The bill just repeals the ten-thousand-dollar cap on a trade-in in vehicle sales tax credit. It increases the private vehicle tax by seventy-five dollars for each model year where the purchase price is less than fifteen thousand and a hundred dollars if the purchase price is above fifteen thousand. This is the third time we're running it out of this Chamber. The House was able -- unable to take up the matter the last couple times. All four Leaders have signed off on it, as well as the Governor's Office. I know of no opposition.

Thank you. Senate Bill 72 creates the Electronic Wills and Remote Witnesses Act. This legislation is actually a follow-up to the COVID-19 Executive Order 2020-14, which we followed by validating legislation in May of '20. This Act provides for the -- valid execution, attestation, self-proving, and probate of electronic wills, paper copies of electronic wills, and wills attested to by witness through audio-video communication; the valid execution, attestation, and witnessing of documents, other than wills, through audio-visual communication. This bill came out of Judiciary on the agreed bills list. I'm aware of no opponents and I'm happy to take any questions.

Yeah, the -- the -- the Rock Island Trail is a recreational trail for bicycles and pedestrians, and currently the trail is blocked by an overgrowth. IDNR does not want to maintain that, so the Village would like to take over the maintenance because currently traffic is -- the bike and pedestrian traffic is rerouted through town on -- on actual streets. It actually presents a safety hazard.

It permits retailers to use their credit card to make purchases from an alcohol distributor; extends the sunset on cocktails to go to January 2024; and also permits delivery of wine, which is unclear in the underlying draft that we passed. It also amends the retail -- retailers' occupation tax. Right now, we have bars who remit quarter monthly sales based on their sales tax -- average sales tax revenues, and this allows them to pay once a month and not every week until the end of the year. My sense is they will have to go through a process. It depends. You know, right now, this bill does define cost of business interruption. So it is… Yeah. The municipality sets the procedures and rules. And -- but it does begin to define business interruption, as you can see, caused by a decrease in revenue by closing or limiting access to these establishments that have been suffering for so long through COVID-19 and also if they have revenue decrease, and customer demand, as a result of the COVID-19 public health emergency. But I -- to answer your question specifically, I believe that that is up to every local municipality.

We don't -- we're not able to do this job if it isn't for our great support and help from our staff, and this was actually -- my colleague's staff in Chicago really wanted to do something special for our colleague, Senator Villanueva, and it's a surprise to her that we're doing a death resolution for her mother who recently passed. In the Latino/Latina/Latinx culture, our mothers find a very special place in our hearts. They are the boss - La Jefa, La Patrona. They're our -- we call 'em mommy, mamá, mamita. For Sara Soledad Villanueva was the embodiment of matriarchal leadership. She was an immigrant, a wonderful wife, and an amazing mother, who went to college and served her community. Everybody who had the privilege to know her said, "She was a wonderful woman." On Nochebuena, Christmas Eve, on December 24th, 2020, she -- Sara passed away, leaving sadness in all of our souls in those that knew her and loved her. Nonetheless, she left -- she left us with way more than that. She gave us a legacy of service helping her community. She taught us that perseverance and hard work not only pays off but creates a pathway for others to follow. And most importantly, she raised four wonderful children in Derek, Yesenia, Alex, and Celina with the greatest love - the love only a mother can give. Sara Soledad Villanueva was a fighter for the right causes. And fighters is what she leaves behind as her greatest legacy. We have the honor to serve with one of them, my dear friend, my colleague, mi hermana, Celina Villanueva. For Sara, I never had the privilege to meet Celina's mom, but I found out she actually worked a few blocks from my home in a clinic -- in a -- in a clinic that serves many people that do not have health care coverage. She leaves a -- a -- a lasting legacy in our communities. I wish her to rest in peace. And she will always be in our hearts and I know in the hearts of the ones that loved her, but she would always have an impact on -- on this building and in the State of Illinois in the legacy that she leaves with her daughter, an amazing champion.
