But I would be remiss if I did not thank some other individuals who put in time and work to make not only the budget process work but all of our legislative processes work and that's our legislative assistants. I know my -- my particular legislative assistant, Chelsea Stecz, does a yeoman's job of leading -- leading the charge and making sure that information gets into my office but also disseminated to other Members just as all of our legislative assistants do similar to our district offices. So, I wanted to make sure I rise to thank them for the tremendous work that they do for us to make sure that we are successful on behalf of our districts. Thank you very much, Mr. President. Mr. President, I rise, today, -- to -- honor Pride Month for the State of Illinois. It's June 1st and for the month of -- the month of June people all across the State and all across the country are celebrating what it means to be a member of the LGBTQ community and what it means to be a friend, and an ally, and a family member of people that come from that community. I certainly, you know, feel a -- a -- an amazing amount -- of -- of honor and privilege to be the first openly gay Member of the State Senate. And want all of my constituents both those that come from the queer community and those that are friends and allies to understand that we are -- we are a new chapter in our States history that, right now, in 2021, we've got a General Assembly that really is starting to look a lot like the State of Illinois, and that is a wonderful thing. That is something that we should all celebrate. That's something that we should all be proud of, and it's something that we should -- we should continue to encourage over the next decade. Mr. President, I also want to say that, you know, Pride Month is -- is special for me for a lot of reasons. I mean, the people in the district I represent are going to be going to pride parades, and we're going to be celebrating, you know, just the story history of the LGBTQ 4  56th Legislative Day STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT community, you know, just to show their -- their -- you know, I stand on the shoulder -- shoulders of giants, people like, Lorraine Hansberry, people like, Barbara Jordan, Congresswoman from Texas. People like the Mayor of Chicago, right, is the first lesbian mayor of a big American city. And then also, people who are in the shadows, right, we've got people from, Mr. President, I would ask for a decorum. Thank you so much. We've got -- we've got those in -- in the LGBT community who are -- who are famous and who are on TV and who we know and who have that visibility. And we've got a lot of people who are in shadows. Some of my transgender brothers and sisters who experience epidemic levels of violence that often times, goes unaddressed and underreported. I'm just so honored, and you know, for this being Pride Month, to stand here shoulder to shoulder with my transgender constituents and let them know that I see you. I think that you're beautiful. I'm here to represent you and I can't do my job if you don't stand shoulder to shoulder with me and keep me accountable, right, because I'm here to represent you but I have to be -- but I have to be a voice for that community and I have to fight for them, as well. And I know that I've got a number of -- of new friends and -- and new family members in this Chamber and new allies who will be joining me in that -- in that struggle over the coming years and so I'm thankful for you, as well as, my allies and my brothers and my sisters. Mr. President, I also want to say that, you know, we often times when we -- when we talk about the LGBT community, we think back to when Matthew Shepard was murdered in Wyoming, twenty-five years ago, which -- which -- which shook me as a youth, who was was struggling to come out of the closet, at that time, and -- and to figure out who I was and -- and more recent acts of brutality 5  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 56th Legislative Day against the LGBT community really, really breaks my heart. I mean, this is something that we've seen and we want to continue to talk about that and -- and -- and come up with legislative responses and -- and other ways to show that that's unacceptable. But I also want to just talk about the things that we should be celebrating. We often times, we dwell on the things that are unfortunate but with the LGBT community there's just so many things to celebrate. We've passed historic legislation, in this Chamber, just this Session, SB 2133, I want to thank all my colleagues that voted for that legislation that will require ten State agencies to start collecting data around the LGBT community, which allows my community to be visible. We've been invisible for decades and decades and decades and I often say that we can't address systemic inequities if we don't have visibility to know what inequities we're trying to tackle. So that -- that's something that we should celebrate. We should be celebrating the continued work at the federal level around the Equality Act, and making sure that work places cannot discriminate against people from the LGBTQ community. We should continue to celebrate legislation across the State of Illinois and in other states across the country that prohibits the bullying of LGBT youth and all of our youth. We are -- we are going in -- in the right direction in this country and, Mr. President, it heartens me, on this first day of Pride Month, in 2021, to -- to be in this Chamber talking about that progress that we've made and I would ask all of my colleagues as we -- as we adjourn, in the coming hours and go back to our relative -- to our respective districts, to stand shoulder to shoulder with our LGBTQ brothers and sisters, they're in all of our districts, they're not just in the seventh district, they're not just in 6  56th Legislative Day STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 uptown and Lincoln Square, they're in Decatur, they're in Pulaski, they're in in Rockford, they're in the Quad Cities, they're everywhere. And often times, we're on the frontlines of social justice and we're -- we're -- we're leading in all specters of the community, we're in corporate board rooms, we are in advocacy organizations, we are in Church pulpits. We are all over our society, we're parents, we're brothers and sisters, we're veterans. We are -- we are -- we are all over our society doing great things and so, Mr. President, I thank you so much for -- for recognizing me, today. And I just want to, again, say that it is an honor to be here and to ask all of my colleagues to celebrate Pride Month. Thank you so much.

Senate Resolution 237 urges the Property Tax Appeal Board to deliver a report to us here in the Illinois Senate on or before October 1st, that examines the feasibility and associate cost of implementing a centralized property tax appeal submission platform for appeals to the Property Tax Appeal Board. As -- as anyone who's ever appealed their property taxes realizes, there -- in some counties there may be three different situations, in which, you have to put together your appeal or put together the records in order to conduct an appeal. Obviously, if we were able to put together an online submission system for -- it would allow 10  56th Legislative Day STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 taxpayers to submit those appeals one time and then they would go through the process at the various levels with just one system. So, this -- this resolution simply urges them to put together a report on the feasibility of adopting such a system. Thank you.

This resolution calls on Governor Pritzker to sign on to the more -- memorandum of understanding that there needs to be thirty percent of new trucks and bus sales to be zero emissions by 2030, and a hundred percent by 2050. This MOU is the largest multistate collaboration to clean up transportation pollution. And it's -- the resolution also calls, on the Governor to develop a State action plan in coordination with communities most affected by truck and bus pollution. Thank you.

Thank you, Mr. President. Senate Resolution 301 declares May of 2021, as the Trauma Informed Care Awareness Month, to be observed in conjunction with Mental Health Awareness Month. It, essentially, urges that policy decisions enacted by the Illinois State Legislature should acknowledge and take in to account the principles of trauma whenever possible, which will help facilitate a healing centered State. And in doing so, Senate Resolution 301 will help Illinois become the first declared healing centered State in the country. I ask for an Aye vote, thank you.

I just wanted to rise and recognize that May 1st commemorated Asian American and Pacific Islander Heritage Month in 1979 and has been celebrated as such since 1990, uplifting the stories of more than fifty distinct ethnic groups and more than a hundred languages that comprise Asian American and Pacific Islander communities. Illinois is home to more than eight-hundred and seventy-thousand Asian Americans and Pacific Islanders and the history of Asian Americans and Pacific 13  56th Legislative Day STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 Islanders is deeply intertwined in the history of the United States often fought with discrimination, exclusion, and violence. Despite the challenges, Asian Americans and Pacific Islander communities continue to rise to meet the challenges and have been a vital part of the development of Illinois and the United States in every facet of public life and towards the advancement of civil rights. And I just want to take a moment and thank the Body for their support of the Asian American community through the past year but also with the work that we've done this Session. As of February 2020, it requires COGFA to prepare estimates based on a variety of privilege tax scenarios. COGFA must deliver this report to the General Assembly by October 1st, 2021.

Thank you, Mr. President. This particular resolution is a policy priority of the Statewide Youth Advisory Board for the Department of Children and Family Services. And essentially, they want to acknowledge, in this resolution, the detrimental impact and restraint and seclusion that it has on children and young people. And what it does is establishes a unit -- united vision 17  56th Legislative Day STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 of safe trauma informed care for youth in crisis by encouraging child serving State agencies to prevent, reduce, and ultimately eliminate the use of restraint and seclusion with children and young people, only use restraint and seclusion as a last support. Only have staff members with training and experience to employ these interventions and to promulgate rules and procedures governing the use of restraint and seclusion to operate under the shared vision that restraint and seclusion are behavior management interventions of last resort and to work towards that reduction. Thank you, Mr. President. Although my name does start with a V, I'm not Senator Villivalam, -- I think I look better than he does. Senate Resolution 341, declares March 24th, 2021, as Equal Pay Day in the State of Illinois. It also declares August 3rd, 2021, as Black Women's Equal Pay Day, September 8th, 2021, as Native American Women's Equal Pay Day, and October 21st, 2021, as Latina Equal Pay Day in the State of Illinois. This is an annual 18  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 56th Legislative Day event to recognize paid discrepancies and raise awareness on this issue. Women have to work until March 24th, 2021, to make the same amount a man earned in the year 2020. Women continue to earn no more than eighty-two cents on the dollar compared to men for the same work. The pay gap is even greater for women of color. Black women earn sixty-three cents on the dollar and need to work until August 3rd. Native -- Native American women earn sixty- cents on the dollar and need to work until September 8th. And Latino women earn fifty-five cents on the dollar and need to work until October 21st. In Illinois, women actually earn eighty-one cents on the dollar compared to men. This gap has an -- has everlasting effects on women's economic security because it impacts a woman's ability to save for retirement and educate their children. The pay gap also doesn't just affect women, it affects their families and society, as well. The pay gap actually starts as soon as one year after college. Equal Pay Day was originated by the National Committee on Pay Equity in 1996. The day symbolizes how far into the year a woman must work on average to earn as much as a man earned in the previous year. Thank you.

Thank you, Mr. President, Ladies and Gentlemen of the Senate. SJR 8 is a resolution to memorialize the sacrifice of Illinois State Trooper, Richard G. Warner, by dedicating a stretch of Illinois Route 53, in front of the Illinois State Police District 5 Headquarters, in his honor, in Crest Hill, Illinois. Although yesterday would've been slightly more fitting, the day after Memorial Day is also a fitting for this resolution, as Trooper Warner was a late casualty of World War II, even though he was killed in Crest Hill, Illinois in 1969. Richard Warner joined the Navy during World War II. He served in both the Atlantic and 21  56th Legislative Day STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 Pacific theaters during the war. In the Atlantic, he served on the USS Algorma and in the Pacific, he served on the USSLSM 3-6-7 which took part in the ninety-eight-day battle to take the Island of Okinawa. After returning home and starting a family, he joined the Illinois State Police in 1957. After twelve years on the force, he was working out of the District 5 headquarters in April of 1969. He responded to a single vehicle accident on I-55, where a vehicle had struck the guard rail. He discovered that the driver was a fellow Navy veteran from World War II. What he didn't know, at that time, was that this particular veteran had had a nervous breakdown two years before and had spent some time in the VA Hospital undergoing treatment. In an effort to help him, Trooper Warner brought him back to the District 5 headquarters in Crest Hill, Illinois. The driver, while sitting in an office in District 5 headquarters, grabbed a service weapon and fired twice, wounding another trooper and fatally wounding Trooper Warner before turning the gun on himself. Trooper Warner's daughter is listening to us here today, Sharon. I've spoken to her several times and she was eighteen years old when her father was killed and she told several stories about her father that really demonstrated his selfless help of others and even his encouragement of her to pursue her dreams no matter what they were, including in fields that were traditionally male dominated in that time frame. The stretch of highway where District 5 headquarters stands, on Route 53, has already been consecrated by the life of Trooper Warner, in a way, far beyond, what we can do through this memorial. But, I ask, that we do what we can to honor his memory with this resolution, more than fifty years later. Senate Joint Resolution 28 designates the entire portion of U.S. Highway 20 in Illinois beginning at the Illinois/Iowa border and ending at the Illinois/Indiana border as the "Illinois Medal of Honor Highway" to honor past, current, and future Medal of Honor recipients from 31  56th Legislative Day STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 Illinois. The Medal of Honor is the highest award for valor in the nation, and is presented to veterans of the Armed Forces of the United States. One-hundred and eight Medal of Honor recipients were born in Illinois, two-hundred and nine recipients entered service from Illinois, one-hundred and ten recipients were laid to rest here. The Medal of Honor recipients with connections to Illinois have served during eleven wars, from the Civil War to current day, over a period of a hundred and fourteen years. The National Medal of Honor Highway expanding our nation between the Pacific and Atlantic Oceans will be created on U.S. Highway 20 honoring all the States recipients, as well as, all of our nation's current and future Medal of Honor recipients. At thirty-three hundred and sixty-five miles in length, USA -- U.S. Highway 20 is the longest highway in our nation. Its western terminus is New Port, Oregon, on the Pacific Ocean, crosses twelve states with eastern terminus in Boston, Massachusetts, at the Atlantic Ocean. Currently Oregon, Idaho, Montana, Wyoming, and Nebraska have designated U.S. Highway 20 as their Medal of Honor Highway. Iowa and Indiana are both taking up this legislation, as well, and we would like Illinois to join them in this -- in this same vein. I ask for a favorable vote.

Thank you, Mr. President. This resolution designates the section of Illinois Route 59 from Caton Farm Road to Illinois Route 126 as the "PFC Andrew Meari Memorial Highway". The resolution also requests that the Illinois Department of Transportation erect at suitable locations consistent with State and federal regulations, appropriate plaques and signs given notice to the name "PFC Andrew Meari Memorial Highway". Just a little bit about Private First-Class Andrew Meari. He was assigned to service in Afghanistan as a member of the 1st Battalion, 502nd Infantry Regiment, 2nd Brigade Combat Team, 101st Airborne Division. And while he was guarding an entrance point to the Combat Outpost Senjeray, on November 1, 2010, PFC Meari and a comrade intercepted a motorcycle riding explosive armed suicide bomber, who was trying to get into the American combat camp. Upon being intercepted the suicide bomber detonated himself, killing himself, and two Americans including PFC Meari. PFC Meari was killed in action in 40  56th Legislative Day STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 Afghanistan on November 1, 2010, under circumstances that saved multiple lives in combat outpost that was under attack. So, yesterday we took time to remember our fallen heroes for Memorial Day, and this resolution today, is again, another way that we can honor PFC Andrew Meari's service and sacrifice for our country. Thank you, Mr. President. It is highly fitting that the Illinois General Assembly pays honor and respect to those who have made a difference in their community and in Illinois. Brooks Edwin Tonn was born on August 29, 2007, the beloved son of Nora (Keenan) and Robert Tonn. Brooks Tonn grew up in Hinsdale, where he excelled in academics at school and in sports. He was always first on the field when his -- always ready for a pick-up game or watch the others play. He was the pitcher of his baseball team, quarterback of his football team, and he loved playing golf and going swimming. In December of 2016, Brooks Tonn was diagnosed with a rare form of childhood cancer. Brooks Tonn was always sure that all the kids were welcome in any game he played. Young Brooks Tonn lived by the motto "Have Courage and Be Kind," and his community rallied behind him and that belief. Brooks Tonn passed away peacefully on December 1, 2017, survived by his loving parents. He was the dear brother of Hunter, Griffin, and Scarlett, the cherished grandson of Nancy and William Brooks Keenan and Barbara and Donald Tonn. For the last three and a half years plastic cups in the bridges fence has spelled out "Brooks Strong" as a reminder to the Hinsdale community of young Brook's courage during his fight against a rare childhood cancer to which he -- he succumbed when he was only ten years old. Although his life was cut short, Brooks' contribution to our community was significant and profound. To honor his generous spirit, his family created the Brooks Strong Foundation and has provided funding for Pediatric Cancer Research while also giving scholarships to children and undergoing -- who are undergoing cancer treatment to cover the cost of sports or other activities. In Brooks' memory, I strongly urge the resolutions adoption.

House Joint Resolution 25 renames West Delmar Avenue between Pierce Lane and Valhalla Cemetery Road in Godfrey in honor of a fallen firefighter from East Alton, Jake Ringering. Jake tragically lost his life in the line of duty on March 5th, 2019. Jake started his career with the East Alton Fire Department, where his father and his grandfather served, but joined the Godfrey Fire Department District in 2010. Jake moved up to the ranks to lieutenant and a captain. He ranked first for his assistant chief and would soon have commanded his own shift. Jake's dedication impacted the lives of many. He was president of Godfrey Firefighters Local 1692, and taught fire science at Lewis & Clark College, and Max Fire Training. A natural leader and a trusted mentor, Jake was respected in the fire service. The oldest and most prestigious House office building is the Cannon Building, named after Joe Cannon. Time Magazine, the first issue, ever, the first cover, ever, of Time magazine featured Joe Cannon and talked about how he was basically, a one-person ruler of Washington D.C. Which is especially saying something to me, considering the President, at the time, was Teddy Roosevelt. Joe Cannon had an oversized role on this country. As amended, it did pass a hundred and seventeen to zero in the House. I would note, before, I address any questions, that there are some lingering issues with the Governor's Office, and specifically with DHS. I have some legislative intent language I'd like to read. DHS through our conversations, DHS understand the need to bridge the digital divide in Black and Brown communities and will need time to establish this program. The intent, of this bill, is to capture ARPA dollars, as a funding source. Once implemented funds received will be disbursed until exhausted. The House sponsor and I will work with agencies over the summer to discuss implementation and structural items that may need to be fixed via a trailer bill in Veto Session before the Agency can begin building out this program. So, I know there were some questions on this side of the aisle during committee. Hopefully some of the language will address that. Our goal is to work with DHS, work with the House sponsor, as we continue to go through the summer and Veto Session to address some of those lingering concerns as we get directions on ARPA funds. House Amendment No. 1 is a page and line amendment that removed language that would have prohibited the State from using budgetary maneuvers to sweep funding from the Supplemental Low-Income (Energy) Assistance Fund. The underlying bill has passed the Senate on April 21st and it's part of the overall energy package that we have talked about in our working group but I wanted to make sure that we were able to pass this piece of legislation as it deals with LIHEAP. It excludes households with incomes above sixty percent of the Illinois median income level from LIHEAP and PIP eligibility. It offers a priority LIHEAP application period to households with children under age of six and increases the monthly rate payer energy assistance charge. It permits energy assistance charges collected from utilities rate payers to be used to provide LIHEAP, encourages PIP program to spend at least eighty percent of its annual funding double the 2020 program, extends the PIP grace period for the participant nonpayment from forty-five to seventy-five. It declares LIHEAP and PIP must be available to all eligible low-income residents regardless of their income status and requires DCEO to submit an annual report to the ICC, General Assembly, and Policy Advisory Council regarding funds collected and allocated for PIP and other purposes. Mr. President, I believe this bill is necessary after 84  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 56th Legislative Day 6/1/2021 coming off of the COVID-19 pandemic. We've realized a substantial amount of energy consumers across the State of Illinois that have fallen within financial hardship. 6/1/2021 Thank you, Mr. President. Ladies and Gentlemen of the Senate, House Bill 2908, as amended, creates an elected representative school board for the Chicago Public Schools. Now, this is an initiative that has been around for about fifteen years. It has been a subject of many people who have served in this General Assembly. And about six years ago, I started carrying this legislation. At that time, I drafted a bill which looked substantially similar to a bill that was filed today, six years ago. It was debated in the House, extensively. It was amended, year after year, to reflect the concerns of Democrats, of Republicans, and it passed the House of Representatives three times by overwhelming majorities. It's in response to a movement that, in successive referendas in the City of Chicago, received over ninety percent of the support of voters voting in favor of an elected school board. It is not complicated. This is a -- a system of democracy where we are entitled to accountability over the course of elections to make sure that our government acts in a way that delivers the services to us that we demand. And nowhere is that more important than in the operation of our schools and the delivery of education to our children. That's what this bill does. Now, I won't belabor this. Suffice it to say, Chicago has never had an elected school board. Suffice it to say, the problems that have been created by the mayoral-controlled board in the City of Chicago have been numerous and profound. This is about creating 96  56th Legislative Day STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 elected accountability, just as every citizen in a democracy deserves. What is different between this bill that you see before you today, that is now amended, and the bill that has been passed five times in the General Assembly in preceding years? It still maintains a twenty-one-member board, twenty members elected from districts, so that we can ensure that every member of the board reflects the rich diversities of the City of Chicago and can represent every geographic region of the City of Chicago. With twenty boards {sic}, you limit the size and scope of the -- the constituencies in there, and limit the influence of outside money over the course of those elections. There would be one citywide school board president who would, by running citywide, would serve to create media attention and to educate the voters as to the issues of the school board. What's changed from that basic premise that has been around for six years, through the course of negotiations, listening to concerns, we have created a transition period from a fully appointed board to a fully elected board. So now, in this bill, the -- the -- there would still be a twenty-one-member board, but the representatives would be ten appointed and ten elected beginning in the 2024 election year, and the school board president would be appointed. So those appointed members, ten members of the board and the school board president would be appointed with the advice and consent of the city council, and ten members would be elected by the city from ten districts. In 2026, two years later, the ten districts would be turned into twenty districts and we would elect the full board and the school board president. Additionally, the -- the -- the board would commission an independent study to identify and recommend financial disentanglement for the Chicago Public Schools from the city's 97  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 56th Legislative Day finances, to make sure that we do that properly and do not have ripple effects by not handling those finances correctly. There would be a -- sorry, I'm trying to go through all the provisions in my head, I apologize. There would be a -- freezing up here. Okay, so, there would be a more -- thank you, thank you for my colleague here. One of the provisions that we added would be between the -- now and the 2024 election. There would be a moratorium on school closings until that new elected board is seated. There are conflicts of interest -- provisions that prohibit members of the school district, employees of the school district, or -- or those doing business with the school district, from serving on the school board. And, we would create a -- an official advisory panel that the Mayor would appoint members to, from the noncitizen community, to advise the board on how the delivery of education services affects the noncitizen community, ensuring that they have a voice. Now, these provisions were done in conjunction with moving several other pieces of legislation that are designed to address concerns. Chicago has a local school council system that has been somewhat diminished, in terms of their effectiveness and their influence. There are two bills, one by Senator Pacione-Zayas, one by Senator Aquino, that will be moving, in conjunction with this bill, that help to strengthen and empower that LSC process to ensure robust community involvement. Additionally, in order to address the issue of noncitizen participation on a more official basis, Senator Villanueva's Senate Bill 1565 will be assigned to committee and we will begin working in conjunction to advance that cause -- begin having hearings. We'll also work with the City of Chicago to address issues around noncitizen participation, and this is a commitment 98  56th Legislative Day STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 from me, and campaign finance reform to -- can further limit the influence of outside money. So that's what this bill does. It's very simply giving the citizens of the City of Chicago, the members of the Chicago Public School district, the same right that everyone should have in a democracy, elected accountability over their school board. Thank you, Mr. President. I -- I just want to share a few thoughts, just beginning with how deeply I feel about our education system. Our schools are part of the foundation of a self-governing society. They are charged with educating the -- and preparing the next generation. The role of school boards in this process is to provide leadership, policy direction, and oversight to drive school improvement, especially in disadvantaged areas. And school board members, they have a significant influence on determining the vision and direction of our local school systems. I have always supported an elected school board for Chicago Public Schools. And given the history of the district, I believe a transition period, until the board is fully elected is in the best interests of the students, the parents, and the teachers. So, when I talk about the history, I can only speak to my tenure here. 99  56th Legislative Day STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 So I will start in November of 1998, and since then, there has been nine CPS CEOs - nine. There's been eight CPS board presidents, and there's been five CTU presidents. And with that revolving door, it created a lot of chaos, in the City of Chicago, for the students and the families. And, during that time, the only thing I understood from them, was that they agreed to disagree, that they were going to disagree no matter what. That the relationship is poor and, in spite of all the kids who were failing and struggling, they were going to continue to disagree. And as we moved on, Renaissance 2010 was created, it was launched in 2004 by then Mayor Richard Daley. It was not successful. In fact, it was a failure to the City of Chicago, in many ways. The Austin High School that I represented, as I was the Chairman of this Senate Education Committee, when it was K through Higher Ed before it was even broken into two. Austin High School was closed, as a result of the Renaissance 2010, the only high school in the community, the only community pride that they had. During that time, CPS claimed that they created forty-nine new schools during this Renaissance 2010. But what I found was that ten were already developed in the beginning of the Renaissance 2010 initiative, and that twelve were in operation prior to, which left twenty-seven schools out of that. Twelve became charter schools, three are contract schools, and twelve more were performance schools. So, you wonder why the community activists, and you wonder why all the families were in an uproar, calling for an elected school board. Because there was not enough support for their children and the system was failing. But, for me, as a legislator and as a parent, I believe that the board members need to be directly accountable to the public. And, as elected officials, that we have a 100  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 56th Legislative Day 6/1/2021 responsibility to ensure that the CPS Board continues to function in the best interest of the community as a whole. And that brings me to the negotiations. The negotiations that began some time ago, this time around. Yeah, the bill's been around a very long time but, it was always inactive, it always volleyed from one Chamber to the other, it was always intentionally held up. But right now, we have new leadership that believed in a elected school board, our Senate President, our Speaker of the House, and our Governor. But getting to democracy is the process in which you get there and that's the problem that I have with this grand initiative. Eight-billion-dollar school district, the third largest in the country, over three hundred and forty thousand children. This has zero to do with politics. But we make it all about politics. We make it about, "I can't go home without it; I'm concerned I will be challenged; I will have opposition". You'll have opposition, when you don't do right. When -- when you don't really work towards making sure that you're creating the best environment for your constituents, you're trying to allow them to live a very prosperous life that's when you get challenges. This bill, right here, we were working on it. I was invited to participate. But, then, suddenly, something happened. And I need to say, for the record, I carried Senator -- excuse me, Mayor Lightfoot's bill. It was so that the process could include the voices of the ones who would be implementing. You cannot expect to have a good relationship, if you don't include everyone to the table, and, especially in education. I've been doing that for twenty-two years. I brought the education stakeholders to the table, I know how they function. I said that to the Senate President, I offered my support. Mayor Lightfoot's bill is not 101  56th Legislative Day STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 good enough, Senator Martwick's bill wasn't good enough, the bill that you have before you, it was on its way, it was clearly on its way, until we woke up yesterday. That's what you call the last hour or the last day of the last hour. That three items in this bill wasn't even negotiated, that's why he couldn't think of them, they just popped up. So, we've been talking and working for over a month; four, five, six weeks on what we have before us. But let's add some additional items and not allow anyone else to have input or say, that's the problem. It's not the fact that we need an elected school board or that I don't support it, it's the process in getting there, it's the institution, it's what we are all governed by, it's the reason why we all raise our hand and take an oath. That's what this is about for me. It's about the kids in Chicago that I don't have, none of them are my children, personally, but they are my children. I have fought for CPS children for twenty-two years. And I'm not going to allow anyone to tell me, because I'm not a resident, or because I wasn't a student that I don't have say or input in this process, I've earned it. I worked very hard around creating a equitable, quality education for all children and especially children who are voiceless. And what this bill is doing is leaving their parents out. They can't compete. And we had an opportunity to fix that, to get it right. We had an opportunity to create a real democracy. Democracy doesn't have to always be ugly, it's what you make it. This bill is just a little short, just a little, because it lacked compromise in the last hour. Otherwise, I would've been happy to stand here and say this is the best that we could do, but it's not. It's not the best that we could've done, it's what we're presenting. It's what we're presenting to the three hundred and 102  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 56th Legislative Day 6/1/2021 forty thousand students that depend on it. It's what we presenting. I, actually, was a preschool student in Chicago. I forgot to tell that. I don't know if that'd count for anything. I don't know. But what I do know, today, is that I'm conflicted. I'm terribly conflicted, because I want what's best for the kids, I really do. I want what's best for their families, and their parents, the taxpayers, them who's tax capped, who paying an abundance of money for properties that aren't worth what they should be. I want to help them. But we haven't even resolved, if the City pulls out of paying the contribution that their making, how we're going to fill that hole? We sure as the heck don't have the money here. We barely could fund the evidence-based funding model at three hundred and fifty million dollars, and I believe their number is somewhere around five hundred million. How do we fix that? What's the rush? If you haven't had the bill in fifteen years, you don't need the bill today, if it's not going to solve the problem that you're trying to get at. So I can't even ask you to vote Yea, Nay, Present, because, heck, I have no idea, in this very moment, what to actually do. Because, all I know is, I want what's best for the kids. And I want this institution to be the best that it could be and, right now, it's ugly.

Thank you, Mr. President, Ladies and Gentlemen of the Senate. Says -- been a long and -- and difficult process. As we've learned, democracy is never as clean, as effective, as we'd like it to be. In fact, there's an old saying, that democracy is the worst form of government there is, but the best one we've got. This is not 103  56th Legislative Day STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 an issue where anyone who has an opinion on this is ever going to make anyone happy. We see that often in democracy, is that we have competing opinions and trying to find something that satisfies everyone, is nearly, impossible. This is a compromise. I imagine that it is not going to make either side completely happy. Those in support of an elected school board have been fighting for over fifteen years feel they've been denied it long enough and want it instantly. Other people would like to see it never have a system of democracy in the Chicago Public Schools. Is this the perfect compromise? I don't know that I've ever seen one. But this is a good compromise that gives the City, the residents of the City of Chicago, what they deserve which is a fully elected school board and creates a period of transition to ensure stability. It's been a long struggle. I'm very happy to be here today. I'm happy to see that there's an opportunity to finally bring this there. I would like to thank everyone who has been patient with my work on this and who have been so supportive of me. Every member of -- I mean, from -- from the very beginning to the very end, the coalition of neighborhood groups, the grassroots education movement, that have been advocating for an elected board, that work has helped elevate this issue and bring it to the attention of people throughout this State so they know the importance of this. Speaker Welch and Leader Ramirez, on the other side of the aisle, for their work on that and ensuring that this has a path through the House of Representatives and finally, after six times passing through Chambers of the General Assembly, a legitimate chance to wind up on the desk of a Governor who has indicated he is supportive of this issue. I'd like to thank our staff who have worked so hard. These have been difficult negotiations, they've 104  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 6/1/2021 56th Legislative Day been there drafting, trying to help us strike a compromise, as difficult as it may be. I'd like to thank, especially the Members, some of the Members of -- here in the Chamber who have really been there. I'm not going to name you, you know who you are, I'm grateful for your love and your support and your counsel through this very, very difficult time. So, thank you. And I would like to thank President Harmon. There was no easy path in this. I appreciate your efforts, I appreciate our honesty and your openness about this. This was difficult to do. I know there are some unhappy people here, but I'm grateful for your commitment to a fully elected school board for the Chicago Public Schools and the ability to run this legislation. It's really quite simple, folks, it's about democracy, not democracy for some, democracy for all, that's what our country is supposed to provide for us. It's time for the people of Chicago, the citizens, the residents, the people who go to these schools, the students of these schools, to have that same accountability that everyone has. Please vote Yes.
