Retiring from LIS at the end of December, there is a special 4 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 115th Legislative Day 11/30/2022 gentleman here, Kevin McCreight. Kevin, is right over here. We want to thank him for his service, and we want to talk a little bit about Kevin today. Kevin's one of my constituents. Kevin has had the titles of messenger clerk, mainframe data processor, mainframe operations supervisor, systems group, desktop support, lead property control officer and systems group service administrator. Kevin went to Lanphier High School and graduated there in 1986, worked at Boone's Saloon for a while after being hired at the State of Illinois Legislative Information Bureau on September 1st of '86, as a messenger clerk and delivered all kinds of different reports. Then he became a data processor in the mainframe days, putting all the different reports to be printed out for delivery. Kevin was also a supervisor of the computer staff room after being hired in the LIS systems group as a desktop support. He served many years at LIS and has worked at LIS over the 36 years. Kevin's mom, Prudie, worked for the State Senator Doc Davidson, back in the day. Many of the Senators on the Floor today, have seen Kevin on the Senate Floor over the years with his laptop and Floor support. And if you ask anyone that has known Kevin over the years, he's well known for his great sense of humor, quick wit, practical jokes, and is very good at telling jokes. Should have been a standup comedian for sure, and he's the biggest Ford fan you'll ever want to meet and has owned many Ford Mustangs over the years. Kevin is devoted and loving husband, father and grandfather to his wife, Sonja, three sons Aaron, Brandon, Cory and his two daughters, Shelby and Marley, and to his many granddaughters and grandsons. And today, on behalf of the Illinois State Senate, we'd like to say thank you for your service.

Thank you, Madam President. Ladies and gentlemen, I'd like to take just a moment here to recognize Cathy Scaife. Cathy, for those who know, Cathy is retiring, today is her last day of working with the State. And I just want to tell you a few things about Cathy. Cathy has really had a lifetime of public service working for the 10 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 115th Legislative Day 11/30/2022 State Department of Revenue. She worked at IDOT. Some of you may remember, Larry Bomke, Senator Bomke. She was Senator Bomke's district office - ran his district office. And I've worked with Cathy now for ten years. More on that in a second. Cathy has a wonderful family who I've got to know over the years. Her husband Rick, who's retired from IDOT and she has two children, Josh and Jessica. Jessica is with us today and Josh's fiancée, Cheyenne, is with us today. Cathy is a super proud grandmother these days and good for her for that. Right. I mean, what a what an awesome responsibility. I remember and one of my first end of Sessions when a colleague at the time, whomever it was, stood up and talked about his or her legislative assistant. I wondered, you know, it was very personal and touching. And I wondered about the relationships that we may form. Right. I was new then. And, so, I was just taking in what this colleague said about the legislative aide. By chance, I met Cathy ten years ago. And it was literally by chance, we were assigned together, and we've had an awesome run together. She is the reason why I often say she's the reason my heads on sort of straight. It'd be a lot more crooked without her just helping with all of the day-to-day things. I know all of you have the folks around you that help you. Cathy is my number one who's helped me over all these years, and she's affectionately known around our caucus and with some of you as Mama Scaife because of the manner in which she takes care of everybody. In a true testament to that is when I complained about the lack of food around here and she started showing up with fruits and vegetables because they said there's too much pizza and pasta. So I have these colorful lunches and some of you have joined in eating those. Cathy, to me, is a very dear friend. And coincidentally, she 11 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 115th Legislative Day 11/30/2022 celebrates a very special day tomorrow, which is her birthday. And I just would ask all of you to join me in recognizing her. And though I'll miss her here in the Senate, she will always be a friend to me and to the Barickman family. It increases the small purchase threshold for construction procurements from a hundred thousand to two hundred and fifty thousand, makes changes in the utilization plan provisions to give contractors ten business days to cure certain paperwork errors, increases the cap for BEP businesses from seventy-five million to a hundred fifty million, exempts higher education software, license extension and maintenance agreements for software purchases from the Procurement Code, if they are originally solicited through the code, broadens the medical exemption to allow for related and necessary parts and accessories needed to fully utilize the exempt equipment -- exempted equipment, exempts procurement expenditures made outside the United States for international student recruitment, allows the Universities of Illinois to continue renewing certain 16 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 115th Legislative Day 11/30/2022 investment portfolio contracts as long as there are public hearings with notice, increases the property tag threshold from five hundred to a thousand or more purchase price for emergency procurements, it removes the emergency extension hearing requirement but requires the extension to be posted for seven days before the extension is executed. Aligns State University travel reimbursements with federal reimbursement rates. I know of no opposition. I'm happy to answer any questions.

House Bill 1587, as amended, makes corrections and adds some flexibility to various boards and commission appointments to ensure that all the boards are operating as intended and completing their work as expected of them. So, we went in great detail, all the different boards and many of them it's just a term limit change or a technicality. But the two boards that elicited the most discussion were the Fire Owners Identification Card Review Board and the Concealed Carry Boards. And what this bill would do is we would 18 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 115th Legislative Day 11/30/2022 provide additional flexibility for -- to allow additional members to serve on those boards. And we would replace the current language that requires that a judge be appointed to this, that a state's attorney, that a public defender, that a psychologist, and that a member of the United States Department of Justice Drug Enforcement, the DEA, or the Department of Homeland Security or the FBI, be one of the nominees. This would broaden that field and it would say that the member shall have actual experience in law, education, social work, behavioral sciences, law enforcement or community affairs, or a combination of all of those areas. So it gives greater flexibility and allows more people to be eligible in the pool to be considered for an appointment to these boards and commissions. So, we had significant discussion. This bill passed on a bipartisan roll call. I'm happy to entertain any questions. No. Did I say bipartisan? I meant, it was a partisan roll call.

Thank you, Madam President. I just want to clarify for the Body the opposition that was discussed in committee, really results from the fact that the -- the work done by this legislation seeks to undo some of the bipartisan work that has been done before, including on the FOID and CCL review boards. Specifically, the law today provides for specific requirements for those who serve on 19 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 115th Legislative Day 11/30/2022 those boards, whether they be prosecutors or public defenders or otherwise, they are defined by law who the Governor must appoint to those boards. This legislation removes those specific requirements and puts in place much more broad requirements that seemingly result in anyone qualifying to serve on the board. What that means is that the legislative Body is effectively giving to the Governor unrestricted discretion as to who sits on this board. When this topic came up in committee, the sponsor responded that, ultimately, the Senate confirms gubernatorial appointments, which, as everyone probably in this Chamber knows, has been a point of contention, at least for this side of the aisle. And I suspect for some on that side of the aisle, that process has not been followed very well. So, I rise in opposition to the bill solely for the point that I would urge the sponsor to remove that provision. If she won't, obviously it'll go to the House where I understand there is concerns from some House Democrats because of that, the nature of the historical bipartisan agreement as well. The City will transfer to the State and alleyway within the State Capitol complex, and CMS will then transfer that to the Secretary of State. And it also transfers property from the Department of Natural Resources to the Rend Lake Conservatory District for 531,670 -- 667 dollars, which shall be deposited in the Park and Conservation Fund. And lastly, it amends a land transfer pass this General Assembly to give greater flexibility to the Lockport Fire Protection District for property they plan to use for a public purpose. Because, as we know, that issue is tied up in the courts. And in my opinion, it is perhaps going to be called - - be unconstitutional under the Federal Constitution.
