3  STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 2nd Legislative Day 1/9/2025 Ladies and Gentlemen of the Senate, Senate Supplemental Calendar No. 1 is being distributed to the Members desks. We'll give the Pages a moment to make sure the schedule is distributed, but on that Order is Senate Resolution No. 4. We'll turn to Leader Lightford in a moment. Ladies and Gentlemen of the Senate, we'll turn to the Order of Senate Supplemental Calendar No. 1, Senate Resolution 4. Mr. Secretary, please read the resolution.

Leader Lightford, on Senate Resolution 4.

Good morning, Mr. President. Thank you. Senate Resolution 4 encompasses the rules for the Senate of the 104th General Assembly. It retains the rules of the Senate of the 103rd General Assembly with the following substantive changes. No. 1, we will remove references to special committees of the redistricting Committee, since the redistricting committee is no longer a standing committee of the Senate. Two, we will remove the Early Childhood Education Committee and add the Committees on Child Welfare, Commerce, Consumer Protection, Criminal Law and Pensions. Three, we will specifically require Senators to avoid threats, inciting violence or other assaults in debate. Four, in the last GA, the Senate required the request for a verification be made prior to putting the question to the Senate, because the Senate was not meeting in the Capitol. While the Senate is returning to the Capitol, there is still significant construction and Members scattered throughout the complex. For that reason, the rules for the 104th GA continue the previously established verification practice at this time. 4  STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 2nd Legislative Day 1/9/2025 Five, it replaces the residential address of appointees on the Senate Appointment Messages with the county of residence for the appointee. And lastly, it would update the Senate stopgap parliamentarian practice to the 2010 -- from the 2010 to the 2020 edition of Mason's Manual of Legislative Practices. I'd be happy to answer questions, Mr. President.
