This amends the Personnel Code and it removes the -- sunset date, which -- the School for the Deaf and the School for the Visually Impaired have been subject to the CMS Personnel Code plus all the certification requirements that we do to hire teaching staff, and because of the unique qualifications that teacher and staff of the School for the Deaf and the School for the Visually Impaired, we have asked and received in the past exemptions from the Personnel Code so that they can hire in a more timely manner and this has resulted in adequate staffing for the -- the children that are served and the students there at both schools. And so we're asking now that that sunset been {sic} removed because it's been proven to work very well. For purposes of an historical note, Madam President. Since we're at a lull, I want to call the -- and I've already introduced the Schlueter family yesterday, so I won't go through that. It'll take too long. But I do want to call attention of the Body to the fact that today, May 18th, on May 18th, 1675, Father Jacques Marquette died in Michigan. Father Marquette was a Jesuit. He came to New France as a young man, learned six Native American languages, explored the Illinois River and the Illinois- Mississippi River Valleys, as well as Wisconsin and Michigan.

The Jesuits, by the way, didn't just come here to proselytize Christianity - that was part of their mission of course - but they wanted to have the Indians establish what were called reductions. These were based upon -- monastic principles. They allowed the Indians to self-govern to resist the French fur traders who were exploiting them and to defend the Indians against white aggression. If anyone here has seen the movie "Mission", it -- that is a movie about similar Jesuit reductions in South America which were destroyed by greedy Spanish aggressors. Marquette wanted to do the same thing. He was accompanied by a friend, Louis Jolliet, for whom the city is named, of course. And Father Marquette, being a Jesuit, was totally dedicated to the liberation of the Indians, as well as the Christian faith. That is why the King of France, 24 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 126th Legislative Day 5/18/2018 in a corrupt deal, asked the Pope to suppress the Jesuits, as did the King of Spain, which the Pope, frankly, was corrupt himself and did so. Fortunately, they weren't suppressed because the Czar of Russia, being Orthodox, refused to allow the Bull of Suppression to be published in the Russian empire, which included Ukraine and Poland, which were Catholic nations, so the Jesuits survived until an honest Pope came in some years later. But today we mark the death of the first great explorer from Europe of this area, a man who stood up for the Native Americans and brought -- and wanted to bring peace and freedom to the Native Americans, Jacques Marquette, who established the Jesuits. And we have Loyola, St. Louis U, Marquette University, all of these great results of these young men such as Jacques Marquette. Thank you.
