House Bill 1017 amends the Illinois Emergency Services and Disaster Agency Act to expand the definition of the disaster to include telecommunications failure, which is the result of the problem of the fire that happened in Hinsdale, in my district, a year or so ago. It also establishes a State Emergency Response Committee within ESDA, and authorizes ESDA to promulgate rules regarding communications during a disaster. House Amendment No. l removes the exemption for local emergency planning committee members from civil liability for death of any person and damage to any property, while acting in the line of duty. And I would move to concur with House Amendment No. to Senate Bill 1017.

Those are used in your automobile air conditioner and other air conditioning units. They 're sold over the counter. We wanted to ban the over-the-counter sale. But what we are doing instead is -- the House negotiations are entered into and we are going to ask the Department of Energy and Natural Resources to study the recovery and recycling of chlorofluorocarbons with a view towards passing legislation next year. So I would move to concur with House Amendment No. l and No. 2.
