Would appreciate the Senate's support and would be happy to answer any questions.

I'm going to encourage this Body to vote No on this proposal, not because of the merits of -- of what we're putting in front of the voters, but because of the idea that I just think that given what the State of Illinois is facing, there's so many more important issues that we should be putting in front of our citizens, that we could be putting in front of our residents in terms of an advisory referenda, whether it's the pension crisis that we're facing, whether it's the onerous and the extremely high property taxes that we have all across the State, whether it's about our continued inability to create a business climate where people want to come to this State and invest. So I'd urge a No vote and I appreciate that. Thank you.

PRESIDING OFFICER: (SENATOR HAINE) To the bill, sir. SENATOR McCARTER: I -- I object to this -- this bill. I -- I will not be voting in favor of it. But -- and I, too, can think of many other things that may be -- actually, I believe are much more important. And -- and a question like, should legislators have to abide by term limits? I think that would be an interesting thing for us to find out from -- from the citizens, whether they think that would be a good thing. There's whether -- the pension debt, how that should be dealt with and whether that burden should continue to be coming down on them in the form of property taxes and other -- other forced taxation. There's many things that we could find out by referendum that would be more important than this.

Thank you, Mr. President. I appreciate the concerns that have been voiced here in the debate. Indeed, there are many big questions facing the State of Illinois right now and -- and I agree that arguably there are more important issues than this, but this is not a small issue. I think this is a pretty important issue. This Body is considering legalizing the recreational use of marijuana. There's an ongoing debate. Senator Steans, of course, has a bill to do that. I give her credit for bringing the debate to the public, having hearings all over the State, getting testimony, both pro and con, hearing from -- from stakeholders, whether they're in law enforcement or the medical field. The one 16 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 100th Legislative Day 3/1/2018 thing we don't have in our State that's been kind of unique to this debate is an opportunity for the public to voice their opinion and that's why I think this is an appropriate advisory ballot question. Nine states and the District of Columbia have legalized marijuana for recreational use. In every one of those jurisdictions, it has been done by the voters through the ballot box. Vermont is the only state to do it legislatively. Therefore, I think that it is well-advised for us, as Members of the Illinois General Assembly, before we possibly take a vote on this issue, to find out what our voters think. As -- as I said, it's been done in virtually every other state that has considered this question. I think it should be done here in Illinois. I ask for your Yes votes.

20 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 100th Legislative Day 3/1/2018 Thank you, Mr. President, Ladies and Gentlemen of the Senate. I'm moving to concur with Senate Bill 193 -- to House Amendments 1 and 2 to Senate Bill 193. Senate Bill 193, as amended in the House, would create a Worker Protection Unit within the Attorney General's Office, which would be empowered to enforce employment laws. Currently, the AG's Office may not file suit to enforce these laws, unless it gets a referral from the Department of Labor. 193 would give the supplemental authority to bring suits similar to other Attorney Generals in other states. Additionally, it would create a task force to allow the Attorney General to coordinate and cooperate with local State's Attorneys in enforcing criminal violations of employment laws and these laws include Prevailing Wage, Minimum Wage, Employee Classification, Wage Payment and Collection. What we've seen and we heard of an -- an example in committee today of a case not being referred over the course of five years, beginning with the Quinn administration, who slow- walked this case, and in the Rauner administration as well. And so by the time a valid case was referred to the Attorney General's Office, the statute of limitations had expired, not allowing for the -- the -- the -- the case to be enforced under the Prevailing Wage law; however, the Attorney General's Office was able to pursue it through other means. So I urge support for this bill. This is a bill that would put all employers on a even, competitive field. Right now, the vast majority of employers follow the law as we pass it. There are certain rogue employers who ignore Illinois law and -- and we must empower the Attorney General to go after such employers. Thank you.
