Yes, this resolution is actually in support of the Illinois State Board of Education, the six hundred and eighty-two superintendents of our eight hundred and fifty-two school districts, the IASA, IPA, IFT, and IEA, asking for a full waiver from the Department of Education for the mandated federal testing. What we can recognize here is that there has been a massive disruption in in-person learning and the last thing we want to do when our children return to school is spend time preparing for assessments that have questionable utility at this point because of the disruption, a use of resources that can be pretty expensive given what we know. There's going to be variability in the outcomes when you look at it compared to last year. And really, there's the moral imperative: Do we want our children to be spending time on assessments given the conditions of their social and emotional status? And so, with that, we are asking for the Department of Education to release an application for a full waiver from the State assessment per the Every Student Succeeds Act.

Thank you, Chair {sic}. Senate Joint Resolution 3 seeks to commemorate Dr. Martin Luther King Jr. by placing a bronze plaque at the renovated facility, the Armory, honoring the civil rights leader and the event in which he addressed the Illinois State AFL- CIO at their 8th Annual Convention at the Illinois State Armory on October 7th, 1965. The commemorative plaque will include the very words Dr. King spoke, sentiments of organizational progress, justice, democracy, and a faith in God. For me, this is an important and personal historic moment that combines the fight for labor and civil rights for all working people and how they need to be brought together. And I -- I -- I ask for an Aye vote.

I'd like to speak, Mr. President. I'm happy to join as a cosponsor on this joint resolution. I believe that it's important to memorialize Dr. King at the place where he gave what I believe to be one of the most important speeches that he gave, lauding the importance of labor and labor unions. My father is -- was a lifelong union person and I truly understand what labor unions have meant to this country and how they have worked to build the middle class, and I am a product of that middle class. Springfield is not only the city I have the honor of representing, it's my hometown and it is full of historic moments.
