Being -- being today Memorial Day, I just want to bring up something that happened in Puerto Rico. On May 2nd, 2018, a WC-130 Hercules cargo plane traveling from Savannah, Georgia to Tucson, Arizona crashed shortly after takeoff, killing all nine servicemen. The nine servicemen were part of the 156th Airlift Wing, which is home to the "Bucaneros" and had nearly one hundred and seventy years of combined services. The plane, attached to 24 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day 5/28/2018 the Puerto Rico Air National Guard, was being decommissioned after more than forty years. As part of Puerto Rico's National fleet - - National Guard fleet, the plane could be outfitted for transport, reconnaissance, search and rescue, research, refueling, patrol, or as a gunship. During the 2017 hurricane season, the Puerto Rico Air National Guard used the aircraft to rescue Americans from the British Virgin Islands after -- after Hurricane Irma, which included me. Later, it supplied much needed food and water to Puerto Ricans after Hurricane Maria. The roles of the nine airmen who perished were essentially -- were essential during each mission in which they participated, including the 2017 hurricane recovery rescue and resupply efforts. The gentlemen include Major Jose Roman Rosado - he had eighteen years of service; Major Carlos Perez Serra - he had twenty -- twenty-three years of service; First Lieutenant David Albandoz - he had sixteen years of service; Senior Master Sergeant Jan Paravisini - had twenty-one years of service; Master Sergeant Jean Audriffred - also had sixteen years of service; Master Sergeant Mario Brana - seventeen years of service; Master Sergeant Victor Colon - had twenty-two years of service; Master Sergeant Eric Circuns - had thirty-one years of service; Senior Airman Roberto Espada - had three years of service. The crash with nine fatalities brings the total of -- number of noncombat-related wrecks of military aircraft to seven so far this year, resulting in twenty-seven United States service member deaths. Honoring the courageous men and women who serve in the - - uniform is one of the highest priority for the Illinois Senate; therefore, I have this resolution to give to their families. Yes, thank you, Mr. President and Members of the Senate. It's Memorial Day and traditionally we take some time to remember those who have fallen in service to our country. We have a number of Members in the Senate who have served in the military. I'm one of them. I served back in 1970, Illinois National Guard - actually was a full-time guardsman for a year. And it's at this time that we would remember those who have fallen in service to our country. A democracy like ours requires multiple lines of defense. We should all be proud of what we do to defend it with our work in this legislative Body. But there is no greater service than to defend our country from its enemies, both at home and abroad. And there's no greater sacrifice than to give your life to that service. So, as we debate the best way to move forward in our State, I want us to remember the lives that were lost to protect our right to meet here today. So, with that, I eagerly await the comments of the others who have served in the military.

Memorial Day started as Decoration Day and the origin is 27 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day 5/28/2018 usually considered General John Logan's 11th General Order - and that's General John Logan standing to the right of that archway on the corbel statue. Now, I'm not asking you to take a look as a history lesson. I promise, Senator Haine, I'm not trying to intrude on your territory with a -- a history lesson here. What I'd like you to do is to just notice the John Logan statue, and then some time later this week, I'm asking you to look as an exercise in imagination, imagine that that statue isn't there among the eight statues that we call the corbel statues, or, not to pick on General Logan, imagine any one of those eight statues being absent, and think about how off that would make our Capitol Dome look, how obvious it would be that something's missing, because that's another very important part of the spirit of this day. For those who gave their lives for our country, the people they left behind, to some degree that's how they look at every family picture from the point of their sacrifice onward. That's how their brothers in the service, like those of us who will speak today, look at every unit picture from the moment of their sacrifice. For those of us who know how to look at those pictures, there's something missing. To a very large degree, this day is about empty spaces. It's about the empty chair that's been left at the family dinner table or the backyard barbeque on this particular weekend. It's about the vacancy at every Christmas and every birthday from the point of their sacrifice onward. It's about the graduation picture, maybe from junior high or high school, where someone is very clearly missing to those who remember. It's maybe the wedding, where the wife {sic} has to ask someone other than her father to walk her down the aisle. It's about the groom who can't dance with his mother that night because of her sacrifice. It's 28 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day 5/28/2018 about the family histories, like I heard two different ones of this weekend of somebody who made reference to a family member who served that they barely remember, in one case, or never got to know, in the other, because they died overseas when they were at too young an age to remember. It's a very important part of this day to remember the empty spaces, because doing so helps to honor those who gave the sacrifice, but to also show their families that a grateful nation remembers and cares about those they left behind.

Ladies and Gentlemen of the Senate, it's -- it's great that we are here to honor and speak to Memorial Day. We're here to try to get our business done and go home, and get a budget and get all our bills done. A lot of people from our districts throughout the State are celebrating with their families. A lot didn't have to go to work, federal holiday, but it is a day where we always need to pay tribute to our fallen veterans from all branches of the service, men and women who went off to war, from the beginning up until now, in wars that have passed or conflicts. A lot were drafted, but in the past fifteen-plus years, a lot of men and women went there on their own free will and signed up, took the oath, went into harm's way, and a lot have not come home. We have to take care of our Gold Star families, of parents, aunts, nieces, uncles, wives, husbands, because they have to fill that void every day for their loved one that was killed in the line of duty, because they gave the ultimate sacrifice - they gave their life for this country. And we can never repay them for that. But by 29 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day 5/28/2018 honoring them, means so much. Honoring our men and women that are alive today, keeping 'em in their prayers to bring 'em home safe. Thank you, Mr. President. To speak on Memorial Day. Eleven years ago and -- eleven years and eight months ago, I wrote this journal entry in Iraq and I thought it would be appropriate to share with the Chamber. It kind of gives a perspective of what it's like to serve in a combat zone at a memorial service during the height of sectarian violence in Iraq from 2006 to 2007. My wife and I, we had a -- an interesting conversation last night, because I generally don't share a lot of stories from overseas just because, quite honestly, I really don't want to talk about it. But I did find this to be very sobering and I think it's very interesting to read a perspective of a young twenty-five-year-old who used to ride on the highway of death probably every other day. Our mission was a very sobering one. It was to attend a memorial service for a fallen Marine in Habbiniyah, Iraq. Probably wondering why we went to a Marine service since we're Army soldiers. The first reason is clear, we're "Brother in Arms". It's a bonding moment when you roll down on to the main road where you know that you could possibly get blown up; it's even more of a bonding moment when something does happen. I don't quite know how to explain it to those who don't understand it back home, but everyone here serves their country and it's only right to pay your 30 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day 5/28/2018 respects to someone who has made the ultimate sacrifice for our country. The second reason why we went is because this Marine was on one of our military advisory teams. As you know, these are just eleven guys advising five hundred Iraqi soldiers. It's probably the toughest job going these days, outside of being on an Explosive Ordinance Disposal team. As we were there at the memorial service, I thought about the ten Marines on his team. What a loss to their team that had to be. Now it's ten guys trying to train five hundred Iraqis. Trying to train 'em up, not knowing the unknown, in the middle of nowhere, and now one man down - horrible just horrible. I can remember when two of my friends died in Afghanistan, how devastating that was. I vividly remember crying at JRTC after hearing how Laura died. No loss is ever easy, nor do you forget. As I was thinking of Laura, a young Lance Corporal in the Marine Corps got up to speak. He said the following, something of which I will not forget because it gave me and the room faith in what we do. It told us to get back up and fight. He said the following: "The Lord is my light and my salvation; whom shall I fear? The Lord is the stronghold of my life; of whom shall I be afraid? When evildoers assail to me to eat up my flesh, my adversaries and my foes, it is they who stumble and fall. Though an army encamp against me, my heart shall not fear; though war arise against me, yet I'll be confident. One thing I've asked of the Lord, that I will seek after: that I may dwell in the house of the Lord in all the days of my life, to gaze upon the beauty of the Lord and to inquire in his temple. For he will hide me in his shelter in the day of trouble; and he will conceal me under the cover of his tent and he will lift me high upon a rock." Following the sermon, they called the roll. Calling 31 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day 5/28/2018 the roll is one of those sobering moments, where they call out the names of every Marine in the unit. They'll eventually get to the Marine who had been passed, and they call his name three times - all very slowly. And when the last name is called, there's dead silence. Then, at that point, you hear the bagpipes go off playing "Amazing Grace", and salute the comrade who laid down their life for you. Ladies and Gentlemen of the Senate, today, nine of my West Point classmates have moved on from this world due to combat or a combat-related illness. I've lost three neighbors from my hometown due to combat. Every Memorial Day is a sobering experience for me. It is a day to give thanks to the Lord for my life, my wife, my son, my family, my friends, and also those that have supported me along the way. It's also given me the distinct honor to serve in such a distinguished Body. And this morning, as I spoke at the Tinley Park Memorial Day ceremony, I looked into the crowd and I saw young parents with young kids. Those young kids were smiling and joyful, carrying their flags. Then I looked over and I saw Mrs. Cathy Clark, whose son, Kevin, isn't with us today, and I thought to myself the stark realities of war and the fact that we shall always remember those that have paid the ultimate sacrifice. And in this Chamber today, we have new military families, someone who's graduated from, obviously, West Point and Ranger School; obviously, Senator Righter, who -- knows the military family. But I think Memorial Day, especially after you join the military and your family's in the military, it means that much more, because you understand what could actually happen in combat and what the ultimate sacrifice is. I wish everyone a happy Memorial Day. I ask that we honor the fallen, but we also celebrate their lives and forever remember them. Thank you, Mr. President, Members of the Senate. I'd like to speak on Memorial Day here as well. I'd also like to, first, thank President Cullerton for giving us all the opportunity to discuss this and -- and reflect on it on the Floor of the Illinois Senate. Now, one of the things for me that's interesting about Memorial Day, and I talked -- talked last year - don't worry, I'm going to say something different this year - but the VFW and the American Legion from time to time make a push to move Memorial Day from where it is now to some other -- some other part of the year. And the reason that they do that is because they're concerned that Memorial Day has lost its meaning, that Memorial Day has just become identified with the beginning of summer, not the -- the reflection upon the sacrifice that our fallen made. Now, this may surprise you, but I disagree with that VFW and American Legion position. I think Memorial Day is fine right where it's at. And the reason that I believe that is because, yes, this is a day to focus on -- on sacrifice, but that's not all that we should be thinking about. You see, our fallen -- you know, every loss is a tragedy, but they would tell you if they -- if they were here today, they would say, I am not a victim. You know, I -- I made a choice that my family, my friends, my community, and my country were all worth fighting and dying for. And, really, part of Memorial Day is us thinking about how we can honor and respect that choice and that sacrifice that they made. You know, some of our older veterans were -- were drafted, but even if they were 33 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day 5/28/2018 drafted, they still, at some point, make a choice; they make a choice to fight and give their life. All of our volunteers today, they don't -- you know, there may be incentives to military service and they allow you to get a better education. It may allow you to get job training. But the bottom line is, people are not doing it for an education or an opportunity; they are doing it because they believe that you, me, our country, and our community are something worth fighting and dying for. So I think the -- the -- the time that we celebrate Memorial Day is somewhat serendipitous, because Memorial Day happens to fall very close to graduation and commencement ceremonies. You have -- you know, we've all seen a couple weeks ago or just this past week, we've had high schools graduating; we've had colleges graduating. We have our young people celebrating a milestone in their life, where they have accomplished something. They have become capable of giving back to society. And I think Memorial Day, having it right next to commencement exercises, provides them with an example of what you can do to serve your country, a way that you can give back. So I think the -- you know, having Memorial Day really is a good thing to have close to a commencement exercise, because it shows that there are -- you know, there are many ways to serve our country, but this is something that you should be doing. You know, you owe it to give back. And the last thing that Memorial Day does that I want to talk about today is, Memorial Day to me is really the anecdote to the toxic environment that we're all exposed to somewhat in politics. We see all the -- all the nastiness that we just find on the Internet and people talk about -- you know, they do the polls where they say, okay, you know, seventy percent of our country thinks that we're on the wrong track. Well, my 34 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day 5/28/2018 response to that is, how can you think that our country is on the wrong track? Yes, we have problems. Yes, we have challenges that we face. But let's remember, as we speak, you know, they're our -- our best and our brightest young men and women who are raising their -- their right hand and making that choice, saying that, you know what, our country with all its problems, our -- my family, my friends, my community, my country are all worth something worth - - they are all worth fighting and dying for. And as long as our best and brightest continue to believe in America and believe that we are worthy of their sacrifices, our country will always be successful in the long run. So, thank you all for giving me a few minutes to speak with you today. God bless you all and God bless our fallen heroes and their families.

To speak on Memorial Day, please, Mr. President. Thank you, Mr. President, Members of the General Assembly. I enlisted in the U.S. Army in 1990, right before the start of Desert Storm. It was my honor to serve. It was my pleasure to serve and I enjoyed my time in. Many people confuse this day with Veterans Day. Today is not to serve just the people who came back, the people who were in the military; today is to remember and honor. And I was pleased to know, in my district, Itasca had a parade for Memorial Day. I'm also incredibly pleased to see that more municipalities, more local governments, more counties, and even the State, are doing more to recognize Memorial Day as the day it should be recognized for. Too many times, people confuse it with Veterans Day as well. I tend to agree with all of my colleagues here who stood already. 35 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day 5/28/2018 This is a solemn day and I want to thank, Mr. President, for allowing us to speak to this ceremony and this time today. To the day, Mr. President. Mr. President and Ladies and Gentlemen of the Senate, fifty years ago this day, I was in a tent north of Da Nang, near a place called Freedom Hill, which the 1st Cav Division, of which I was a member as an enlisted soldier, shared with the United States Marine Corps. Ironically, my younger brother, John, was in the same place a year and a half prior. I used to joke with John, we were sent there to clean up the Marines' mess - but that's not true. And sometimes your -- your -- the -- the -- the memories come back on a hot day when a helicopter flies over heading to one of the hospitals in my hometown. The sound of the chopper and the heat brings back a memory - sometimes an acrid smell, the smell of burning feces, gasoline. Sometimes during these memories, you think of the tension, the fear of attack, which Captain Hastings can relate and has -- has related. The -- the shock of a loss, the death of someone in your unit or in a neighboring unit - you realize how fleeting life can -- can be. 36 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day 5/28/2018 Vietnam, the Vietnam War, was a unique war in the history of the United States. We got into it without thinking. We - I mean, we, the nation. Throughout the entire war, the -- the government asked young people to enter the service, to enter it for the highest motives, the American ethic of liberty, bringing liberty to a nation, a small nation under attack by the international communist tyranny. That was a tall order. The -- the -- young men responded - young women too, but primarily young men - men of my generation. They were -- in my area, they had plenty of opportunities. They listened to the music - the Beach Boys, the Doors, the Beatles, whatever. They went to the dances. They went off to war. They were -- some drafted, some joined. They were -- they -- as was previously mentioned by Senator Schimpf, they crossed the line and took the oath voluntarily. Whether drafted or volunteered, they made the choice and they made it because of their American spirit, the spirit which says, if the government asks me to, I will defend the country. Unfortunately, the feckled {sic}, incompetent leadership throughout the war wasted thousands of lives. Many came home, such as me - I'm a survivor of a combat unit; many did not come home. They lost their lives in Vietnam. Many thousands came home shattered in spirit or body. Some came home and discovered that they had in their system a poison, such as me, that manifested itself years later. But they did -- they volunteered, they served, they took the oath for the highest of reasons. Why some survive - this is true of every war - why some survive, why some do not, is beyond us all. In the words of Lincoln in his second inaugural address, the plans of the Lord are good. His judgments are "true and righteous altogether". We don't question except to say, those young men, who served and died, 37 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day 5/28/2018 served for the highest reasons. They served their country even though the leadership of the country had let them down. Some in the military let them down. They served the country although the country was divided, because the country did not tolerate incompetent, deceitful, political leadership - a failure of statecraft. If -- and -- so, fifty years ago, we were engaged in a great endeavor. As Franklin Roosevelt said on the 6th of June 1944: "Our boys, the pride of our nation, are engaged in a great endeavor. Many of them will not return home," he said. "May you, Father, receive them and bring them to your bosom." And that's why, as Senator Muñoz so aptly put it, we remember. Memory is more than cognitive; memory is saying the name. The Native Americans have a tradition that one is not truly dead until their name is said after death. On Memorial Day, we go to the graves, the memorials, and we look at the wall and we say the names - we say the names. By doing that, we pierce the veil; we pierce the veil and have a contact with those heroes. Thank you, Mr. President.

As well, Officer Larry Hale of the Paxton Police Department was also wounded. This House joint resolution would designate the overpass near where the shooting took place, which crosses Illinois Interstate 57, as the "McCarter-Caisse-Vice-Hale Memorial Overpass".

Thank you, Mr. President and Members of the Senate. House Joint Resolution 81 designates the Armor Road Overpass in the City of Bradley as the "Sergeant Wilford Ray 'Wil' Lewis Memorial Overpass". Wilford Ray "Wil" Lewis was born in Kankakee to Charles and -- and Lenora Kibler Lewis on November 19th, 1947. He served in the United States Air Force from 1965 to 1967, attaining the rank of Sergeant E-4. He married Laurie Dugan in Aroma Park on May 21st, 1971. Sergeant Lewis worked at Bradley Roper before joining the Bradley Police Department in July of 1975. He was promoted to the rank of Sergeant and Shift Supervisor on January 13th, 1991. Sergeant Lewis gave his life in the line of duty on November 20th, 1997, after serving twenty-two years with the Bradley Police Department. At the time of his passing, Sergeant Lewis was survived by his wife, Laurie Dugan; his son, Preston Lewis; his daughters, Gina Arnold {sic} (Armold) and Kelly Lewis; his grandchildren, Lindsay, Kyle, and Amanda; his brother and sister-in-law, Kenneth and Becky Lewis; and numerous aunts, uncles, cousins, nieces, and nephews. We had planned to do this resolution for this family on May 17th. Unfortunately, his wife Laurie became too ill to travel to Springfield. So we had planned to wait until she was able to travel and could come down with the family and be here in the Chambers with us when we did this. Unfortunately, she has now passed away as well. So this memorial overpass, which is very important to the community of Bradley and 41 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day 5/28/2018 their family, I'm happy to be doing today. House Joint Resolution 93 would designate that portion of Interstate 74 between milepost 155 to 160 near Farmer City as "Trooper Ryan Albin Memorial Highway". Trooper Albin was born in Urbana, but attended the Blue Ridge High School, and that would be the exit area there where he went to high school. He was accepted into the State Police Academy Class 111. He was, upon graduation, assigned to District 6 and where he served for over eleven years. In 2015, he was awarded the District 6 Officer of the Year. Last June 28th, just under a year ago, he passed away in the line of duty on -- actually traveling home. The interesting thing, I've never met Trooper Albin, but the number of friends that have called me, asking for this resolution, has been just absolutely incredible. His -- his friends at Blue Ridge High School -- just last week -- just last week, I had a phone call from Washington, D.C., my neighbors, former neighbors down the street of mine, were out there - it was his cousin - and they were out there as Trooper Albin was posthumously inducted into the National Law Enforcement Memorial. And I -- I didn't know Trooper Albin, but I can tell you this, from everyone who's talked to me about him, he must have been one heck of a guy. And I would greatly appreciate if everyone in this Body would help honor him by designating Interstate 74 as the 43 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day 5/28/2018 "Trooper Ryan Albin Memorial Highway" between milepost 155 and 160. This resolution would designate the section of Illinois Route 78 in Mason County from the Illinois River in the City of Havana to the Sangamon River in the Township of Lynchburg as the "Sergeant Don H. Lascelles Memorial Highway". Don Lascelles was born and raised in Mason County and would go on to graduate with honors from Balyki Community High School in 1965. He volunteered for the U.S. Army and served honorably in Vietnam. Sergeant Lascelles was awarded the Bronze Star with a V device after assuming command of his platoon after his platoon leaders fell in battle. In further 44 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day 5/28/2018 action on June 6, 1969, Sergeant Lascelles performed in a similar manner and was mortally wounded while protecting his men. I would -- as I say, I think it's very fitting to honor this young man that died in the course of defending us and our freedom on this day. Michael passed away in 2016 after fighting a courageous battle against an illness caused by exposure to Agent Orange in Vietnam. He left behind two daughters, three grandchildren, and his brother. A year and a day later, he was killed in action while he was assisted -- assisting wounded soldiers as part of his battalion. He was posthumously awarded both the Silver Star and the Bronze Star.
