Thank you. Thank you, Madam President. So, this is a bill that I've been working on with the House. It's a bicameral, bipartisan problem. We have all been hearing about these issues, about licensing of folks in our districts. And this is the bill, hopefully, that will repair some of those problems. The IDFPR has spent months finding a replacement for the State's outdated -- outdated licensing system and entered into a master contract that just recently, fell through. The IDFPR will be streamlining this process through this bill passage. The IDFPR has also implemented all kinds of other ways to streamline the process, but it's still taking professionals anywhere from 3 to 9 months for their license or their registration to be approved or renewed. So, House Bill 2394, Senate Floor Amendment No. 2, addresses the backlog of licenses and registrations. It creates an expedited competitive bid procurement process for software, which will finally modernize the way, in which, IDFPR handles licensing. It requires the Department to extend the expiration date or renewal period for any profession licensed by the Department, if the Secretary finds that there is a significant operational need to do so. What it should 24 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 65th Legislative Day 11/7/2023 do is allow people to get licensed in a much faster way. It should be much more efficient and hopefully clear up some of the major problems that we're all seeing in our offices. This will require the Department to come up with a Procurement in 90 days. So, we will be watching this, making sure that this is implemented and hopefully will take care of all those problems that we've all been hearing about. Thank you, Senator, for taking up this issue. We have all heard about the problems at this particular Department. So, I do agree with you, this is a bipartisan resolution. My question to you is, and we heard from the Director when we met with them, I believe he was in Springfield last time we were here for Veto Session. He said that they are they were not able to access the allotted funds available to purchase the software needed to process the license, because of their inability to go through the procurement policy to use the funds. Does this bill alleviate that issue? So, they can access the funds that are set aside to buy new software in order to process the license? PRESIDING OFFICER (SENATOR HOLMES) Senator Glowiak Hilton.

Thank you, Madam President. This amendment is a clean-up bill from Senate Bill 1515. What this bill does is that it amends the Right to Privacy in the {sic} Work (Workplace) Act. It prevents an employer from imposing work authorization verification requirements that are greater than those required by federal law, and bars employers from taking any adverse action the employee based on receipt of the notification. Senate Amendment 5, what it does is basically it clarifies the application of the law, and also, makes sure that federal privacy laws are followed in the Act. We've worked very well with the opposition, with the Illinois Chamber of Commerce to get to neutral. This is a good bill, and we have no opponents.
