I'd like to recognize Ashlyn Deakin. She started with the Senate in 2014 as a Legislative Assistant for Senator Heather Steans. She helped Senator Steans through the legalization of cannabis, organizing all the meetings and keeping the opponents and proponents calm while waiting to see Senator Steans. She also helped Senator Steans shepherd the State through the budget impasse and was with her when the State finally ended the impasse in 2018. Ashlyn more recently has been the assistant for Policy and Budget staff, and she's going on to lobby where we wish her the best of luck. Next Friday is her last day, and I just wanted to recognize her for all her work that she's done in the Senate. I do have a 3 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 5th Legislative Day 1/25/2023 little personal note there. When I started and my new LA started, she was also very, very helpful and we wish her the best of luck.

Thank you, Madam President, Ladies and Gentlemen of the Senate. Senate Resolution 26 is an amendment to our recently adopted Senate Rules. The primary changes are born of a situation which I don't think has ever been described on the Senate Floor. We just don't have enough lawyers. So, we are proposing to return to the practice from twenty years ago, where the Judiciary Committee has jurisdiction over both Civil and Criminal Law. So, 4 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 5th Legislative Day 1/25/2023 we would dispatch the Criminal Law Committee for the time being in this General Assembly. We would also make some other accommodations because there are so few lawyers in the General Assembly. I think it is reasonable to expect that both Leader Curran and I will be Members of the Judiciary Committee. We would amend our rules to allow the the two caucus leaders to substitute ourselves on committees, even if we are in the building, a departure from traditional Senate practice. We're also restoring a rule, we used to have, that allows the Committee on Assignments to make direct assignments to subcommittees of a committee once they've been created by the Chair. Again, this is not exclusively for the Judiciary Committee, by any means, but a recognition of managing our workflow. I'm happy to answer any questions you might have, but I'd ask for your support in amending our rules.
