Wellz I'm sorry, Senator, that, you knowz I'm taking your time, but What our analysis says is under House amendment, that the current law prohibits IDFA from providing more than thirty-five percent of financing a single film project. This language is deleted under that House amendment. My question is, are we putting any kind of a cap on how much money the State is going to advance to finance films? I mean, are we going to get to the point wefre going to be financing films a hundred percent? That's my question.

We were not suceessful in that attempt. ; The House has added an amendment to Senate Bill 1556 Which tries I to give the public a -- a vote on hoW they would like to address mandates. So what they've done is to require with this amendment that an advisory question be submitted to the voters in the 1992 general eleetion, and 1'11 read you the language. It says, l'Should the Illinois General Assembly, in order to stop increasing property taxes due to unfunded mandates on local government, approve a resolution for a State Constitution Amendment prohibiting the General Assembly and the Governor from adopting new unfunded State mandates that impose additional costs on units of local government?'' I guess that was agreed to in the House With no problem . Everybody signed off on &t. I guess the problem with House Amendment No. 2 is it changes the language of the bill, and it relates to the disclosure of HIV test results after the conviction of the defendant. It provides khat the State 's attorney must show a compelling neede and I guess the term ''compelling need'' arises some fears in this Chamber, I guess. The opposition is not there. It's here. If you want to try running with it, John. but I don't think -- I think welre goinq to have a problem with it, if we do.

It deals with encouraqing Braille to be taught to visually impaired students, and we had a provision in the bill that dealt with the issue of requiring the publishers of books to make the Braille books available on compueers diskettes in the ASCII code, which is the American Standard Code for Information Interchange. So I -- I promised the Senators that I would work out an agreement, if necessary, in order not to work a hardship on the publishers, and E we did that by meeting with the State Board -- State Board of i Education,Alice Post at the Vision Impaired Center, Illinois 1 ! Council of the Blind, also consulted with Dave Andrews from the International Center for Braille Technology, and Dave Biee at the American Printing House. We worked out this amendment: and what it says is that they shall provide these computer diskettes in the ASCII code. They have ninety days to do that after requested. They -- however, if they need -- the child needs to get a book in Braille sooner, they -- they sball make a copy of the textbook kith copyright permission furnished to the publisher to the State BoardofEducationwithinfifteendays. Thatwaythey--theycan 1 then take the book and make copies from it, via computer. The other major change in Amendment No. 1 was to say that not a11 books had to have this in ASCII, just the ones that the State Board of Education ask for. Basically the bill and the amendments put into place the -- the agreement, which is to extend, for a period of one year, the implementakion of the groundwater monitoring, also to be able to retain the fees presently being levied against the fertilizer plants for at least one more year. And quite frankly, next spring - in the spring of 1993 - we Will be addressing the clean-up problems of the chemical fertilizer dealer plants When we have the assessments done. The second amendment, Amendment No. 3, ' says that persons selling tires at retail do not have to eollect a fee of one dollar for reprocessed tiresg which are your retreaded ! tires. Since those basically don't %o to a landfill, the tire is i 1 reused. So you don't have to pay a dollar fee for a retreaded I tire. Amendment No. 6 amends the Solid Waste Planning and Recycling Aet eoncerning quantity-based fees. This is a bill that we passed out oftheSenateseparately asHouse Bill 4027, just 1 this past week on a 50 to l roll call. The bill encourages a two-part pricing system. which involves charging a basic fee for the first container of garbage you set out at the curb, to cover the fixed cost of the city or whoever is collectinq the fee, and a lower feeforeachadditionalbagsetout. Thepricingstructure 1 is designed to reduce the incentive to illegally dump waste, by holding down the price per container bag beyond the initial price everyone would have to pay. The waste industry, I as I understand it, is now neutral on this provision. And final I amendment amends the -- the tire Act - the dollar-per-new-tire Act I ! - by saying that new car dealers do not have to pay the one-dollar tire tax for new tires; rather, that is to be collected by the Department of Revenue from their suppliers. That was a separate bill that we sent over to the House unanimously. They have added that back into this habitat bill. Amendment No. 2 was a purely technical amendment requested by the Joint Committee on Administrative Rules. And Amendment No. 3 changed the formula somewhat by which the Illinois Trappers' Association would be able to spend the money coming to them from the Habitat Endowment Fund.

Mr. President, I'm qoing to move that we do concur in the three amendments that were added in the House on 1956. It started out as a Department of Revenue clean-up bill, and all three amendments that were added on are basically within that same frame of being Revenue clean-up bills. First of all, the first amendment deals with the Liquor Control Acte and it extends the protest period from twenty to sixty days. Amendment No. 4 is dealing With bulk users of motor fuel and just makes some minor changes there. And I Will quickly point out that no one is getting any further tax breaks out of this. It's just merely clean-up kind of language. No. 5 will allow us to capture for the Department of Revenue, apparently, a two-percent fee to which we are entitled to for collecting the *axes for Mccormick Place.

These are police powers that are necessary to arrest a person who 's abusing an animal. For instance, in our county, we had some -- some horses that were being starved to death. I will guarantee you by the time the animal control officer went back and tried to find a police officer to issue such a warrant, the horses would be long gone. Same thing ks true with the abuse of animals - cats, dogs, whatever. I thknk this is a bad idea; we -- we -- the animal control officers should have that.
