What the amendment does is to amend the Community College Act to increase the minimum bidding requirements from five thousand to ten thousand dollars. This tracks -- this change tracks inflation over the last nine years, since this figure was last changed. And the -- this action is also permissive for the individual community college board. I would move for its adoption.

I Was not here, and what it does is merely it reduces the population from fifteen thousand to ten thousand, to allow municipalities in Cook County that are -- the power to maintain, operate and finance senior citizen housing within their community. What the amendment will do -- this is the bill that says that white goods - your refrigerators, stoves, freezersy air conditioners: et cetera - are banned from landfills, STATE OF ILLINOIS 87th CENERAL ASSEKBLX REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day May 7, 1992 as of July 1, 1992. What the amendment will do is change the ban to July 1994. The amendment's been agreed to by the Manufacturers' Association, Retail Merchants, Municipal League and other groups that were concerned about the law. What the bill also dces is establish the White Goods Task Force to investigate and propose needed statutory, regulatory and program changes to implement the Act. The Task Force will be chaired by the Directors of the EPA and ENR. It includes members the retailers, local governments, affected businesses, utilities and business involved in the proeessing, hauling and disposing of used White goods, as well as environmental groups. I'd move for adoption of the amendment.

Well: in my part of the World there are an awful lat of limos, and have not heard any complaints. Is this a problem that we need to solve? I'm reluctant to expand the role of government an area where 1, personally, haven't seen any documentation that there's a need. Is there some compellin: reason why we wish to, you know, further burden a sizable segment of our population with this?

Yes. To respond the good Senator's questions, I'm glad he brought that up: This business is totally geared to a democrat assistin: small business, inasmuch as municipal governments are now going to increase their revenues by performing a maintenance vehicle inspection for limousines in the Chicago metropolitan area. Last year there Was one. There are noW at least twelve. Each one issues a sticker. If a11 municipalities in the metro area issued a sticker like that, you would not be able to see out of the windshield. Therefore: it would be easier to have them tested like other vehicles that carry passengers for hire, and have one test to fit all.

I worked for Mike for four years, and the order that he gave you -- when you appeared before him, he said, ''You can have this job as long as you Want, but you have to be honesto'' I'm goin: to miss Mike Howlett. When I campaigned for the Legislature in 1967, Mike Howlett went personally into five counties and made speeches on my behalf. As a little Italian from Madison County, 1611 never forget Mike. I lost a great friend, and I lost a great public official. Thank you, Mr. President.

One of the things I want to tell you about Mike: Mike Was a very humane, compassionate and kind individual. T had taken a E driver's test in Waukegan and the driver's -- driver's test r i employee was an elderly lady, but very nice and very courteous. Here 's a person who reflects your office so well, and so courteously, and very capably - are we going to hold her age against her?î' Mike said, ''Let me know her namey'' and what have you. want you to know he restored her job to her, and I got the biqgest thank-you card from her, but it was really Mike who did it. He was a fine Gentleman. And I may be a Republican; he was Democrat, but he was a decent human being, and we are all going to miss him and what he stood for.

Like Senator Sam, ''Himself'' was very, very close to me and my family; ''Himself'' being the name that his loved ones always referred to him as. We all know Mike. We know what a phenomenal personality he was in Illinois politics and to the people of this State. think I'd like to just share with you what his wife, Helen, told me when she called me to tell him -- to tell me of his passing. Typical in Howlett fashion, ''Himself'' was not doing well the last couple months. His speech was impaired. He could barely talk at times. And yet last Thursday, his speech totally returned to him, and he had each of his children, each of his grandchildren and his one great-grandchild come in Thursday, Friday, Saturday - spent some time with each one of them, spoke to each one of them, spent time with Helen on Sunday, and then, in Howlett fashion, said ''Good-bye'' and went to sleep.
