Thank you, Mr. President, Ladies and Gentlemen of the Senate. I Senator Philip and I have been meeting almost interminably, it seems, and I'm happy to report -- the good news is we believe we have an agreement - reached just a little while ago with the Office of the Governor and with the House - concerning the three-hundred-and-fifty-million-dollar budget gap that was the subject of our - literally - of our being here. The bad news is, that in order to implement that -- implement the agreement and bring before us a piece of leqislation or a couple of pieces of legislation to effectuate this -- this agreement, it appears by any reasonable estimatey that we're looking at about eighteen to twenty-four hours before the drafting would be finalized . So it I 4 STATE 0F ILLINOIS ! 87th GENERAL ASSEMBLY I REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day January l6# 1992 was thought best to recognize that if we were to try to do it tomorrow it probably would not be until late tomorrow night. And everybody here who has been here for any length of time knows that when you get a bill of this magnltude and try to do it in a hurry or do it at night sometimes there's a slip between the cup and the lip. So what we have decided to do - and the House has already adjourned until Tuesday at noon - is that we will adjourn till nine o'clock tomorrow morning to accommodate those Members who indeed wish to stay and talk about this memorandum of agreement, and we will address the legislation next Tuesday at the hour of noon. So those who wish to get back to their district this evening are certainly welcome to -- welcome to get back. We will not be doing anything substantive tomorrow. Senator Philip and I will be available, as will the eonferees, Senators Maitland and ; I Carroll, to explain the final document. We will have it in final form , I hope, on Tuesday at noon, so that we can ack expeditiously and close this budget gap. So I thank you for your patience. We truly did the best we could. And Ifm happy to report, we have an agreement, but we Won't be able to show it to you until Tuesday.

The day I got marrled fifty-seven years ago, was one of the most miserable cold, windyz sleet days that I've ever had. I called my wife a while ago and said, 'IHoney, this is daddy. Wish you a happy anniversary.'' She said, ''Who are you.'' I sald, ''dThis ls Senator Sam.'' She said, ''Who?'' and hung up on me. I -- and I just want to let you know it's been a happy fifty-seven years.
