Oh, no. I assure you, it's not. I -- I just want to bring -- while we have a lull here in the proceedings waiting for Members and in consideration of the fact that this month is Black History Month, I wanted to enlighten the Members on a individual, which I had never heard of until two weeks ago, an African American named Robert Smalls. And I want to read from the prologue to a book about Admiral Smalls, who took a vessel, a Confederate gunboat, docked in Charleston. He was trained as a pilot as a slave. He was illiterate, but he took his family -- he was worried about 7 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 98th Legislative Day 2/27/2018 being split from his family, because South Carolina slave owners were selling their slaves south, breaking up families, in the early 1860s. He took that gunboat past tremendous fortifications and other gunboats in the dead of night, took it to the Union Navy, and made off with a huge boat as well as many guns that the Union Army used. He became a captain. Keep in mind he was illiterate. He became a captain because he knew all the -- the rivers and the streams in and around Charleston. He assisted the Union Army and the Union Navy in taking those areas when Sherman showed up. He assisted in the siege and the capture of Wilmington, which was a crucial battle of the Civil War. He became a high officer in the Army, including an Admiral in the -- the Navy. He became a six- term Congressman from South Carolina, raised a family, was the last African American to sit on a state commission in 1895, when the Ku Klux Klan and the Red Shirts, through a campaign of terror and murder, eliminated the African American voting base. Robert Smalls is truly an American hero, a hero of the Civil War, an intrepid sailor, and one of the most brilliant officers of the Civil War. And I just want to bring the attention of the Illinois Senate, during this month, to Robert Smalls, and the book is Be Free or Die: Escape from Slavery Union Hero {sic} (Be Free or Die: The Amazing Story of Robert Smalls' Escape from Slavery to Union Hero). And I wanted to applaud one of our colleagues, but I -- I think she's in the back. Our leader, Senator Martinez, worked really hard to -- to host such a great conference this weekend for Latino -- state legislators throughout the country and also a delegation that came down from Puerto Rico. And so I wanted to just applaud the Latino Caucus, and especially Senator Martinez for her leadership. But on top of that, this past Sunday, not only was she acting as a great host to these state legislators, but it -- it was actually her twenty-first birthday. And so I owe her the baby senator trophy as well. So I have that in my office, but it certainly, at least for this week, will be in Senator Martinez's office. It just provides that in order for a registrant to renew his or her surgical assistant registration or surgical technologist registration, he or she must maintain a national certification. This is actually a trailer bill to legislation that we had passed last Session. It clarifies some concerns that the surgical assistants and surgical technologists had with regard to the legislation. I'd ask for an Aye vote.

Thank you, Mr. President. There's been a lot of discussion of this issue already, so I don't think we need to have an extensive discussion today. But this is effectively taking the -- the -- the types of decisions that Senator Steans' bill focuses on and putting those decisions back in the hands of the local community that should be deciding them. That's the City of Chicago in this instance. There have now been, I believe it's seventy-five special exemptions that we've written into this statute to account for varying situations. I just see no logic as to why the City of Chicago business establishments need to come to this Body to get approval on zoning issues that are essentially local zoning issues. So, I'd be happy to answer any questions.
