Thank you, Mr. President. I have been asked to submit this amendment on behalf of the Governor's Office and for the area legislators in the southern part of the State near Benton and West Frankfort. There is apparently an opportunity for that area to create more than a thousand jobs and an investment of over five hundred million dollars. What is required and is accomplished by this amendment is to create a TIF Program tailored specifically for this industrial park and to provide the TIP benefits - which if anybody's interested Iî11 read this whole two pages of benefits. But it's an agreed amendment by a1l parties. It's been worked on by both the Governor and the Republican and Democratic staffs . And if there are no questions , I would move for the adoption of M endment No. l to House Bill 277.

Thank youw Mr. President, Ladies and Gentlemen of the Senate. This amendment permits Franklin County, which is in my district, to use a Tax Increment Financing for an energy and industrial park. This is an initiative that some of us have been working on for quite some time. And it was brouqht to us by the Governor's Office in the form of an amendment. And I appreciate the Governor's interest in helping out this part of my district, which continues - as many of you know - to suffer from extremely high unemployment. And as Senator Luft said, this would be a great asset. It will be a tool for -- to work with. I would like to just caution you, however, that this amendment has been put together in short order - just presented to us in the last week. We think everything is in -- is okay. But it may be the case it will have to come back and make some clarification. Eor nowz I'm asking you to vote for this amendment, so that this project will have the tools that- it' needs to move forward. This is a very important project to not only my home countyz to my district, to Southern Illinois, but to the State, and can have tremendous spin-off effects if everything continues to proceed as it is presently. The reason this is on a supplemental calendar - as many of you may know - is Ehat the bill Ehat we senE Eo the House contained emergency matters of federal funds available to the State wherein the departments involved - Department of Public Health, on its funding for women: infants and children, and the Department of Children and Family Services in institutional and qroup home grants - a total of about forty million dollars - those funds run out today. And therefore, the Governor has ko have the 11 STATE 0F ILLINOIS 87th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 19th Legislative Day May 1, 1991 statutory authority to capture the federal funds so that we maye . in fact, continue food for the women and children program and ! grants to the group homes and institutions. In order to assure a timely flow of the APDC Proqram, the Aged, Blind and Disabled Program continuing into Fiscal '92, the House has added in House Amendment No. l those funds also necessary to complete Fiscal '9l in those income assistance programs, and the funds to make sure that the checks can be paid in a timely fashion beginning the very first of July for Fiscal 192. Contained within the amendment is merely the Governor's level for funding these programs. Though the General Assembly may have some ideas on above or below, we felt it important that we accept the Governor's spending concepts, and have, by Amendment No. 1, placed that money into this bill for Fiscal 192: along with the necessary funds for the Department of Public Aid and the Office of the Comptroller to actually channel the funds, so that the Department Will have personnel on board to send the tape to the Comptroller and they Will have people on board to start the checks. Many of us know that the budget process -- many of'us 'know that the budget process may take longer ' than June 30th this year. Most of us hope it will not: but there have been suggestions emanating upward from the second floor to the third that we may have to be here this summer. We dve been here before in the summer. We will be here this summer if we have to be. But, it is not fair for those people whose checks have to be sent on the lstr 2ndr 3rd, 5th, 6th of July, to have to go withou: foode sheltere whakevere while we are debating budgetary issues. Other State employees :et paid on the fifteenth and we have traditionally - when wefve had to - come back on the fourteenth and made sure the funds Were available for those who work for State qovernment. It is not krue, however, for those kho are in the AEDC category, the aged, blind or disabled category. This way we can say: ''Governor, you have said how much you Want 12 STATC OF ILLINOIS 87th CENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 19th Legislative Day May 1, 1991 for those programs. Thank you very much, Mr. President. Members of the Senate, I rise in strong opposition to this Motion to Concur. Just one week ago, this Body made a conscious decision, a responsible decision - as we frequently do here - to separate the supplemental appropriations bill into tWo sections. One; to move out of here two very important programs that were going to expire at the end of the month. We wanted to move that to the Houses :et it ko the Governor's Desk, alloW him to sign ity so these programs could go forward and be funded for the remainder of the year. That was a responsible decision to make. Then the House, yesterday - in what I consider to be a very irresponsible action - chose to mess up the responsible action taken by the Senate, and slow the process down, and put in jeopardy those tWo very necessary programs. The second part -- the second part of this bill now, puts in, in its entirety, the Governor's funding level for these programs - nearly one billion dollars. One billion dollars Without even a hearing. Wikhouk even a hearing. This Governor, when putking Eogeeher his budget, made some real tough decisions, and he presented to us his design for the FY.92 budget. And he said to the Members of the General Assembly that day, ''This is my design -- this is my blueprint for the budget for FY'92. Now, Members of the General Assembly, youlre going to debate this issue in committee, and listen to the people Who are the benefit of the budget - who get STATE OF ILLINOIS 87th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 19th Legislative Day May 1, 1991 I the benefit from the budget. And you may well make some changes in that budget, but the bottom line has to be the same. So this completely takes away, from our side of the aisle and your side of the aisle, the chance to make some changes in the Governor's budget. And that, in my judgment, is unconscionable. We ought not be about that process. Senator Carroll, I strongly urge the Body to rethink this issue and vote down Ehis Motion to Concur.

Yes. Thank you, Mr. President. Merely to say I understand Senator Maitland 's point. This is about twenty-five percent of the spending of Public Aid. It is not the controversial items, like general assistance. This is just the area of those checks at the Governor's level that deal with AFDC, aged, blind, disabled - those types of categories. The House saw fit to pass this ll3 to nothing yesterday, recognizing that this is the act of good conscience of a General Assembly. If weire going to be down here bargaining, discussing, negotiatinq, debating budgets, that's our job. So be it. But there is no question that on the issue of timely payment of checks, beginning of Julyy the people who suffer are those who are most in need and in need of our help. To get this issue quote ''off the table'' unquote: on the Governor's Desk, at his level, in areas that are not controversial, but merely mean Ehat people in need have Ehe securiEy of knowing Ehae they dll be able to live in July while we're debating the rest of the budget, I think is the very wise thinq for this General Assembly to do. And I would urge that We concur in House Amendment No. 1.

Mr. President, I -- I just comment, that notice that there's language in here that contains a hold harmless for the State Aid Formula that provides that the increased assessed valuation, which is presumably in excess of one hundred million dollars, will not be used in calculating the formula -- in the School Aid Formula until the TIF district is dissolved, which Would appear to be twenty years from now. What our friends are asking for is a twenty-year hold harmless for assessed valuation, which could be into the hundreds of millions of dollars. And Senator Reay you have an economically depressed area, and I'm prepared to go along with you. But that's an awful big hunk you're asking for, and sometime down the road some of us may ask for a little help.
