Mr. President, colleagues, I am thrilled to welcome back to the Senate former -- former State Senator Tom Bennett. There he is over there, working the other side of the aisle. As all of you know, Tom had a long, distinguished legislative career and he capped it off with two years in the upper Chamber. We were sad to miss Tom in his last days, in the General Assembly during lame duck, but I got a commitment from Tom that he would come back and visit us. Tom was as well known, as a legislator for his kindness and compassion as he was for his legislative skills. We miss him. Tom is, accompanied today. Senator Bennett's accompanied today by his wife, Kathy Bennett, his district director, Morgan Caracci, and his one of many drivers, but certainly his most frequent driver, Dennis Fisher. Thank you, Mr. President. I am excited to recognize a provider in my district, Eagle Ridge of Decatur, who provides care to seniors. Gardant Management Solutions, Inc., is a mission driven company focused on serving older adults of all incomes and adults with disabilities. They operate assisted living, supportive living, and memory care communities throughout the state, from the inner city of Chicago and the surrounding suburban area to metropolitan and rural areas in northern, central, and southern Illinois. Since opening its first community in 2000. Gardant has been dedicated to enriching the lives of residents by providing them with love, compassion and dignity they deserve. In addition to the personal assistance, help with medications and support services they need. Well, today I have with me, and I have the distinct pleasure of introducing Donnie Bowman and his team from LTEC. LTEC is, Donnie Bowman is an instructor at Lincoln Community High School in Lincoln, Illinois, and LTEC is the Lincoln Land technical education criminal justice class. And they're visiting us today. As you can see them standing up there, they're learning about components of 9  STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/8/2025 the criminal justice system and the legal system, and they have an emphasis on those careers, and they ever have an opportunity to visit with them. And first I wanted to say hello to Matt Jones. If he's watching, Matt was always spot on in criminal law, and I always appreciate his advocacy -- advocacy for the State's Attorney's Association. He was a wonderful person. And Matt, we're praying for you and thinking of you. But today I want to introduce the -- my guest, Aaliyah Nash of Mt. Sterling. She is the daughter of Derrick and Nicole Nash, who are also with her. She is part of the Illinois Girls Leads Program that is made possible by the Illinois Lieutenant Governor, and it helps girls learn more about leadership roles that women play in the state of Illinois. Aaliyah has a love of learning, as well as a newly acquired interest in public speaking, that has demonstrated to her the influence and importance of words. She has an interest in gender disparity in management roles, and says she wants to make a difference by working to prevent human trafficking and prosecute traffickers to the fullest. Her accomplishments in school include Volleyball Award, Student of the Month and High Honor Roll. All of these honors 10  STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/8/2025 reflect Aaliyahs dedication. Her strong work ethic, her positive attitude, and her team spirit. Her extracurricular activities and hobbies include competitive tumbling, cheerleading, Spanish club, and the Family Career and Community Leaders of America, a national 501 nonprofit career and technical student organization for young men and women, and family and consumer sciences education. Her passion for these hobbies and activities is based on the opportunities to grow and learn about everything. These activities provide. At a young age, she became a Girl Scout which taught her to be friendly, helpful, considerate and caring. She has helped with family non-for-profit programs to help children living in poverty. She has volunteered her time to clean up the community's Little League Park. Thank you, Aaliyah, for sharing your gifts with the community in our state. Your list of accomplishments is lengthy and diverse at such a young age. You are truly a Renaissance woman and will, I know, be a great leader in our state hopefully and in all she does. With that, please give her and her parents a warm Senate welcome, if you will.

And he's here because I invited him so he can could celebrate his Xfinity championship, which is an unbelievable accomplishment. Justin is joined by his father, Mike Allgaier, and it's also Mike's birthday, Dorothy Allgaier. And up in the gallery is Michael Campbell, who's the director of communications for JR Motorsports, Rodney Riech, who's the senior marketing director for North America, Curtis Francois, who's the owner and president of Worldwide Technology Raceway. Julie Giese, who's the track president of the Chicago Street course, as well as Todd Zoellner, who's a friend of the family with his son Nathan. So, they are here and last week, I filed a resolution, Senate resolution 210 for Justin Allgaier Day in the State of Illinois. Now, I had meant to file this months ago, but the problem is, is that Justin keeps winning races, so I have to keep updating the resolution. So, we were finally able to do that. So, I do want to read the resolution on the floor so that Justin can be here for this. And he's really making all of us not just in the area but in the state, proud. Whereas the Members of the Illinois Senate wish to congratulate Justin Allgaier on his outstanding racing career. And Whereas Justin Allgaier is a distinguished race car driver who has demonstrated exceptional skill, dedication and sportsmanship throughout his racing career. And Whereas Justin Allgaier was born on June 6th, 1986, in Springfield and has become a distinguished figure in American stock car racing. And Whereas Justin Allgaier grew up in Riverton and has been an ambassador representing his community with honor and bringing positive recognition to the area. And Whereas Justin Allgaier's family plays a crucial role in his life, providing unwavering support and motivation. And he is the son of Mike and Dorothy Allgaier. And Whereas, Justin Allgaier became the youngest driver to advance to an A-main at the Chili Bowl, the star-studded midget racing event in Tulsa, Oklahoma in 2001 at the age of 14. And Whereas Justin Allgaier secured the ARCA Re/Max Series championship in 2008, marking a pivotal moment in his ascent within professional racing. And Whereas Justin Allgaier was honored as a 2009 NASCAR Xfinity Series Rookie of the year, further establishing his reputation in the racing community. And Whereas Justin Allgaier has been a consistent and formidable competitor in the NASCAR Xfinity Series, driving the No. 7 Chevrolet for JR Motorsports. And Whereas, Justin Allgaier has accumulated 27 Xfinity Series victories over his career, placing him 9th on the all-time list. And Whereas Justin Allgaier achieved the pinnacle of his career by winning the NASCAR Xfinity Series championship in 2024. A testament to his dedication and skill.
