SENATOR DEMUZ10 : 2 1 : STATE OF ILLINOIS 86th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 27th Legislative Day May 11g 1989 The rules cbanges require that subject matter of any conference committee report to be limited to the matters of difference between the Chambers, unless otherwise ordered by the Rules Committee. That is language that was suggested by the other side that Was taken verbatim, and chanqed in Rule 43 part A, if my memory serves me eorrect. Also, a rules change would require that a1l conference committee reports will sit one full legislative day on a Member's desk before consideration, and would require a conference committee report to have the requisite number of signatures Which Would, in this particular instance, by rule would be six of the conferees. Another provision is that the Appropriations Conference Committee Reports shall be considered by the applicable Appropriations Committee before consideration by the entire Body, and there will be a hearkn: held in a hearing room with notice to the public and to Members of the Senate. Also, We have, for the edification of the Members, put into rule also that the applicable Appropriations Committee Will act -- shall act on any bill at the request of the sponsor of such a bill. And that the Rules Committee makeup would be changed from eight in the majority and six in the minority. That is basically what the rules changes are. Again, the description is in front of you, and I Would move this motion, Mr. Chairman -- Mr. President.
