He's an intern for us this summer, coming from Western Illinois University, majoring in criminal justice with a psychology minor, and plans to go to grad school next year. The interesting part in talking through with him what we might do as an intern this summer, we are completely creating a new program for him. Crystal Lake resident, played soccer for a number of years, served in the Air Force in aerospace ground equipment. And I knew I liked him when he told me he was never -- never fell for going to find a yard of flight line and never had an -- an ID10T form filled out on him. So, I knew that he had some capabilities that we were going to maximize this summer. He has developed a nonprofit called Operation 622. The 6 stands in the military for having your back. And the 22, unfortunately, is a reference to the number of veteran suicides, every day. But he's got a nonprofit looking to rehabilitate and re socialize incarcerated veterans, with the focus of getting them back on their feet. He is going to work with us on helping to try and pass our hidden homicide bill, giving investigators and first responders the ability to investigate scenes that may be staged homicides, and then also working with us and will be with Senator Ventura, looking at the positive aspects for psilocybin, with veterans and others with post-traumatic stress having a 4 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 possibility. So, please help me welcome Collin to the Senate. He'll be working with us all summer.

So, as amended, this bill would simply assist the Illinois State Police in adding three counties to also have the same jurisdiction to help track pursuit for forcible felony and it would add human trafficking to that. The counties would be Lee, Ogle, and Whiteside. And all the safeguards that we currently have in place will also be in place. So, I don't know of any opposition, but I think that there's some legislative intent that needs to be read in. And I want to thank my colleagues on the other side of the aisle for agreeing this -- put this on the agreed bill so we could attend a wake the other night. And maybe the legislative intent was done at that point in time, apparently. So, happy to answer any questions.

This then also just codifies what they already have had the authority to do, but the tollway entered into a different contract relationship with ISP, in some budget negotiations two years ago. So, this codifies that they have the ability to review the footage. They still would be required to obtain the required information and due process that is required for them to be able to review the footage, but it would permit them under the current contract would include Lee, Ogle, and Whiteside counties.

Thank you. And that part I'm very supportive of. For context, I've had a lot of contact against surveillance cameras, in the region, but it wasn't necessarily specific to this bill. And that's why I'm trying to understand as I take a vote on this, whether this legislation, because it mentions the expressway camera 8 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 program, which will certainly catch notice back in the district. I'm just trying to verify this isn't, adding additional cameras to the current camera system.

To provide a little history. In 2019, the Tamara Clayton Expressway Camera Act was initiated by Representative Thaddeus Jones. In 2019, Tamara Clayton was a U.S. postal worker shot and killed while driving on I-57 near south suburban Oak Forest. The shooting occurred in inbound lanes of I-57 near Cicero. The Illinois State Police investigators responded, and the investigation into her death remains open and ongoing. So, this closed a loophole for ISP to be able to review cameras. The system will not change, it will add your count -- those three counties into the system that is currently in place and has been in place since 2019.

Thank you. Along the same lines as the previous speaker regarding legislative intent, Senator and I know we talked about this yesterday. Currently, the bill was passed several years ago for safety on the interstates. We did have a lot of crime coming out using the interstates, committing crimes, and going back into the City. So, I understand that. I just want to for legislative intent, ask, is it the intention of this bill or ISP to ultimately or in the future include and use the cameras as speed cameras against speeding offenses or surveillance? That is not -- that's over and above what's identified in the bill.

Thank you, Madam President. House Bill 3493 is a version of a bill that we've passed before, although it has been further negotiated, I believe, in a -- in a positive direction. It's an initiative of the Capital Development Board to clarify that although they will be responsible for local government actual costs and impact fees issued by local governments, they're not required to pay permitting fees that are unrelated to an actual cost or impact to the project that they're -- they're developing. When we initially passed the bill, there was or introduced the bill, there was significant opposition from, the wastewater agencies and sanitary districts, as well as the City of Chicago and IML. We had negotiated, an amendment that made Illinois Municipal League neutral, made the wastewater agencies proponents. But we still had some unresolved issues with the City of Chicago. Those have now been negotiated. There's a provision within the bill that says for the -- the City of Chicago, is getting back to the past practice with the Capital Development Board where they would enter into an agreement or memorandum of understanding as to what fees and what costs would be paid for particular development project. There are a couple of outstanding opponents you might see in your analysis. Those municipalities slipped in opposition, but to my knowledge, 14 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 have not reached out to my office or to the Capital Development Board to ask for anything in particular. I believe this is a good bill. It's been fully -- fully negotiated at this point. I appreciate, particularly, the Members of State Government Committee for their patience, on this, as we brought successive iterations back. So, with that, I'll tolerate questions, but they are certainly not encouraged. And I would ask for your Yes vote.

Thank you, Madam President. Senator Halpin, thank you for your assistance on this legislation. I know, I was one of the promoters of trying to get municipalities whole again, with regards to utility hookup fees, costs incurred, and I appreciate your willingness to move in those lines to bring municipalities neutral. I know there are a few municipalities that are still concerned, and my guess is that it evolves around the fact that A) the City of Chicago has been exempted from this legislation, but more importantly, they have an ongoing agreement, as you mentioned, to use memos of understanding or MOUs to determine which issues get negotiated between the two parties. The specific question I have for you, is this, based on the other municipalities that still seem to be concerned. Is there any reason -- any of -- any municipality across the State would not be able to engage in negotiations with CDB regarding how the two agencies, the 15 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 municipality and the State agency choose to referee whatever concerns may pop up regarding a State project occurring in their community.

Senator, I believe the answer is -- is yes. And -- I -- my understanding and I can't speak an official position for CDB, but my understanding through this process is that CDB has always engaged the local government to try to determine, you know, what those costs are, what the actual impact fees are, and tried to come to -- come to an agreement. This situation has arisen where either parties reach an impasse, or the village is trying to impose a fee that's -- that's not connected to an actual cost or an impact. And this is designed to just clarify based on other court decisions that the State has that power to not have to pay that fee. And I would say when it comes to the City of Chicago, the City of Chicago in this instance is -- is slightly different because the bulk of, I think, the bulk of State facilities when you talk about Springfield and Chicago, those are two of the communities that have the most CDB projects in them. And so, to have a memorandum of understanding citywide for -- for those type of projects makes a lot of sense. Whereas actually a lot of the villages that may have filed slips in opposition don't currently have a State facility and -- and maybe don't want a State facility, and that's where some of this comes up sometimes. So, but they can still negotiate and I think CDB is certainly open to that.

I think there is plenty of leeway that a simple exemption for the City of Chicago, with the understanding that those memos can be used for guidance regarding any projects are available to any municipality across the State, helps a lot to allay the concerns that some people may have. So, I would encourage an Aye vote and thank the sponsor for his, collaboration on this bill.

Thank you. So, can -- I just want to flesh this out, Senator Halpin. So, this basically preempts any local unit of government from enforcing local ordinances and permitting requirements of State facilities. But why is Chicago carved out of this?

So again, it's not necessarily that it is -- is carved out. 17 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 It is for -- for a long time, CDB had an existing Memorandum of Understanding with the City of Chicago as to what fee -- what impact fees and costs were to be paid and what weren't. Over the past several years, the -- the City had not been -- had no longer -- no longer renewed it or no longer adhered to that Memorandum of Understanding. So, as we tried to codify the procedures and clarify the States' rights visa -- v. local governments throughout the rest of the State, CDB, and City of Chicago entered into negotiations to renew that -- that Memorandum of Understanding process, and that's how that came to be.

But why isn't a Memorandum of Understanding okay for like Springfield or other communities that may build State facilities, why is that only okay for Chicago? But everybody else has to abide by this Statewide law.

So again, I would reiterate that -- that CDB does have the ability to discuss and negotiate with the municipality as to those impact fees and costs. The -- the specific MOU process was only attributable to Chicago, because that's the -- that's the procedure that had been in place. And I would say that the procedure that had been in place for other municipalities is still in place, where CDB -- CDB can go in and negotiate that with the village or the city.

I appreciate your work on this Senator Halpin, and I appreciate where you're coming from. I just don't think it's right for one city to get these special -- this special privilege and the rest of us have to allow for the State to override our local ordinances, which I would think are local cities would know best when it comes to these projects, and I think they should have input and it's not fair that Chicago is carved out. And, you know, we've got a lot of safety concerns with ignoring local regulations. And, you know, if -- if our local governments have to give up control to the State of Illinois, why would Chicago be exempt from this? We are one State, we need to act together, and it's not right to the rest of the State to exempt Chicago from this, and for that reason, I urge a No vote.

In a sense, this is the fulfillment of a promise that is about 6 years old now, that was made during the consolidation of downstate police and fire funds for investment purposes. At that time, Chicago police and fire were promised benefit parity. And that has taken 6 years to get to this point. It was caught up in -- in some of the greater Tier 2 discussions that appear to be stalled at the moment. Who knows where that will happen. But in the meantime, this is a 6- year-old promise that we need to deliver to our valued first responders. In the gallery behind me sit representatives of Chicago police and fire, and what I would say is that in this building, the lesson that we're taught the very first day here is that your word is your bond. And the first responders who have perhaps one of the most difficult jobs in the nation, who we send more of them to an early grave than perhaps anywhere else on this planet. They deserve to have that promise delivered to them. Your bill requires that if you have a university, pharmacy and health service, then they must dispense certain medication. Is it possible that already we have universities that do this?

From my understanding, there's - there are some universities that are already providing these services, and there are a few who are not providing these services. We're just trying to make sure that all public universities are consistently doing the same thing.

So, from my understanding, for licensed pharmacists, it would be going against, again, the requirements of their job. But at the end of the day, what we're trying to do is make sure that students are being provided the services on campus, especially if they're already paying for health services through their tuition and through the fees in which they pay.

I understand the intent of your bill, but I do know that the right of conscience still exists in Illinois, and there are pharmacists who do object for religious reasons for providing abortion medication. And I think it's a real fact that you have to consider that if they do, will the university have to hire another pharmacist under your bill?

Again, Senator, what we are simply trying to do is ensure access for students. The decisions in terms of hiring is up to the university. It has always been up to the university. Alright, next question is, do you -- under your bill, are we operating under -- what I'm trying to ask is your bill mandates that the health care provider must dispense after a health care provider has written a prescription. Is that a standing order from public health, or is there actually a medical provider, a medical doctor that would be issuing the prescription?

Senator, I'm not exactly sure what you're asking. Can you repeat your question?

Certainly, your bill provides that there will be a health care provider. Doesn't specify that it's a medical physician, but it just says a health care provider will issue a prescription and then the pharmacist must dispense. Is it your intent that a medical provider, such as a medical physician be the one to issue the prescription?

Senator, so just like any other prescription medication, the student will have to have a consultation appointment with the 25 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 provider who can prescribe the prescription. So again, this is someone that has been licensed to do this through the State of Illinois, which again, that's why we have the department like IDFPR that -- that does the licensing work. But this is a licensed health care provider.

Okay. Then the next question I have, is the question of cost. There's no addressing of who pays for this medication under your bill. It just says they must do it. But there is nothing in here that provides for cost. For instance, under the University Cost kiosk bill, it was referred to as a resale -- retail kiosk. So, with that, you understand that somebody is going to be paying for the materials that they get from a university kiosk. In your bill, this bill, it does not refer to any retail or anything like that. It just says must provide without any reference to cost.

Senator, students will pay for this the same way any other medication offered at a student health center, and they can use their insurance.

I'm glad you said that because if that's your intent, that's good, but it is not actually provided in this bill. I think that's a flaw. Senator, from my understanding, again, having been a student at the University of Illinois, I paid and again, I'll have to double check and check back. But I paid for student insurance through my student fees to cover those -- those basically insurance at the medical health center on campus. So again, what we're trying to do is to provide students an opportunity in order to get access to services that are being requested. And that is simply what we are trying to do right now.

The next question I have is, does your bill provide that the Pharmacist or the health provider that issued the prescription will have any follow up medical treatment with the student.

In this bill, it is unnecessary to reference the FDA in this definition. This is merely cleanup and tightening of the language. There is no reason or need for the statutory definition of emergency contraception to be -- to be tied up to the FDA approval.

I think most of us already know how we will vote on this bill. So, I don't want to belabor it, but it is requiring pharmacists to issue very complicated abortion pills to college students who may or may not know the risk that they are taking. Mifepristone and Misoprostol, have very serious side effects, and I think that it's important that we make sure all of our students have access to health care, but also know the risks of these abortion pills. They are not regular pharmaceutical drugs that you take normally as a college student. And for that reason, I -- I think we need more oversight for that to make sure that they receive appropriate health care. Likewise, it's clear that we're going to be asking for taxpayer funds to provide for some of the 28 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 costs that might be associated with this through the universities. It's not clear that the student will have to pay. I think bills should be written to answer every possible question. And lately, in this Chamber, that seems to be very missing, and I think it's troublesome. I would urge a No vote.

Other things like this have been referenced in other types of statutes, but we are specifically getting at individuals who are licensed by the State of Illinois that can provide prescriptions.

Can -- you mentioned to when you were answering the previous speaker that the intention was for a licensed health care provider who has not been defined, can -- can dispense medication just like any other medication. If you go into one of these clinics and you're sick, you receive an antibiotic, but there's really no follow up. And because it's issued by a university, I'm not really sure what the funding mechanism is, but is it possible that if it -- if someone goes in for Medicaid, that there would be no reimbursement to the university for -- for these medications?

And we are simply expanding the access to specific type of medication that students worked, organized, and passed a referendum at the University of Illinois at Urbana-Champaign campus. And this is trying to help them in their work to ensure that this is happening across the board at all public universities.

HB 3851, as amended, adds definitions for artificial intelligence, digital replica and unauthorized digital replica to the Bullying Prevention section of the school code, and it updates the definition of cyber bullying to include the posting or distribution of an unauthorized digital replica by electronic means that has the effect of bullying as defined in the school code. This bill also adds posting or distributing sexually explicit images to the definition of bullying, in the Bullying Prevention Section. And then schools will be able to update their bullying prevention policies in accordance with the new provisions of this bill. As many of you have probably heard throughout your own districts with your 37 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 superintendents and -- and other schools, that this has been an issue that continues to arise with the development of AI, and so, this bill will hopefully take care of that in terms of bullying. Many of us on the Floor, on both sides have talked about the need for addressing the AI and social media problem of bullying and mental health and anxiety problem caused by that, especially when it comes to minors. And I commend the sponsor for adding this to the school code, although this is just a very small first step. I mean, we need to have a comprehensive and I welcome and my colleagues as well, the Senators on the other side, a comprehensive discussion on how -- what more can we do to protect minors from bullying, from predatory people, from access to drugs, access to bad content, all of the above and protect them. And, it --it just shocked me, why we would defend any male in the State of Illinois who does not, on this week of Memorial Day, feel a duty to our country to register for Selective Service. When my three boys hit 18, they knew it was their honor and duty, and I think that's the role of every parent, especially in the State of Illinois, my State. And I object to this bill. I think it's just a horrible concept. And I realize there's a previous bill that already did this. I don't recall it. I know I didn't vote for it, but it's a horrible precedent. And if any veteran in this Chamber thinks it's a good idea, please let me know. But as a mother of a son who's an active Army reservist, I find it re-principal that we would think an Illinois male should not register for the Selective Service of our country. Thank you.

I remember the day at Edwardsville High School when I signed up for Selective Service and I was proud to do that. I looked forward to doing that. I was talking with some colleagues, including a couple from the other side of the aisle earlier today, about how fortunate we are to live in the country that we live in. And on this week, the week following Memorial Day, for us to advance this bill that we're going to provide financial -- financial aid to -- to males in Illinois, that -- that think that they -- they don't have to sign up or they shouldn't have to sign up. Their obligation to selective services is pretty disgusting. I have two sons of my own. And if they think that they're going to grow up and not contribute to society and not sign up for Selective service, it would be -- it would be a very disappointing day in my household. This bill does some other things that are, frankly equally concerning. Obviously, putting local governments on the hook for non-citizens. Once again, prioritizing folks who -- who aren't here legally to the detriment of people who -- who are here legally, who've been paying taxes and stayed for years and decades. In an era when families are struggling in this State under a burdensome, highest tax burden in the country, for us to make excuses for males that want to shirk their duty to this nation and to folks who aren't even citizens of this country, I find it pretty deplorable. And I urge a No vote.

While deployed and I -- I talked about that earlier this week. While deployed, I served alongside a soldier who was not a U.S. citizen. They were working to get their U.S. citizenship. That is an incredibly noble and powerful way to earn your citizenship, and they're no longer with us. They continue to have to fight for their citizenship posthumously, and when I say they, I mean the family. And I got involved, and I've had a heart for some of those battles across the nation when it's popped up on my newsfeed that someone fought for the United States and they're struggling to get their citizenship. To me, that should be an automatic not -- not even if we've lost them, just having served. There's so few who serve and put themselves in danger's way directly for their nation. And so, what struck me about this bill is it specifically used Selective Service and military service and not doing it as the hinge to get further benefits from citizens. So, my criticism isn't going to be of the bill or what it's trying to do. I think that -- that for me is a separate conversation. My criticism is that as using as a hinge people specifically not serving or signing up to serve, and in the United States military, when I've served next to folks who are not citizens to get their citizenship and earning it the hardest way imaginable, I urge a No vote.

Thank you, Madam President. I want to clarify a couple of things. I don't know what bill that side of the aisle is referring to or what they're talking about. What we're trying to do with this bill is to add, again, local government into the Rise Act, because previously it had only been focused on State resources. I also want to clarify this, again, I think there are certain things that the other side of the aisle is talking about that I think the federal government just recently struck down. That is not relevant and applicable to this law. What we are trying to do, and I can give a little bit of background, is that the House sponsor had a young person that had applied to a scholarship program -- an undocumented young person that had applied to a scholarship program from a local unit of government, and because the local government unit of government said, oh, we can't offer it to you because you're undocumented. The sponsor from the House decided, well, let's do this and let's work together to try to address this in State statute. Now, the other situation that I want to heavily, 43 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 also clarify is there are a lot of undocumented individuals who are serving in our armed services of the United States of America. And, yes, oftentimes they do so in the hopes that they're going to get access to citizenship or legal permanent residency, but oftentimes they don't, and they're still put in really horrible situations. So, any type of declaration that anybody is punishable by fines because they're not signing up for a Selective Service. Here's the thing, these are individuals that literally are undocumented and are still serving our Nation's Capital like our nation. But I'm trying to address something that came up -- I'm helping the House sponsor to address something that came up, and trying to use other situations that we already know are highly politicized is really unfair in the situation when we're just trying to make sure that people who are residents of the State of Illinois have access to resources to higher education. This doesn't claim and say that you need to pay anything. This doesn't, or that there needs to be any funding associated with it. This just opens it up and includes local government that if they decide to give a scholarship or funds to students that are applying for this, you know, for this scholarship that they'll be able to do so legally. Simple as that. So, let's not make any more confusion on something that this isn't. This is a good bill, vote Yes.

First, I -- I commend the sponsor for the work on this. On May 16th of 2018, I got one of the worst possible calls, I think, a Mayor can get. I got alerted in the morning that a school shooting had happened at Dixon High School, shots were fired. We didn't know how many we had lost or what the situation was, and I can tell you there's no single moment in my 8 years of local service that were as terrifying and dreadful as those hours. And in the aftermath, Officer Mark Dallas was found to have disabled the shooter, and for those who may not remember, he was honored by this Body. The school was practicing its graduation ceremony, so all of the students were packed in the gymnasium. And I won't go into details of what that means in terms of security, but he was barred from entering that gymnasium by a teacher. A teacher who saw him in the hallway, alerted the school resource officer, ran into the gym, and physically used his body to stop the door. No student other than the shooter was injured or shot that day and the shooter, himself, lived because he was wounded by Officer Dallas, and Officer Dallas went on to win the National Officer of the Year and was well praised. What you don't know, behind the 47 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 scenes, and what I do is that as the -- as the police went into that school, you found that the teachers had done exactly what they were trained to do, by protocol. And I can also tell you, a military man, when fight or flight kicks in, there's a dramatic difference in whether you've been trained to do something or whether you have not, and you tend to do whatever you were trained to do. And -- and so, I think it's important, this is an opportunity to commend those teachers, how they reacted, the situations that they are sometime put into, and show respect to them by making sure if they're substituting or are not there all the time, they have the same opportunity to protect themselves and their students as their peers. So, I would like to publicly thank all the teachers who have to train for this, because it's a very sobering thing to have to go through this training. To all the teachers in Dixon who have actually, unfortunately, been through it. And we show our respect to the new teachers coming in by making sure they have the opportunity to have that same training and preparedness for themselves and their students. Thank you for this bill. Thank you. House Bill 2155 was filed at the request of the Bethalto School District and Community Hope Center which are in my District. The bill removes an old deed restriction that was put into place by the General Assembly in 1997, when the Bethalto School District received approval in Public Act 90-71 to deed an old vacant school building to the Community Hope Center, a nonprofit. The Community Hope Center still operates at the building 49 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 and would like to have full control of the property for future improvements. The deed restriction from the 90-71 stated, for example, that any proceeds from a sale or lease would go to the school district and the school district had more expansive deed restrictions in place as well. The school board voted unanimously on April 24th of this year to remove the deed restrictions it imposed in the 1997, and requests that the state lift any further deed restrictions, because the district has no intention of ever wanting the building or the property back. It would not be feasible for it to renovate the property. The Community Hope Center has successfully served thousands of community members who need housing, food and other social services, and they find that the deed restriction is a hindrance to them investing in the property and would like that lifted per this House Bill 2155. For some -- for some little context and clarity, the General Assembly passed Public Act 102-0410 in 2021, which allowed for the Cook County Public Defender to represent county residents in Chicago immigration court. What this bill simply does is allow for those lawyers -- that legal counsel to follow there -- there -- there -- there -- the folks that they're representing, if there is a change of venue for those -- those folks that are seeking immigration representation in immigration court. This -- these -- these proceedings are usually from -- from my understanding, have all been online. Literally, the change of venue is -- is -- is not that the lawyer is expected to physically go outside of Cook County, it just makes sure that Cook County residents that have this ability -- are able to still have legal counsel. Cook County -- the Cook County Public Defender's Office and really the Cook County Board that -- that is -- that -- that approved this is already an outlier in -- in providing taxpayer funded free legal services to undocumented immigrant, non- citizens, in immigration cases. The we -- we recently had and 51 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 there's another bill pending in -- in the legislative Session, the Sixth Amendment (Center) Organization did a study in Illinois, public defender offices throughout the State are underfunded. What -- what this practice is doing is taking resources away from what they're intended to be which is representing indigent defendants when their -- their rights in criminal proceedings are being challenged, potentially, taken away -- and, instead, diverting those resources to immigration case -- defending immigration cases for non-citizens that are residents in Cook County. This bill further expands that and -- and no longer even provides that geographic restriction, in terms of where the Cook County Public Defender's Office can provide those legal services. It is the same as the sponsor mentioned, it's the -- it's the same non-citizen residents of Cook County, but this now expands it to -- and it's not even anywhere in -- in the State, it's wherever venue or -- or an immigration matter may be, not necessarily even inside of Illinois. This is a, I think, a gross expansion of taxpayer funded assistance, misdirected from what its intended purpose really is, which is representing indigent defendants in criminal proceedings in Cook County courthouses. And therefore, I would respectfully request a No vote.

They have had about 150 cases from that time till now, with four attorneys, four attorneys out of hundreds, I think it's all 500 attorneys and so forth that they have. Yes, they're providing legal services to undocumented folks that are residents of Cook County. But those undocumented folks are also taxpayers of Cook County, as well. And so they are, I think, entitled to also having representation in -- in courts, as well. And so, I just -- I would ask for an Aye vote. Thank you.

Right now, in Illinois, the benchmark ratio for our clinical staff members is one clinical staff member to 1,250 students. House Bill 3385 would require higher educational institutions to employ at least three licensed clinical counselors or social workers if the college they work at meets the benchmark, or at very least one mental health professional if their student body is less than 1,250 students for the benchmark. This can also include virtual telehealth. Our students deserve access to mental health resources to ensure that they succeed both mentally and academically. I would be happy to answer any questions.

Since 2016, I have had the distinct displeasure of having this title and -- and specifically this -- this trophy of the baby Senator trophy. This baby Senator trophy dates back according to 76 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 this plaque here, back to 1940. Was lost for some time, was re found and there's another plaque on the back, and -- and there's also some more names on the base here. Senator Hastings and his team did some research and found all the way to believe of 1907 being the earliest Senator. So, every General -- it has every youngest Senator from the General Assemblies of the current youngest Senator their name on here, including some of our very own Leader Kimberly Lightford, Emil Jones, Mike Hastings, and a few others who -- and I think we have to add Neil apparently we're going to confirm this and verify, but possibly adding on Neil Anderson, as well. I rise because while this was only temporarily supposed to be at my desk, it's actually supposed to be on someone else's desk today. And that is our new baby Senator, Graciela Guzmán, who's going to have the responsibility now to have this displayed in her office for all to see and to make sure that she holds this until the new baby Senator, arises and has the opportunity to get on the mic and introduce that person and pass this legacy on for -- for -- for all of time and just keep on adding these names. And so, I bid you farewell, my friend. If you all haven't come to take a look at it, it's a well-dressed Senator. Except for the baby legs and the pampers on the bottom. Early diagnosis and appropriate medical intervention are critical to slowing the progression of scarring alopecia, and preserving existing hair and scalp health. Public awareness about scarring alopecia remains low, often resulting -- resulting in delayed diagnosis. Limited access to specialized care and a lack of understanding about experiences of those living with the condition. And organizations, healthcare providers, researchers, and patient advocates are working diligently to promote awareness, advance research, support affected individuals and improve treatment and outcomes of those living with scarring alopecia. Designating September as Scarring Alopecia Awareness Month will help educate the public, support affected individuals and encourage further research into effective treatment and potential cure. Thank you, Madam President. This is a resolution about the small and medium sized manufacturing enterprises that play an important role in job creation in our State. I won't read the whole resolution, but it talks about, what important factor small and moderate, mid-sized manufacturing businesses are in our State. They have a structure much -- much like the larger businesses. But they really are much more efficient and their industry partners are considered friends more than clients. The -- in 2017, the average U.S. manufacturing worker received 17 -- 77,000 and some odd dollars annually, including pay and benefits. In -- in 2023, the U.S. Bureau of Labor Statistics estimated that the annual means wage of a production worker in Illinois to be from 45,000 to $73,000 per year, therefore BE RESOLVED BY THE SENATE that we encourage young people to consider a career in small to mid-size manufacturing, which can lead to stable jobs that range from 50,000 to $70,000 per year and I ask for support from the Body.

Approximately 141,587 new brain injuries are sustained by children and adults in Illinois residents each year; and it's estimated that more than 4,000 residents aged 19 or younger from central Illinois alone have sports-related brain injuries. Illinois is the sixth most populous State in the United States with diverse demographics and ever-changing health care needs. Illinois has created multifaceted -- faceted systems to support individuals with brain injury, overseen primarily by the Illinois Department of Healthcare and Family Services. Brain injury services and efforts in other states, including planning and implementation processes for any new or modified programs, may serve as role models for large and growing needs of service that are offered in this State; and individuals and families should have a choice of those options, including the choice to a reasonably decline -- reasonably decline services and place of service that do not believe to be appropriate to meet specialized supports required for individuals; therefore, be it RESOLVED THAT BY THE SENATE (OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTIVES CONCURRING HEREIN,) that the Illinois Department of Healthcare and Family Services is urged to conduct a study of the State's current needs and system capacity for providing a broad spectrum of care options reflective of the needs of individuals with brain injury in Illinois, and be it further, Resolved, The study should focus on the following: Whether the services provided in the State relating to the care and treatment of individuals with brain injuries are adequate, including review of the State's existing programs to identify potential pathways and treatment options for individuals with brain injury, and a review of any service gaps and programmatic 114 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 recommendations identifying strategies to address the identified gaps, a review of current contracts and how they can be better utilized to improve care, potential State and federal funding sources available for these services, other known best practices and other state models, and a method to evaluate the efficacy of new programs, and comprehensive rate analysis of brain injuries (services). The impact of the State's current delivery system is available to individuals with brain injuries; The fiscal impact of the State's Medicaid program of current policies directing patients over the age of 21 to be sent out-of-state for care instead of remaining here in-state. Whether the current Illinois Department of Healthcare and Family Services policies for brain injury patients over the age of 21 violate any consent decree the State has entered into -- has entered into requiring services for these patients to be provided in the most integrated setting appropriate to the needs of the qualified individuals with disabilities. How current federal and State laws and regulations impact the and limit support for these services. An examination of collaboration between the Illinois Department of Healthcare and Family Services, managed care organizations, providers, including reimbursement rates, direct support professionals, other funding sources, and how these collaborations can be strengthened to better serve individuals with brain injuries. Illinois' current treatment needs, including Illinois network capacity to treat and care for individuals with high acuity support needs, individuals with complex medical needs in addition to brain injury, and individuals who need specialized care and assistance with intensive behavioral health support needs, including, when appropriate, provider referral, admissions, and discharge practices. All available 115 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 55th Legislative Day 5/30/2025 living settings, including long-term care settings, residential facilities, intermediate care facilities, community homes, services within family homes, state centers, lifesharing, and independent living assistance, farmhouse settings, campus settings, any other innovative residential services available to individuals with brain injury. Barriers and obstacles in transportation for individuals living in the home or receiving community-based services for jobs, medical appointments, telehealth services, peer-to-peer groups. Workforce issues providers that have created and ceased operations or closed parts of other brain injury programs. Well, we want to Resolve then, That the Illinois Department of Health Care and Family Services is urged to solicit input from representatives and advocates from all aspects of the sector and a continuum of care to assist the Illinois Department of Healthcare and Family Services with its findings and recommendations in the report; and be it further RESOLVED, That the Illinois Department of Healthcare and Family Services is urged to develop recommendations for individuals and family access, service systems enhancements, rate setting and reimbursement, provider contract revisions, prevention, and education and awareness; and be it further RESOLVED, That the Illinois Department of Healthcare and Family Services is urged to issue a report with its findings and recommendations no later than 12 months and after the adoption of this resolution and submit it to the Illinois General Assembly and the Governor's Office.
