This amends the pre-need funeral trust section of the Revised Uniform Unclaimed Property Act to protect trust funds in cases in which more than forty years have passed since the contract was executed. This legislation amends the Pre-Need Cemetery Sales Act to make explicit authorization of a trustee for a pre-need trust to follow State law to report and remit presumably abandoned pre-need trusts. Further amends these Acts to require trusts {sic} to notify the seller when they have a reason to believe a purchaser's mailing address is no longer valid. I know of no opposition to the bill.

So today is the last day that we will have the opportunity to work with one of our very best and brightest, Carrie Ramsden. When I came to the Senate six years and a few months ago, she was one of the very first people that I had the opportunity to work with. I want you to know that she is the consummate professional, always prepared, always available, knows the material better than anybody else in the Capitol and, as -- as I've served as Human Services Chair, has been the person to prompt me, to push me, to jump in front of moving traffic so that I don't get run over on various things. I am very sorry to lose my colleague in developing important policy, Carrie, but Carrie is - true to her commitment to children and families - is going to be leaving our Senate offices and going to work for the Inspector General's Office for DCFS. So she's going to put all of that commitment and that knowledge to work to really continue to help our kids. But please help me in wishing her the absolute best and all the success in the world that she deserves.

This -- this amends the 22  STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 34th Legislative Day 4/12/2019 establishment -- establishes the First Responders Suicide Prevention Act. In addition, the bill amends the Department of State Police Law and the Illinois Police Training Act to allow the Department and Board, in consulting -- consultation with the statewide association that represent public pension funds, to conduct or approve two days' in-service training program related to stress and suicide prevention. This bill, I'm going to tell you, is not ready for prime time. It's been negotiated and kept on negotiating. And I talked to the other side, indicate we want to move this bill over to continue us -- the -- the discussion. The same thing's going to happen when the House bill comes over here. I will pick it up. Representative Hurley will -- is picking up the –- my bill in the House. We are continuing the discussions on that. We will be coming back for concurrence on this bill when the final subject –- but it's too important of a subject matter to do to prevent us from moving it forward. So I would ask your indulgence to pass this to let us continue to work on it.

The new Act creates a twelve- or-more-member Complete Streets Advisory Board within IDOT, tasked with providing education and advice to local governments and interest groups regarding safety, access, and mobility across the various modes of transportation. It also makes -- and in making recommendations to IDOT on multimodal planning and design. Proponents include AARP, the Active Transportation Alliance, and the Illinois Municipal League. There is a commitment to work with IDOT and AARP to make an amendment in the House, as they do have a task force already that we want to see if we can work with. I ask for an Aye vote.

Thank you, Mr. President, Ladies and Gentlemen of the Senate. 71  STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 34th Legislative Day 4/12/2019 Senate Resolution 85 addresses the construction, renovation, and repairs needed of early childhood programs throughout Illinois. Physical infrastructure challenges are some of the greatest barriers facing preschool childcare centers and birth-to-three providers, who struggle to adequately respond to the early learning needs of young children and their families. With that in mind, this bipartisan resolution calls for the State to retain and build on an important precedent that was set in Illinois last capital plan, ten years ago, which established the Early Childhood Construction Grant Program. The program was overseen by the Capital Development Board and dedicated forty-five million dollars to brick-and-mortar early learning projects in communities with the most underserved populations of children under the age of five. Qualified applicants included both school-based and not-for-profit community-based service providers. Not surprisingly, the program was overwhelmingly overwhelmed with requests for help, totaling more than a dozen times the amount of funding available. So the resources disappeared quickly. However, the initiative did allow a lot of good work to be done, building new classrooms, renovating old ones, and providing more young children with a better start in learning in life. Early childhood needs have not diminished in Illinois, neither should our resolve to help meet them. Let's ensure we reflect these important educational needs in our next Illinois capital plan and aim to do more, preferably at a level of at least two hundred and fifty million dollars. Patients are not always advised of the addictive nature of opioids and these guidelines would emphasize that clinicians should first prescribe non-opioid medication for acute pain and then, if needed, prescribe opioids in small quantities. Requiring medical providers to inform patients of the risk associated with opioid drugs could help reduce prescription drug addiction in our State. Thank you.

Last year, the presidents of the student bar associations at every law school in Illinois came together to sign a pledge to work to improve how mental health and substance abuse issues are handled at their law schools. I had the honor of speaking at the Illinois Lawyers' Assistance Program, which is a great organization. They had an annual reception late last year and I promised to support the effort with a resolution in this General Assembly, and that's what this does. For those of you who've been to law school or sat for the bar exam or worked as an attorney, should know all too well the pressures and the stresses that happen in law school. This can be a profession without mercy, where only the strong survive and anyone with a problem is considered weak and a liability, and that -- that's the kind of thinking that has cost people their careers and their lives. It's really a stigma that needs to change and I'd like the Illinois Senate to be part of it and that -- this resolution is a beginning, so I'd ask for an Aye vote.
