This actually repeals portions of a bill that was enacted and signed into law last year regarding trusts and what requirements were to occur once a -- a -- real estate was deeded into a trust. So it repeals portions, but it maintains or keeps into effect that once you transfer real estate into a trust, a written instrument of conveyance must evidence the transfer of legal title to the trustee. It's what happens in practice if you do it by way of deed. So I know of no opposition. I ask for your favorable vote.

Thank you, Senator Righter. This is legislation that actually passed the Senate and the House last year. This is the same bill. It provides that only federally licensed firearm dealers can offer for sale pre-packaged explosive component products and that a firearm dealer must keep a record of any such sale. It also prohibits the sale of that product to anyone without a valid FOID Card.

And, Senator Morrison, I, quite honestly, do not recall one word of the debate or conversation we had last year about this, so talk to me and the Body a little bit about why you think this is a good step or, I'm assuming, a necessary step.

Senator Righter, we're talking about a product called Tannerite. This is a product that's exclusive use is for making an -- it's -- it's for an explosion. A high velocity bullet will explode the -- the compound. Otherwise, it's not dangerous and it's not an explosive. This is something that you could go or I could go into a store and purchase six hundred pounds of - without a question, without identification, without any concern. People who normally… Are you able to hear, Senator? The only people who purchase this are firearm owners, people who want to take target practice. Because it is an explosive, it does set -- it could potentially be used in a very destructive, almost a terrorist kind of way. I have heard of no opposition from either firearm owners or -- even the Retail Merchants I do not believe are opposed to this.

Do we -- do we know or have any record, Senator Morrison, of an instance where someone purchased this who did not have a FOID card, who then used it for illicit purposes? Because, I mean, that -- that's where you're going. You're -- you're saying that if you got a FOID card, it's okay for you to buy it, but if you don't have a FOID card, it's not okay for you to buy it. So what's the connection? Do you have one between someone who doesn't have a -- didn't have a FOID card and their improper use of this substance?
