So I did take the time to qo to a pawnbroker and find out why they wculd need this fee. And What they do is they take thumbprints. Those thumbprints are a part of their record. They also eonduct a record for the police department. And khey must take this forward to them. And there's just a lot of work on the flrse month. thought ik was a better bill before: but ehis was an agreement made in the House, and it was an agreement that seemed to be satisfied by everybody, because the average loan -- the average -- the average time of a loan is twenty-eight daysz and the average amount is forty-eight dollars.

Well, you know , aecordkng to our staff and according to the analysis that we?ve got.- and .1 will admit, I've never gone to a pawnbroker either, but -- but -- this is -- this is usery for a1l intents and purposes. What youdre doing is youire -- theydre collecting three percent per month, plus they are collecting a twelve-dollar fee up to a hundred dollars a hundred to a hundred and fifty dollars they're colleetinq -- oh, all right. Theydre collecting -- I'm sorry. They are collecting a little bit less: I understand. It's ten dollars per month - so they -- they reduced it by two dollars - plus a three-percent interest. You know, I -- when somebody qoes to a pawnbroker, obviously they are desperate straits. And it -- and just seems to me that -- that to be charging ten dollars a monthy which is -- quick a hundred and twenty percent a year, plus three percent interest, whieh ks thlrty-six percent. Let me just explain that most pawnbrokers - I know in my area and every other area that I have talked to - have a provision in their loans that if after thirty-three days it is not collected that it becomes the property of the pawnbroker. So this bill really only affects in -- in -- in ninety-nine percent of the cases - one month anyway. And what we thought we could do by this is at least reduce it by a couple dollars a month, and I ask for your support.

We started discussing this Conference Committee the other day, and at ehe request of Senator Geo-Karis, I took it out of the reeord . indicated that this deals With condominiums and that it had bipartisan support, that the Chicago and Illinois State Bar Associations had signed off on the bill. I would -- I had discussions yesterday with the gentlemen from the Chicago Bar. And in an effort to clarify some of the questions that were raised, I would indicate, first of all, that with regard to the reserve requirements, that this bill says that if you have in your condominium instrumenks - your declaration the fact that there shall be a reserve .requirement,.then you will.not be able to waive it by a vote of two-thirds of the vote of the assoeiation. The other provisions deal With allowing the board to disseminate to unit owners biographical and background information about candidates for election to the board if no -- as long as no preference is expressed and reasonable efforts to identify a11 candidates are made. There's also some information in the bill concerning how proxies are to be used in Ehese votes. And for the most partg the rest of the bill is technical in nature, and I'd be happy to answer any questions, and ask for an Aye vote.

It requires a11 taxing districts, excepe schools, to submit to the County Clerk a report on tax revenues and expenditures within ninety days after the close of the fiscal year, and provides authority to the Village of Wheeling, City of Prospect Heights and Palwaukee Airport to allow for the acquisition of right of way to complete realignment of Hintz Road and Wolf Road. This power is granted only for a two-year period and will not affect any residential propertieg. And I ask for concurrence.

Thank you, Mr. President. I'd also like to point out that this bill also had a Senate bill in it that the House decided to delete. The bill would allow for one county to not have to elect an auditor because the population went above seventy-five thousand people. Por some reason, the House decided not to put that provision in this bill. I don't knok if it's because of the politiaal background of the -- of the Eouse Member from DeKalb County or not, but I would also suqgest that in the next round of the conference eommittee that khat be stuck back in, and khat the pay raise for the auditors, that Was previously in it, be kept out. So I Would also urge opposition to this bill.

In the Conference Committee Report on Senate Bill 659, we specify that redemption machines are amusement devices, such as skill ball machines, and clarify that these skill machines are not illeqal gambling devices. And we added language to the Criminal Code that that defines a redemption machine as it relates to carnival or areade games to allow merchandise or prizes with a value -- very small value, the lesser of-vfive dollars or seven times the cost of a play - usually that would be twenty-five cents times seven - a buek seventy-five. It also allows that a coupon worth -- worth the cost of the game can be won and added to other coupons to receive a better prize. No cash can be given. I think this will help the people out at Great America a lot. The the bill also inereases the pprmissive authority of the County of Cook as to what they can allow to -- to be paid for representakion in criminal cases in Cook County. That hasnlt been increased for some time. And increases the rate for paid-appointed council for criminal appeals. Thatfs, again, discretionary with the judiciary and permissive upon the County of Cook. UNISYS. UNISVS is a large company. Sperry, Rand and Burrouqhs were subsidiaries part of that company. There was a conviction of one of the subsidiaries, which had nothing to do with Sperry, Rand. There's a -- oh vv.excuse me -- nothin: to do with UNISYS. There's an awful lot of employees of UNISYS. And if we didn't make this small change: all of those employees wauld have to be fired in the State of Illinois.

Well, Senator, the way I read ika thls could be opening up a very serious problem for us. Somebody has been an employee of a company under the direction of the -- the board or the offieers of that company outside companv - and they are found guilty of a felony in that -- in that state. If that individual is purged from the company, that company will continue to be able to do business with the State of Illinois. No, that's not correct. If the -- if the individuals that had anything to do with the conspiracy or the case were still involved with the company, then they would not be able to do business witb the State of Illinois.

Only those that are held accountable and those that are found guilty would be the -- the individuals. If they are removed from the company, that company, under this provision, will be free and clear. And I thknk that's setting a veryz very bad precedent: beeause I don't think that's -- most cases a -- althouqh it can be said that in some cases -- but in most cases, it's somebody doing the bidding of the board or of their officers. If they are individually found guilty and they are subsequently removed from that corporation or company: this will just allow-that company to continue doin: business or to come into the State even though they have been quilty of -- of a felony. I think that's a bad precedent. I think We should defeat this Conference Committee for - - for that reason. And also, I understand, that CDB has some serious problems vith ehe Conference Committee Report. So T would urge a negative vote. And bopefully they can come up wlth a seeond conference fommltkee Report tha: could be more aecepEable.

So it -- it -- the award of fees depends on what is appropriated by the county for their criminal justice system. It raises khe fees about -- as to What is permissible to be awarded.
