This amendment requires inspectors to check the catalytie converter. It makes sure the gas cap is on the car# and that the fue1 inlet restrictor is not been removed or has not been tampered with. 12 STATE OF ILLINOIS 86th GENERAL ASSEMDLY REGULAR SESSION SENATE TRANSCRIPT 86th Legislative Day May 8, 1990 ïes. Thank you, Mr. President and Members of the Senate. Committee Amendment No. 1 primarily addresses a serious problem -- overcrowded problems that the Department of Corrections have -- has with parole violators. It is my understanding that they receive back into the prisons approximately two hundred and fifty parole violators per month. In addition to that, those persons who violates their -- Work Release Program . And what the bill -- the amendment does, it -- lt creates a diversion center -- detention center, so that those persons will not have to go back into the prison and add to the overcrowding problems; and most certainly, it is a cost-saving measure. I think everybody agree that it is far less costly to have these people in the diversion centers rather than back into the prison population. It also makes several technical changes, and confirms Ksic> to some of the -- the few differences in the Shock Program that the Governor hasy so it bring those two provisions identical, and I would move for the adoption.

But it seems to me, at some point we have got to stop exempting everything we do from the State Mandates Aet. Thls does have an impact on property taxes on the property tax base. Every time that someone wants to do something that takes money away from local governments, that should be subject to the Mandates Act, the -- this kind of an amendment is offered to exempt it, and at some stage, we've got to stop it. We have got to blow the whistle on that: beeause one of the thinqs that we are doin: is that we arey indeed, feeding the propertv Eax rebelliong and legitimately so, by saying that we ean easily pass laws down here reducing your capacity to raise money, because we will not accept the responsibility for paying for So rise strongly in -- in opposition to the amendment.

Yes. Mr. President and Members of the Senate, this commitEeè amendment was proposed by *he Illinois Credlt Union League, and it does three things. First, Section 21 of the Consumer Fraud Act prohibits a debt collector from contaceing an employee's employer regarding a debt, unless the debt is at least thirty days in defaulte and the employee has been given a five-day notice that the employer will be contacted regarding such debt. Second, the 32 STATE OF ILLTNOIS 86th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 86th Legislative Day May 8, 1990 debt collection portion of the amendment mirrors a similar provision in the Banking Act; therefore: this amendment puts credit unions on a par with banks, and makes the process cf collecting debts easier for credit unions. And third, under the current law, credit unions must hold organizational meetings within fifteen days after the annual meeting. If a board meets the fifteenth day to appoint officers and committees, technically they are in violation of the law by not submitting the information within fifteen days to the DFI. This provision merely provides adequate time to submit the necessary information, and I would move its adoption.
