What the bill does - the Senate receded from Senate Amendment No. 2: which permitted the use of absentee ballots for the Statewide it retains the original bill for female State Centzal Committee members. And what does, it provides the mechanism for -- for the Democrats to elect their delegates to the next Democratic Convention. I'd be happy to answer any questions.

Thank you, Mr. Presidentp Ladies and Gentlemen of the Senate. I rise in opposition to Conferenee Committee Report No. 1. You know -- you may notice that there were no Republican siqnatures on the back of it. Not because of what it does contain, but because of What Was taken out ot As Senator Daley did mention, the report recedes from Amendment No. 2, which simply provided that all election jurisdictions must accept absentee ballot applicattons provided by the State Board of Elections. NoW this amendment has now passed the Body three times - the Senate three times this year - and each time Without a single negative vote. Yet the -- the Body on the other side -- the House majority refuses to dlscuss the obvious wishes of the Senate, and in their arrogance, they just simply drafted a report containing only the language that Mr. Lapailler the Chairman of the Democratie Party, wants and needs, and excludes anything that came out of this Body. We talk a lot about openlng up the Democratic process and making it easier for people to vote. I do just -- I would just ask that, at least on this side, everybody vote either a red or Present.

Thank you: Mr. President. don't want to sound like a Senator complaining, but you know I'm on this Conference Committee, and I thought it'd be nice lf maybe the House would at least let me know what we were qoinq to put in this bill, and what they wanted to do. At some point, and - and I don't want to sound peety - but at some point in the Senate, we ought to at least ask for permission to see House Conference Committee Reports before they decide what the State ought to do. would ask some of our Democrats, if you really think that you have any role in the Legislative process, you might just want to vote Present, just as a friendly reminder that there are a couple of you over there who do have names and do have some right to at leask be -- at least hear what's going to be done, and at least ask Members to sign conference committee reports -- show to 'em. And remember, this Senate Chamber has passed unanimously a provision three times. #ou :uys, us guys - we al1 vote for it. They won't even give the Senate the courteGy of reviewin: senate-passed legislation. Maybe you think that's okay, but I would like to think that a few Senators on both sides of the aisle would say that we ought to at least have legislation we passed unanimously, numerous times, at leask considered. I would appreciate probably a Present vote, 'cause I'm not opposed to some of this stuff, frankly, but I really would vote Present.

And the problem with the Appropriations Committee, and service thereon, is that all the requests frankly can be justified. They are most -- for the most part commendable. And the fact is we had to make some very difficult choices. NoW I Will say to some of you who are still a little skeptical that We are guite serious about trying to finish our business tomorrow. And the passage of these bills, because they are major appropriations, will go a long way toward reaffirming our resolve. No pork, because welre going to send a balanced budget as, responsibly, we ought to send a balanced budget. And we are cutting spending as, responsibly, we have to cu* spendlng.'' But I will say to you that our concern about those human servlee aspects day care, heating, that the one -- the Low Income Assistance Plane cocaine babies hate to say, ''Trust mey'' but there will be a trailer bill. Wedre not leaving here until those things are addressed. But think it's important unemployment insuranee is another one, that Was just settled. So we Will appropriate for that; you can be sure. I'm not leaving here without that appropriation. And a1l I am saying is onee We pass khese major appropriation bills, we have literally come closer to closure -- we have narrowed the playing field. And think it's important for the people of Illinois to understand that the Senate set the tone of this Session and has recognized that we have to cuE spending, and at the same time meek the needs of those Who are truly in need. Thank youy Mr. President. This is the Department of Transportation budget. Negotiations have gone on rigorously throughout the last few days to try to finalize this particular budget. As it left the Senate, it was roughly two billion seven hundred and forty million dollars. Now it is about l.3 million more than thaty and those projects and those add-ons are a hundred and twenty thousand dollars for tbe Office of Secretary of State for a Direction Service, Which is a Statewide computeriaed data base of services and resources for citizens with disability. Thak's ouk of the GRF. Two hundred thousand is added for a grant for Northeastern Illinois Planning Commission for regional stormwater planning activities in Northeastern Illinois. And nine hundred and forty-two thousand dollars out of the Road Pund is added to the Offiee of Secretary of State for a grant for development of a Commereial Driversd Training Center in Cook County. Unfortunately, the Department of Transportation is being hit pretty hard. Fifteen million dollars has been taken out of their operations. Theydre going to be asked to have a Road Proqram of which they have made the commitment even though we have taken thirty-six million dollars out of the -- of the Road Fund for State Poliee - they have Rade a commitment to continue to fund the Road Road Program as we passed, and as it was intended. We are going to pay back that thirty-six million dollacs in a three-year period, and the Department of Transportation Secretary Lane has made the commitment that they can proaeed With the -- the Road Proçram as we -- as we passed it. The problem will be there's a fifteen million dollars in operations. They're running a Fiscal Year $90, eight hundred and forty million dollar Road Program With personnel that they currently have. We are going to ask them now to run a 1.3 billion dollar Road Program in Fiseal Year '91 wikh a similar personnel.
