Thank you , Mr. President, Ladies and Gentlemen of the Senate . 6 STATE OF ILLINOIS 87th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 133rd Legislative Day November 1992 On this first day back after a contested, very heated election, would llke, on behalf of a1l of us, to congratulate the wlnners, and to expressr obviously, our condolences to those who were not so fortunate and who, lndeed, lost. And I would also like to say on behalf of all of us who are in the waning days of our political career here in the Senate, that we have scheduled, as you well know , only about six addltional days - perhaps seven. And we do, indeed, have -- have some work yet remaining in the Eighty-seventh General Assembly. Additionally, we have had, unfortunately, three of our former Members pass away. Resolutions Will be filed and will be dealt with on the week of the 17th, to properly honor former Senators Swinarski, Merlo, and Dick Clewis, when -- when the full Membership is present. wanted to also take the opportunity to point out that we have passed out copies of a joint proclamation that will -- or perhaps already has been filed with the Secretary of State, pursuant to Illinois law, the Index Division. It's a joint proclamation by the Speaker and myself calling for us to focus our attention on the proposal calling fcr land-based casino gambling in the City of Chicago. We are calling a Special Session to run concurrently with our regular -- regularly scheduled Session; so that will be on the 17th that that Session will begin. And I have discussed with Senator Philip the probability of a Committee of the Wholer so that a1l the Members can have the benefit of -- of hearing what this proposal is and what its ultimate economic ramificatlons are. I think what we 'll try to do is accommodate the Members as best we can. The Session will begin on the 17th. The bill will be introduced. I would hope that next week I will be in a position to send to each of the Members, a copy of the bill, so that they can have an opportunity to -- to read it over and -- and familiarize themselves with its provisions, and then perhaps as early as the 19th - which would be the Thursday - convene a Committee of the Whole for the purpose of STATE OF ILLINOIS 87th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 133rd Legislative Day November 5, 1992 affording the Members the opportunity to question those who are making this proposal and question those or listen to those - Who apparently are in opposition . But think it 's -- behooves us in this Eighty-seventh General Assembly to at least address this subject matter, since it has such a potential profound impact on the revenue of this State , and particularly the revenue for the City of Chicago . We have only the adoption of the Consent Calendar and the adjournment resolution to yet conclude our business . We will come back on the 17th Tuesday , November 17th - at the hour of noon, and wef11 deal with our reaction to the gubernatorial action y and then commence the Special Session .
