that. Back then, we didn't have cell phones. We didn't have the Internet that could locate and tell us where this was happening. So only thing parents got back then was just the news there was a school shooting. So parents rushed home -- or rushed to their school to pick up their kids just to make sure they was okay. And since then, we have had a number of shootings throughout this country, too many to even remember. I remember where I was at when Sandy Hook took place. I can remember when I was -- where I was at when Columbine took place. There's too many to name. But this particular one that happened a week ago in Parkland, it's getting kind of close to home. My brother lives in Parkland. He's a resident of that community. I have two beautiful nephews that attended the middle school, which is adjacent to Stoneman Douglas High School. So they were there at the time. So it's -- it's -- it's deeply moving to me and I would like to ask for a moment of silence. You know, I know there's some things we can do in this Chamber, some things we can do -- that Congress can do to get legislation passed to prevent this from happening. All I ever hear is the opponents always saying, "Well, that won't work. That won't work." Well, let's come together and find something that works so we can put an end to this gun violence. I'd like to ask for a moment of silence. And also, Mr. President, I'd like to ask for you hit the gavel seventeen times to remember lives of the 9 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 96th Legislative Day 2/21/2018 students that were lost.

It amends their Act that allows them to levy a special tax for providing ambulance service at a maximum rate of .4 percent of EAV if approved by referendum. Senate Bill 2303 amends the Municipal Code to provide an extension for the life of a TIF -- adopted on October 23, 1995, by the City of Marion for an additional twelve years. This legislation is extending a path forward to the City of Marion and the region by -- to bring investment, implement improvements, and encourage economic growth. Senate Bill 2303 will allow a local manufacturing company to expand its current operation by creating additional manufacturing, transportation, and technician jobs, just to name a few. Additionally, this bill will allow the future economic opportunities, not only for Marion, but for the entire region, with its existing railroad system, allowing for region -- region- wide transportation opportunities, which will create additional transportation and ancillary job opportunities. Thank you, Mr. President and Members of the Body. Senate Bill 2330 would allow victims of domestic violence to waive the publication requirement when filing a name change petition. Under current law, petitioners must generally publish notice of a proposed name change in a newspaper for three consecutive weeks after filing, including the date on which the court will hear the petition and the name the petitioner seeks to assume. I should probably explain that it goes without saying that that in and of itself means that you will then advertise exactly where you are for three weeks. And in this current age of technology and simple keystrokes for searches on the Internet, it is very, very difficult to make sure that you stay away from anyone who's trying to harm you in that way. So, we worked with this with the Illinois Coalition Against Domestic Violence and the Illinois Circuit Clerks' Association, and it was brought to me by a wonderful young women who does pro bono practice work at Chapman and Cutler with domestic violence victims, and that's the idea for the thing.
