Thank you, Mr. President, Ladies and Gentlemen of the Senate, the bill, as amended, establishes the definition for personal information and requires a license repossession entity of vehicles to erase all personal information stored on a vehicle system before the vehicle is released. Senate Bill 800 also extends the repeal date of the Collateral Recovery Act from January 1, of 2027 to January 1st of 2023. This bill has been really worked on and vetted and debated. We believe that we moved -- removed all opposition, had thorough conversations and supports from the trial lawyers and the community bankers to come up with those amendments that we drafted. So, I'm proud of this legislation. I'd be happy to answer questions.

Yes. Thank you, Mr. President. What this does is it sets up a statewide recycling needs assessment. The bill creates an Advisory Council that breaks down the makeup of the council by industry interest groups, and additionally, it permits the use of solid waste management funds to support the statewide recycling needs and assessment. This is still a bill in progress. We've got another amendment that we'll attach in the House, but I think this is a good first step. If we're really serious about doing a statewide recycling effort and we have to get all the stakeholders at the table. So, I'd appreciate support on this and look forward to answering any questions.

She is sort of a woman of mystery. She goes on horseback riding adventures to sniff out foxes. She wants to have a boat one day. She gets extremely embarrassed when she's recognized for her hard work because she is that good. 14  STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 45th Legislative Day 5/5/2023 Thank you, Mr. President. Senate Bill 423 amends the Unified Code of Corrections and makes a number of changes to the law related to mandatory supervised release. It represents an agreement by -- between several criminal justice reform groups and law enforcement. It does a number of things, as I mentioned. I'll -- I'll highlight just a couple of them. It expands education and training credits for individuals and mandatory supervised release. This is something we want to encourage people -- people to get job training, to get educational credits, to move them on, move them out of mandatory -- mandatory supervised release and to becoming productive citizens. It establishes quarter -- quarterly reporting requirements to help with transparency. I'll explain a little bit more about that in a second. It changes the drug testing provisions in a way that aligns them with what is now the common practice. It allows for virtual reporting for MSR participants. It also removes some outdated language related to Juvenile Justice provisions, which have now been assumed by the Department of Juvenile Justice. One thing I do want to note, we found out yesterday in committee that AFSCME has some questions about the quarterly supervising reporting elements of this bill. They wanted a chance to take a look at those things and maybe adjust them by a few days. We do not have language back from them on an amendment, in that regard yet. But given the late time and dates, we want to move this bill over to the House and we're certainly willing to accept any sort of reasonable amendment from AFSCME in the House. Thank you, Mr. President. House Bill 3162 amends the Police and Fire Annuity and Benefit Fund of Chicago Acts. It seeks to close what I think is a loophole in current State law that denies Chicago police officers, firefighters and paramedics the same sort of COVID protections that we extend to all other first responders and other frontline workers in the State. You may have recalled back during the height of the pandemic, the workers compensation agreed bill process was put into place and we came up with a solution to a problem we were all facing during the COVID lockdowns because we know so many of our essential workers had to go to work and in turn expose themselves to the coronavirus. We had to come up with a way to deal with that. And the way we did is we set up 17  STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 45th Legislative Day 5/5/2023 what was called a rebuttable presumption in the law that assumed if you got sick, if you contracted COVID, you did so at work unless the employer could prove otherwise. This, as I said, was extended to all essential workers in the State. The one problem, the loophole, I mentioned, is Chicago firefighters, paramedics and police officers are not covered by the Illinois workers compensation law, so they did -- were not afforded these protections. This has had some pretty dramatic negative results for a number of Chicago firefighters and police officers. You may be aware that our State Comptroller, Susana Mendoza, has been at the forefront of championing for this legislation, and that's because her brother, a Chicago police detective sergeant, contracted COVID while he was on the job before vaccinations were available after he worked 17 straight days, he got very sick. He was hospitalized for weeks. He lost his function of his kidneys and has suffered a whole host of maladies due to long term COVID. He -- because he's now part of the State's workers comp system, he had to apply to the Chicago Police Pension and Annuity Fund to receive benefits, and his full duty disability benefits were denied by that body. As a result of that, he is only going to get about 50 percent of his pay for I believe it's a five-year period and will lose his health insurance. This is an injustice that we have to correct. This bill will help correct that injustice by requiring the Police Pension and Annuity Board to afford him the same benefits that all other State workers are afforded who contracted coronavirus while they were on the job. And it's not just Sergeant Mendoza. There are a few dozen other police officers, firefighters, and paramedics in Chicago, who are in the same position. Thank you very much, Mr. President. Ladies and Gentlemen of the Senate, HB 2131 creates the Zero Traffic Fatalities Task Force. This legislation provides that the Secretary of Transportation shall establish and convene the Task Force on or before July 1st of 2024 and submit a report to the General Assembly on or before January 1st, 2025. And that report will need to include the detailed analysis of existing practices around speed limits, reduction of speed limits, steps to eliminate vehicular pedestrian and bicycle fatalities on roads, and the impact of local bicycle and pedestrian plans. This legislation was brought forward by my new State Representative, Hoan Huynh, and is directly responsive to the outcry that we've seen in our district and in districts around the State, because there have been a number of bicycling fatalities that have been reported on by the press in recent months and recent years. So, I think this is -- this is absolutely a step in the right direction. It's really important. It'll help IDOT to inform a lot of their planning around bicycle infrastructure. And also, this is in -- in honor of Lily Shambrook, who is a constituent of mine, who was a two-year-old toddler who was killed, unfortunately in uptown last summer -- mom was biking and was hit by a truck. And then Ralph Cardenas and Lincoln Square, who was a three-year-old who was hit on a side street by another vehicle. I know of no opposition and would urge an Aye vote. Thank you, Mr. President. As you know, with pandemic and even before the pandemic, sometimes employees who work in hospitality are sometimes mistreated and sometimes abused, in a way. And so, with House Bill {sic} 220 (2220), this amends the Innkeeper Protection Act. It provides that a proprietor or manager of a hotel shall not reject a guest while they're in a hotel located -- well, this -- this is for individuals who -- there. But the bill makes sure that the manager or the proprietor are able to remove people from the hotel who are abusive to the employees. But we amended it to make sure that it was clear that it isn't going to be used to remove people who live at the hotels and will -- and reject them from staying. And then it also provides that a proprietor or manager of the hotel should not use these provisions to terminate the lease of a permanent resident without going 26  STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 45th Legislative Day 5/5/2023 through the appropriate legal process required to lawfully terminate such lease. And it also provides that this Section does not limit any rights or protections, a permanent resident may have under the local, State, or federal landlord or tenants law, or housing laws. And then it also addresses overly restrictive aspects of the Uniform Environmental Covenants Act and brings it, as I mentioned before, more in line with the national model that we have been -- that have been adopted at numerous states, including in our region.

Thank you, Senator, for the question -- question. Let me give you some background information and then hopefully to address your concerns. So, the Illinois Environmental Covenant Acts allows parties conducting environmental response projects. So, for example, cleaning up a contaminated site to create these covenants to prevent exposure to contamination and provide long term protection of human health and the environment. And then I -- I do have an example for you. If groundwater contamination is presented at a site, an environmental covenant may be used to prohibit the installation and use of wells as people do not use the groundwater as a source of drinking water. And so, currently the Illinois Uniform Environmental Covenant Acts allows for the creation of environmental covenants only on a limited number of sites, i.e. 30  STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 45th Legislative Day 5/5/2023 superfund sites, federal sites being remediated under the Comprehensive Environmental Response, Compensation and Liability Act. So, this limitation prevents the creation of environmental covenants at other sites where they would be useful. So, for another example, and I mentioned this just a few minutes ago, the City of North Chicago owns a hazardous -- hazardous waste landfill that would likely redevelop. However, certain levels of hazardous waste remains -- remain on the site. So, under the amendments provided by the bill, the City could create environmental covenants to help address contamination and provide long term protection. And I'm going to use this phrase again to human health and the environment.

And just to let you know, too, I mentioned that a number of states in our region have adopted this -- these covenants, too, and that includes Iowa, Missouri and Kentucky and to a lesser extent, Minnesota, Wisconsin, Michigan and Ohio. And although I understand your concerns, there are no concerns with the Illinois Farm Bureau. And I don't think that this -- and I do understand, just to be clear, the ramifications and I'm very comfortable moving forward with this legislative measure.
