Thank you, Mr. President. M endment No. l to Senate Bill 1532 limits the survlvors to receive compensatione based on World War . II and Korean POWS , to unmarried surviving spouses . Currently , the bill extends the right of virtually any surviving relative of a POW to receive the fifty-dollars-per-month stipend, per month, for POWs spent in captivity. Originally, the Department of Veterans' Affairs estimated that the highest possible cost of this bill Would be four million dollars. The Department Would reduce the estimate currently about fifty percent . But the Department of Veterans is not certain of the exact amount: and I -- adopt the amendment .

Amendment No . 2 to Senate Bill 1532 amends the Department of Veterans Affairs Act to Persian Gulf Veterans Compensation . 9 STATE OF ILLINOIS 87th GENERAL ASSEMBLY ; REGULAR SESSION SENATE TRANSCRIPT 105th Legislative Day May l4, 1992 ' Allows the Department of Veterans' Affairs to compensate Persian j Gulf veterans from any money appropriated to pay bonuses for veterans. The Department authorized payments to Persian Gulf veterans to be paid from income on tax checkoff funds. To date, only about six thousand dollars has been raised through the checkoff. The Department of Veterans' Affairs has funds appropriated to pay other veteran bonuses, which would elapse at the end of this fiscal year. This amendment would permit the Department of Veterans' Affairs to use the otherwise lapsed funds to help pay the Persian Gulf veterans, and I move for the adoption.

Amendment No. l would establish basically a Joint Committee on I 10 STATE 0F ILLINOIS 87th GENERAL ASSEMBLY 1 REGULAR SESSION ' SENATE TRANSCRIPT i ! I 105th Legislakive Day May 14, 1992 Spending Control made up of the Chair and Minority Spokesmen of ' I the two Senate Appropriations Committee, plus the Chair and ! Minority of the Senate Revenue Committeez a like number appointed by the House of the two of their four Chairs and Minority Spokesmen in Appropriations and one in Revenue - the purpose of which is, if, in fact: it is necessary, based on any of our reductions ko contractual services and the like, for someone to feel for those three or four months of the beginning of the fiscal ! year: when we're not here, that there may have been an emergency ! that arose that could not await our return - since wefre here about nine months out of the year - this would be that safety valve for the Governor to be able to go before a bipartisan, bichamber - equal in each - committee to get a release of funds while the General Assembly was not here. It is hoped that - it is hoped that - that this never has to come into play. It is logical that it will never have to come into play, since if they have twelve months' spending authorityz it's only the first three or four months wedre not here. At any other time, they would just go before the General Assembly as they always did. But just in case a safety valve was needed, this is offered as a concept to give some relief if, in fact, anybody ever thought it was essential. There is no cost to this at all. The staff would be provided by the four legislative partisan staffs, and I would move adoption of Amendment No . 1.

It's a product of an agreement reached between the Illinois Manufacturers' Association and the Water Reclamation District: as Well as a request by Senator Jacobs, to remove language concerning whistleblowers. The Water Reclamation District is complying with the Federal Clean Water Act, by the passage of this bill. And I believe it's agreed . Ask for it -- its passage.

Amendment No. l deletes everything after the enacting clause in the bill, and instead it provides for Department of Public Aid to work With local municipalities in an effort to provide information - I mean I I - to identify and provide information to transitional assistance persons on the availability of employment outside of the area in which they reside, and to provide for a -- transportation that will be paid for by the recipients after they receive their first q paycheck. But up until that timez the Department Will, in fact, provide this transportation to link with existing public transportation through a procedure of coupons that will be reimbursed once the persons are employed and have received their checks.
