Amendment No. 2 to Senate Bill 28, Mr. President and members, is the first in a series of...of bills and amendments that we have that have come to us from the Governor's Office's recommendations following up his State of the State...statements, and urgings that we take a variety of steps to try to remedy the very serious drug problem in Illinois. This is an amendment to the School Code provisions enacted here four years ago dealing With school report cards. It provides that the report card shall also include student performance data by district on the outcomes under alcohol and drug use and abuse curricula which are developed as required part of the education in the area of physical development and health . And I would move its adoption.

It further provides that the State Board of Education shall make grants available to qualifying school districts for a variety of related purposes. It provides that school boards are empowered to adopt a policy authorizlng school officials to request assistance of law enforcement...officials for the purpose of conducting reasonable searches of school grounds and lockers for illegal drugs and it has some related provisions. It addresses...what is apparently a problem in many of our schools Whereby students are apparently using paging devices to carry out drug dealin: and...and related activity. The amendment therefore proposes to make unlawful the use or possession ofww opaging devices by students in any publëc or private elementary or secondary school. It makes certain exceptions. . .least provides that it shall be an affirmative defense to a violation of this provision if such use or possession is speeifically authorized by the governing body of the public or private school. It provides penaltiese..a Class A misdemeanor for the first violation of this Act, and a second or succeeding offense is punishable as a Class 4 felonv. The county board has requested me to add three provisions should the electorate choose to increase the rate .
