So we have a lot of beautiful girls in Southern Illinois and very capable young ladies. Senate Joint Resolution l36 really started, I guess, back last November or December , in which we convened a meeting at the University of Illinois to discuss with the National Hea1th Institute the possibility of putting a national red meat institute or center at the University of Illinois. Evidently. USDA and FDA have -- are movinq towards labelinq of red meat products, and certainly a 8  STATE OF ILLINOIS 87th GENERAL ASSEMBLY 1 REGULAR SESSION I SENATE TRANSCRIPT ! 1 i 113th Legislative Day June 3, 1992 i I research and marketing university, such as the University of Illinois, would be the ideal site for that national institute. Quite frankly, I would much rather have it there than the E ( University of Iowa, which is also being considered. This ' i resolution encourages Congress to appoint the University of I I I Illinois as the national meat center, and I would urge its ! . adoption.

At this institute, will they go into the hormones and et cetera thak is used in the growing of beef and et cetera, and will that be made public?

Senator Brookins, I really don't know on -- on any additives in meat products , but I do know that discussions between USDA and FDA have been going on for the last three years . It 's my understanding they have agreed that a1l red meat Will be labeled as to cholesterol# protein and contents like that. I -- I really can'* answer whether the labeling would also require, as you indicated , hormone or other types of feed additives.

Mr. President and Ladies and Gentlemen of the Senate, I concur with Senator Dunn. Now is not the time to have any pay raises, when we know that we have less fortunate people in our constituency that needs more help than we do. And that's the Way I feel.

Thank you. Let me just say to the Body that I have never had a pay raise since I've been a Member of the Senate, Which is six years. It seems that every time the vote was taken, that I had either been elected or not running for election. And by no means would I be able to benefit one way or another from this pay raise that is being proposedz or was proposed, by a committee that was established to -- to give pay raises to the Senate and Representatives and officials of the State of Illinois. But I think that Wedre doing our public and our elected -- our constituents a disservice when we reject, out of hand, something which is -- has been studied, which would be good for the State of Illinois, meanàng that we would attract the type of legkslators and the type of people that would be dedicated to do the service of the State of Illinois. I think it's a dumb move on the part of you, as a Body, to reject something which has been studied over the years. I think that it is kind of misleading into the public and hypocritical that youdre doing this or taking this type of action, though you feel that your conEtktuents do not understand or theylre too stupid to understand what youdre attempting to do, because it's an election year. So I just wanted to make them remarks to you. Thank you.

Senate Joint Resolution l42 directs IDOT to conduct a feasibility study of a11 alternative corridors for a direct route from the Peoria Tri-county Area to the Chicago Metropolitan Area. There is a real possibility that Congress, in the discretionary federal highway dollars, will have access to build such a road from the Tri-county Area, but we need to have a feasibility study first. There is a million and a half in the Governor's five-year plan for this study, and I would ask for approval of this Senate Joint Resolution 142.

Seems that certainly with less and less funds for agricultural and independent research, that the Federal Congress is finally looking at an appropriation that would help maximize the -- this consortium in their research farms. SENATOR TOPINKA: Mr. President and Ladies and Gentlemen of the Senate, this resolution asks the Governor aKd the Statefs Congressional Delegation to oppose the proposed reductions of the Illinois National Guard and Reserve Units and any similar proposals in the future, on the basis that indeed it costs less to keep these kind of part-time units in place than it does, you know, for a 14  STATE OF ILLINOIS 87th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 113th Legislative Day June 3, 1992 full-time military. So if cuts are to be made, maybe look there first. I think our people have proven that if they 're called into action in such melees as Desert Storm, they are quite equipped to do this, even when they come from part-time training. Also, by virtue of their being here, they do manage to flush out federal funding, which we would lose in any other way, and I think with the closing of Chanute Air Force Base and Fork Sheridanz we've already taken our fair share. So that is the resolution. I would seek your favorable vote.

This is a resolution that is similar - maybe identical - to one that Senator DeAngelis passed about seven years ago, which certainly did not make it out of the -- out of the House. But does urge the General Assembly to consider - at least consider - changing the rules that would have us -- have a Session ending date of May 1st. And it does so by putting trigger dates on the introduction of bills and deadline for getting bills out of committee. I think wefve discussed this for quite a number of years, of changing the Session date to a different date than June 30th. And this resolution is certainly asking the General Assembly to consider adopting rules to change the Session date.

But if the Members would take the time ko read it# as I suppose -- as I sympathetic as I am to the length of time and the amount of time that the General Assembly spends on the people's business, this schedule, as presented, calling for deadlines to be established, simply is unworkable. Remember, if you willr please, that we constitutionally and statutorily call for the Governor to make budget recommendations to the people of Illknois and us in a Joint Session on the first Wednesday of Mareh, and that literally is when the Session begins, for all practical purposes, because the entire -- any program is driven by the budget and budget considerations. Under this proposed set of deadlines, you simply wouldn't have enough time to thoroughly analyze, scrutinize and reorder the prioritkes in a tWenty-six-billkon-dollar annual expenditure. I suppose it sounds good, but the fact is, it's unworkable, and I intend to vote No.

And they -- it's very tnteresting: and I think the public should know what the Federal Government has done. In fact, the Illinois Road Contractors were initially unaware of this, but it goes into effect. I think it's about five million dollars the first year; nine million dollars thereafter. In addition, there's about seven hundred -- almost eight hundred thousand dollars that we can obtain from the Pederal Government if We pass the law, in addition, of course, to saving lives and money. So it's too late to pass such a resolution, even if you think that the Federal Government shouldn't be involved. There's plenty of other instances where the Federal Government has done this. As a matter of fact, back in 1969 we passed a motorcycle helmet laW as a result of federal action. We did the same thing in other safety areas, and I think this is a very bad resolution and a needless resolution to vote on and vote for. Urge a No vote.

Mr. President and Ladies and Gentlemen of the Senate, I stand in support of this, as a Member of the Transportation Committee, in listenin: to some of these, you knowp requests that come down from the Federal Government. The Federal Government has the right to pass laws just as we do, and if they don't have the guts to do it on their end, then don't send it down to us using extortion as a way of accomplishing one's means. It's a very indirect way of trying to get this accomplished. It's very unfair. I think it puts us at risk unnecessarily. And really and trulyz they seem to have an opinion on so many things in Congress - let them stand up on their end and do it, and no* shove it back to us in this type of a backhanded manner. It's really an ugly way to do business, and I think the resolution addresses that.

We, as you recall, throughout the year, made some adjustmentsy especially in January. This is the spending authority in some of these critical areas that, as the Comptroller has the money available, she can spend *he money.
