Thank you, Mr. President. Ladies and Gentlemen, this is a once a decade duty, under our State Constitution for the General Assembly to undertake, and it involves the appointment of a new 9 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 77th Legislative Day 2/25/2026 Auditor General of the State of Illinois. It's a very serious matter. And -- and the Audit Commission, of which I'm fortunate enough to be co-chair with representative Bob Rita. And you also have 6 Members. We have 6 Members of the Senate on the Audit Commission. We met with our colleagues in the House over the summer and fall to interview candidates for the position of Auditor General. I want to maybe depart here and say a big thank you to exiting Auditor General Frank Mautino. He has been our Auditor General for 10 years. Franks had an enormous career and influence on the State of Illinois, and I know we will honor him later, but I thought it would be good for, if we could just take a moment on the record to thank Frank for his service. But he will be leaving and departing after his tenure as Auditor General. As I mentioned in our search, we interviewed a number of candidates, over a number of months and ultimately narrowed that search. And last week, the Audit Commission recommended Mr. Chris Meister to be the next Auditor General of the State of Illinois. I would point out, in doing this, that the qualifications for Auditor General involve being competent in government auditing, financial management or government operation and knowledgeable in the subject of State government. We interviewed many, many fine candidates, and I'll come back to that in a second. But I do want to talk to you a little bit about Chris Meister, who was the nominee. First of all, Chris Meister is a graduate of Paul University and the University of Illinois College of Law. He clerked in the Illinois Supreme Court for then Honorable Mary Ann McMorrow, and early in his career he was an Edgar Fellow, part of the original inaugural cast of Edgar Fellows. He started out largely in State government, although I believe he worked here before. But he was a deputy general 10 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 77th Legislative Day 2/25/2026 counsel, the Department of Commerce and Economic Opportunity before going on to lead and be executive director of the Illinois Finance Authority. At the Illinois Finance Authority, Chris Meister has issued more than $45 billion dollars in private activity bonds for health, education, cultural and economic development purposes. He's been active in the issuance of numerous, what are considered conduit, usually tax-exempt bonds across nonprofit, industrial, commercial and agricultural sectors with no financial risk to the State of Illinois for those private activity conduit bonds. Also, as executive director, he helped exit more than $100 million dollars of legacy financial risk to the taxpayers of Illinois that were holdovers prior to his tenure, and local IFA funds in an -- in an appropriate manner. Besides his enormous qualifications in terms of leading a State agency, his considerable knowledge of the depth, width and breadth of State government and all operations and facets. I would also tell you that Chris is a father of two Eagle Scouts. He is a proud father to a Girl Scout Gold Award winner, which is the equivalent of an Eagle Scout. And he also has a daughter who's captain of their local tennis team. So, our commission felt he was enormously qualified. I also want to report that I'm very excited in conversation with him since, that he intends to reactivate the -- the deputy director positions within the auditor general's office, and he is in contact with one of the other folks that was in -- in our final list of interviewees who is an enormously accomplished government auditor in their own respect. And at the end of the day, you're getting someone with - - with depth breadth of government knowledge, extreme financial management experience. And then I believe ultimately, we're also going to pick up, as a bonus, one of our other candidates. And at 11 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 77th Legislative Day 2/25/2026 the end of the day, this Body and the entire General Assembly and frankly, the taxpayers of Illinois will be enormously well served with Mr. Meister at the helm. Thank you, Mr. President. I rise in support of this resolution and just want to make some comments echoing Senator Rose's comments about the qualifications of Mr. Meister. But I want to thank Chair Rose for his leadership on this whole process. This was a -- a once in a 10-year activity. Nobody was really good at it, but through that leadership, Senator Rose guided us all through it and really is a bicameral, bipartisan effort. So, I'm excited to see the next Legislative Audit Commission under Auditor General Meister. Thank you.

And then, based upon his conversations afterwards, what I -- what I think is going to happen later, once he actually gets in the position. I probably neglected to note that this would take effect May 1st, we've left a little bit of transition time as Frank Mautino exits and for Chris Meister to -- to -- to wrap up his doings as director 12 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 77th Legislative Day 2/25/2026 at Illinois Finance Authority before he takes office. So, with that, I would -- I would absolutely ask for an Aye vote on this resolution and then, if I may, at the appropriate time we should honor Frank Montano's service as he exits, later in the Session.
