She plays a critical role in our success collecting and delivering critical information for Senators and staff alike. Thank you, Mr. President. So, this bill does two things. It ensures that no child will be held responsible to any intent for abuse that endure. The bill does this by providing the damages may not be reduced to arbitrary contributory fault to a plaintiff who sues for personal injury based on a childhood sexual abuse. Second, the bill provides that childhood sexual abuse is per se harmful. A plaintiff does not need to present any additional evidence of harm in a personal injury action based on a childhood sexual abuse, other than the evidence of sexual abuse. This bill was brought from the House due to an incident that -- due to a matter that happened back in 2019, where a young woman filed a lawsuit against the Chicago Board of Education and a Chicago Public School employee for various forms of sexual misconduct, including repeated sexual assault. in the course of this lawsuit, a CPS expert psychiatrist testified that not all childhood sexual abuse is traumatic. And in her words, it depended on the details and what actually happened. So, this bill is to -- to fix that. State administrative hearings are utilized by many from workers who have suffered wage theft to small business owners who are having an issue with their license. These hearings are a key -- a key course of action to ensure individuals can access benefits and their rights under State law and protects due process rights and State hearings and agency hearings. This bill is fundamental for securing access to vital State resources and will strengthen and codify into State law federal protections for Illinoisans across our great State. Language should never be a barrier that prevents individuals from having access to resources and their State government -- that their State government offers. I'd be happy to answer any questions.

Thank you, Mr. President. This bill is a course correction to combat the opioid epidemic. In 2016, states began instituting policies that severely restricted the prescribing of schedule two opioids. Doctors became reluctant to prescribe opioids to chronic pain patients for fear of being criminalized or losing their license. As a result, patients with a legitimate need for these drugs are at risk of self-medicating and putting their mental and physical health in jeopardy. This bill allows doctors to make their prescription decisions based on the needs of their patients and reflects updated CDC guidelines. This bill does not prohibit payers from applying safety edits to help mitigate fraud, waste and abuse. I know of no opposition and would ask for your support.

I'll describe those three elements of the bill. One, clarifies that property tax exemptions can be granted to parking facilities for a non-for- profit trade school. A second provision, allows municipalities in Cook County to apply to the county clerk to retroactively abate property taxes for a property that is in a special service area. And third, there is a provision that clarifies a township mental health board may levy a tax through a citizens-initiated referendum, and not just through a referendum that was initiated by the Board. 15 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 126th Legislative Day 11/20/2024 Thank you, Mr. President. Senate Floor Amendment No.1 to House Bill 4636 is the revenue cleanup omnibus. It is not a microbus, nor is it a minibus, it's just a regular omnibus. And it does several things, it actually updates the actual dates and reflects the actual dates of some of the provisions of the previous revenue package, particularly pertaining to the credit for wages paid to returning citizens by making sure that the total credit allowed to taxpayers, with respect to each qualified returning citizen, can't exceed $1,500 before December 31st, 2025. It also changes or -- makes changes to the Live Theater Production Tax Credit Act by removing barriers of entry, including built for clause and creating tiered application for equity purposes. It also makes some changes to the Musician -- the Music and Musicians Tax Credit and Jobs Act by streamlining the process for programs, which again, we're working on with DCO to make sure that it is in line with other programs through the Department. It also makes some changes with the Retailers Occupation Tax Act by removing provisions regarding tangible and intangible telephone and telecommunication services under prepaid telephone calling arrangements. It changes the Lease Tax Trailer Returns Act by requiring all lease receipts received by the lessor be reported, and tax be paid to a single return form. And then finally it changes the Tobacco Production Tax Act by requiring licenses issued by DOR to be valid for a period that does not exceed one year after issuance. It's just clean up language that just needed to be done. So, thank you.

Additionally, the survey shall inform strategies and costs related to the Child Care Development Fund and the GRF for the purposes of promoting workforce recruitment and retention. This is trailer legislation to Public Act 1030671, which loosened the requirements for service of process in Cook County by permitting plaintiffs in all counties, formerly all counties except for Cook, to use a licensed private detective agency to 24 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 126th Legislative Day 11/20/2024 serve process without a court order. Under the Public Act there were certain responsibilities that were placed, including the payment of a fee to the county sheriff's office. However, the legislation did not create a structure for how that fee would be collected, dispersed, or administered. This sets out those -- that information. I know of no opposition. I'd be happy to answer any questions and respectfully ask for an Aye vote.
