Senator Geo-Karis has moved the Senate concur House Joint Resolution Al1 favor, signify by saying Aye. Those opposed, Nay. Ayes have it. Motion carrled. Following Senators have been appointed as a Committee of Five frcm the Senate to wait upon His Excellency, the Governor, Jim Edgar, and invite him to address the Joint Assembly: Senator Hasara, Karpiel, Syverson, Hendon and Stern. A1l Members are encouraged to be in the House at noon for the Governor's State of the State Message. The Senate will reconvene at l o fclock. Before we recess, though, yesterday Senator Cullerton raised a point of order related to committee appointments. The Chair had indicated that the Parliamentarian would review the President's Message of January 14th and the 26th, and a formal ruling would be issued today. The point of order is not well-taken. Pursuant to Senate Rule 3-1, 3-2, Senator 4 STATE OF ILLINOIS 88TH GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 4th Legislative Day January 27, 1993 Syverson and Sieben are properly appolnted and designated respectively as Vice Chairperson of the Committee on Local Governments and Election, and Vice Chairperson of Committee on Financial Institutions. With respect to Senator Syverson, he was and remains a Member on the Committee on Financial Institutions. Senate Rule 3-2 dces not require a resignation when a vice chairperson is redeskgnated as a regular committee Member. With respect to Senator Sieben, he has been replaced as a Member of the Committee of Local Governments and Elections, pursuant to Rule 3-1. Senator Sieben resigned from that Committee by letter, dated yesterday, pursuant to Rule paragraph (d). The President and Minority Leader received notice of that resignation. It is the ruling of the Chair, having not been made, further debate -- whoop, whoop thls is the ruling of the Chair. Having now been made, further debate is out of order. Senator Cullerton, for what purpose do you rise?

Yes, I just wanted to thank your Mr. Presidentr for that ruling. And understand that you 've indicated that Senator Sieben did file a letter of resignation.
